Man can't withdraw 70K RMB because He can't prove

Mr. Chen of Huizhou, Guangdong, found that he can't withdraw from a bank about 70,000 RMB he inherited from his deceased father even though he knew his password. When he went to the bank to withdraw the money, the withdrawal failed because he could not pass the bank's face recognition system.
Mr. Chen's father died on February 28 this year. Before his death, he left a deposit of more than 70,000 yuan in Huiyang branch of Postal Savings Bank of China.
The bank staff told Mr. Chen that he should apply for the certificate of inheritance right to the notary office in his place of residence, long time residence or the place where the banking institution is located, and the bank shall make payment accordingly.
Just like that, Mr. Chen embarked on a journey to prove that "his father is his father."
At the Huiyang District Notary Office he presented his and his father's Hukou. The names matched for the father as head of a household (family) and Mr. Chen as son, normally that could prove the relationship between the two. Surprisingly, the notary office staff still asked Mr. Chen to provide proof of kinship issued by the residence registration office of the local police station. Mr. Chen went to the police station where he registered residence to apply for proof of family relationship. The police station told Mr. Chen that his kinship certificate was amongst the 18 kinds of certificates no longer issued by the police stations and public security organs determined by the Ministry of public security.
He went back to the notary office to explain that police stations cannot issue the proof of kinship. The notary office said that the police station could just print from the register. Mr. Chen once again went to the police station, but was refused again citing personal privacy reasons.
He returned for the third time at the notary office and they said he can provide the certificate of kinship issued by the neighborhood committee. Mr. Chen went to the neighborhood committee to inquire issuance of kinship certificates. The neighborhood committee said that according to the provisions of the Ministry of civil affairs, they are not allowed to issue a kinship certificate.
Mr. Chen went back to the notary office for the fourth time to explain the situation, but the notary office said that without proof, it could not be notarized, and the matter reached a deadend, at least for a little while.
Since then, Mr. Chen continued going back and forth between the bank, notary office, police station and the neighborhood committee. However, the problem could not be solved...
After receiving complaints from Mr. Chen, the 11th supervision group of the State Council went to Huizhou, Guangdong Province for on-the-spot inspection, and visited banks, notary offices, police stations, neighborhood committees and other units, and concluded that there was such a problem. It reported the problem to the Huiyang District Government of Huizhou City where Mr. Chen resides. The local government immediately held a coordination meeting to study the rectification measures. After mediation, Mr. Chen was issued proof of family relationship. And on October 20, Mr. Chen's notarization procedures had been completed and he successfully withdrawn his inheritance from the bank.
