NIA launches new facilitation measures for entry-exit procedures

The National Immigration Administration has issued new measures to facilitate entry-exit procedures for Chinese and foreign personnel.
Travel Certificates
It is now more convenient for mainland residents to apply for or renew their passports and other certificates. During the pandemic, the requirement for the validity period for overseas students who apply for passports renewal has been relaxed from half year to two years.
If HK and Macao residents who are abroad want to renew or reissue their permits to enter the mainland, they can do so by asking their relatives or friends in HK or Macao to submit applications on their behalf.
Mainland residents who work, study and live in Taiwan for a long time may also entrust their relatives or friends in the mainland to submit an application for renewal and reissue of their travel pass to and from Taiwan (excluding endorsement) to the original certificate issuing authority if the validity period of their pass is less than 6 months or the certificate has expired, lost or damaged.
If mainland residents visiting Hong Kong have expired, lost or damaged Hong Kong and Macao travel pass, and apply for entry-exit permits to return to the mainland, the time for approval and issuance of certificates shall be shortened to 3 working days.
Settling in HK
When mainland residents apply for permanent residence in HK but their relatives in HK can't join them in person, they can submit their application and their HK relatives can hold a video call interview to complete the application online.
Online Reservation for Foreigners in China
NIA will broaden the scope of online reservation and certificate handling services. Foreigners in China can make an appointment with the entry-exit administration department to handle certificates and submit supporting materials online.
This is made so as to increase chances of acceptance and reduce waiting time.
Management of Long-term Foreign Residents in China
China will strengthen foreign residents information sharing systems between various departments, restructure the process, and promote the "apply once, get both permits" system for the issuance of work and residence permits.
Foreigners holding work permit will no longer need to apply for a change in residence permit if they choose to continue studies in the country.
Exports Handling for Domestic Companies
Immigration management institutions should provide convenience for domestic enterprises when handling customs clearance, help them go global and explore the international market.
When handling relevant affairs according to the arrangements of the above-mentioned new measures, Chinese and foreign entry-exit personnel shall submit necessary materials and perform corresponding procedures according to law.
