MOE comes hard on training centers bypassing new regulations

The Ministry of Education recently announced that ever since new measures and regulations imposed on after-school training and tutoring for compulsory education students, individuals and institutions as well as officials from regions across the country have cooperated and the new measures have achieved desirable results.
However, the Ministry of Education, through a notice posted on September 6, said that it has noticed some underground activities as well as what it dubbed as "changing vests" by some institutions and individuals to bypass regulations and avoid supervision by local authorities.
Following the recent findings by authorities, it has announced new measures.
Compliance Requirements
Training schools and individuals conducting off-campus curriculumn subjects training and tutoring must comply with personnel qualifications, as well as time, place, content (materials), and training methods set by the ministry.
Non-compliance
-Institutions or individuals that provide training subjects but do not have a proper license to carry out curriculum subjects training in the form of consultation, "cultural communication", "stay-at-home tutors", "housekeeping" and "crowdfunding tutoring/training".
-Individuals without teacher's qualification certificate are strictly not allowed to carry out curriculum subjects training or tutoring, primary and secondary teachers who are currently actively working in schools should not conduct paid supplementary courses.
-Live broadcast disguised as a pre-recorded training/tutoring class.
-Organizing off-site training in places that are not registered by the instituion or individual, such as in residential buildings, hotels, cafes as well as other places, to carry out curriculum tutoring in form of "one-to-one" or "one to many."
-Carrying out training in the name of study tours, research, summer camps, logical thinking, Sinology, as well as other non discipline training such as technology, sports, culture and art.
-Training through instant messaging, online conference, live broadcast platform, etc.
Other curicullum training/tutoring conducted in violation of relevant regulations will also be classifed as illegal.
The ministry added that it will monitor all levels of individuals involved in bypassing regulations, including local authorities, individuals, and institutions, employing the principal of "whoever approved will be held responsible."
