Updates on foreign talent residence permit

Shanghai has continually updated administrative measures for overseas talent residence permits to better serve international talent working in the city and support the integrated development of the Yangtze River Delta region.


Holders of Shanghai overseas talent residence permits will enjoy updated rights and entitlements in social insurance, their children's education and 15 other areas of life and work.


To give them more financial flexibility, they will be able to apply for a renminbi credit card at designated banks in China.


Electronic permits have also been introduced, with eligible foreigners no longer needing to carry physical permits.


"To support the integrated development of the Yangtze River Delta region, we will explore the issuing of Shanghai overseas talent residence permits to qualified talent working in Jiangsu, Zhejiang and Anhui provinces," said Zhu Yinghua, director of the international cooperation division at the Shanghai Municipal Human Resources and Social Security Bureau.


Fu Jianlin, manager of E-bond Polymer, a Shanghai chemical materials and products manufacturer, became the first person in the Lingang Special Area to obtain a 10-year overseas talent residence permit in August last year.


"I used to hold a one-year or three-year permit when I first came to the city, looking for promising business opportunities, after living in the United States for 20 years," said the Chinese-American, who founded the company a decade ago.


"I once had to pay the late-payment penalty as I forgot to update my residence permit before expiration. But I don't have to worry about it in the short term now. I can apply for a multiple-entry visa with a validity of 10 years as well, which is very convenient.


"Such preferential policies will attract more people to develop their careers and live in the city."

Recently, China's first inter-city residence permit for foreign talent was issued by Qingpu local authorities in Shanghai to a Malaysian citizen, on Feb 26, local media outlets reported.


The new permit is part of a government policy launched on Nov 2, 2020 to integrate the Yangtze River Delta region, as the recipient's work and place of residence are both outside of Shanghai in Wujiang district, Suzhou, Jiangsu province, where he serves as the general manager of Walter Electronic, a local electronic manufacturing company.


The permit enables the Malaysian to receive preferential advantages in nine areas, including medical security, housing, children's education, professional qualifications, logistics, financial and municipal services, as well as driving licenses.


"The permit enables me to enjoy more benefits than other expats in the YRD region and also makes my life and work more convenient," the recipient said.


Company officials said the permit enables him to receive various preferential advantages for overseas talent, and provides more convenience and a sense of belonging in the demonstration zone.


"Shanghai's overseas talent policies will help companies attract more foreign professionals to work in the demonstration zone, creating a sound business environment," a Walter Electronic official said.


The residence permit will be issued to foreigners who do not work in Shanghai but in other areas of the demonstration zone. The zone comprises Shanghai's Qingpu District, Jiashan County in Zhejiang Province and Wujiang District in Jiangsu Province.


Meanwhile, Qingpu District also sets up Yangtze River Delta Overseas Talent Service Zone to actively coordinate matters related to residence permit for foreign talent, playing an initiative role in accumulating and unleashing momentum for development.


In addition, online and offline new platforms for policy advocacy have been established by the Human Resources and Social Security Bureaus of Qingpu District to efficiently boost the precise implementation of foreign talents policy. 


With the help of Yangtze River Delta human resources market and industrial parks, enterprises are provided with tailored plans, with which they break down regional administrative barriers and their overall demands for foreign elites are satisfied.


In the near future, the Human Resources and Social Security Bureaus of the region will continuously step up their efforts to attract foreign talents and provide corporations in Yangtze River Delta with more proficient, more efficient and more heartwarming services.
