The patrol unit of Suifenhe City Public Security Bureau was conducting a routine inspection of passengers going in and out of the city on November 27. When the D9171 train entered the station, there was a foreign passenger whose purpose of entering the city raised suspicions.
The man, whom police described as a 26 years old Russian student studying in Hangzhou City, said he was going to Suifenhe City to visit a friend. But the police said he could neither tell the contact information nor the address of the friend he was visiting.
As this raised suspicions, they immediately contacted the police from the entry-exit bureau to help with communications.
The man later told the police that his real purpose of going to Suifenhe City was to cross the border to Russia on foot. He said he had learned that Suifenhe City is very close to Russia and hoped the police will send him to the China-Russia border so he can walk back to his country.
The police educated him on border regulations and persuaded him to return to Hangzhou. After he learned that what he was planning to do was against the law, he agreed.
Police said he then bought a return ticket and went back to school.
