<p>计划生育政策，不少国人都以为是在改革开放前夕才有的政策，其实不然。</p><p><br /></p><section label="Powered by 135editor.com" style="font-family: 微软雅黑;"><section class="135editor" style=" box-sizing: border-box; " data-id="85398"><section class="layout" style="margin-right: auto; white-space: normal;">1963年，中共中央和国务院明确提倡晚婚。</p><p style="text-align: justify; white-space: normal;">1964年，国务院成立了计划生育委员会。</p><p style="text-align: justify; white-space: normal;">1971年7月，国务院转发卫生部、商业部、燃化部《关于做好计划生育的报告》，把控制人口增长的指标首次纳入国民经济发展计划。</p><p style="text-align: justify; white-space: normal;">1975年，毛泽东在国家计委《关于1975年国民经济发展报告》上批示：“人口非控制不可。”“提倡一对夫妇生育子女的数量最好一个，最多两个”的生育政策出台。</p><p style="text-align: justify; white-space: normal;">1980年9月，中共中央发表《关于控制我国人口增长问题致全体共产党员、共青团员的公开信》，提倡一对夫妇只生育一个孩子。</p><p style="text-align: justify; white-space: normal;">1981年，第五届全国人大常委会第17次会议通过国务院机构改革方案，决定成立国家计划生育委员会。</p><p style="text-align: justify; white-space: normal;">1982年，9月，中共十二大把实行计划生育确定为基本国策。</p><p style="text-align: justify; white-space: normal;">1982年11月，《中华人民共和国宪法》规定：“夫妻双方有实行计划生育的义务。”</p></section><section style="color: inherit; text-align: right; height: 10px; margin-right: 4%; margin-bottom: -4px; margin-left: 4%; box-sizing: border-box; background-color: rgb(254, 254, 254);"></section></section></section><p style=""><br /></p></section><p style="text-align: center;"><br /><img data-ratio="0.36" data-s="300,640" data-src="https://mmbiz.qpic.cn/mmbiz_jpg/twJ0sHRp5Kc8iaGwQicsXl3cSWTTqkLXPHHiaGchMic08cdYpqcj3oLxtAPzWn7PicZrQ8h6OKdjpCtYQVRz2oUhpNg/640?wx_fmt=jpeg" data-type="jpeg" data-w="1000"></p><p><br />1991年，中共中央、国务院作出《关于加强计划生育工作严格控制人口增长的决定》，明确贯彻现行生育政策，严格控制人口增长。很明显，计划生育政策是越来越严了。对于地方政府来说，计划生育跟GDP是一样的重要。完不成GDP任务要挨批，完不成计划生育任务也要挨批。当了官，谁也不喜欢被领导批评——被批评多了，这官还怎么升。所以对于任务，是官都会玩命地完成。<br /><br />1991年4月27日，山东冠县召开县委扩大会议，乡镇副书记以上的都参加了。会上通报了冠县已被省列为重点管理县，计划生育全省倒数第一，县委被黄牌警告。县委书记曾昭起说了狠话：“我已经给市委立下了军令状，如果一年之内计划生育不能由倒数第一变成正数第一，我情愿接受党纪政纪处理，毫无怨言。……我们要痛下决心，用非常之法，下非常之力，干非常之事，立非常之功。也就是说，不管你这个镇，你这个乡采取什么措施都要将人口出生率降下来。今天这个会议是一个誓师动员大会，给大家五分钟时间考虑，看看能不能完成任务。能完成任务的要积极发挥作用，感觉力不从心不能按期完成任务的，立即让贤，要让能够完成任务的同志干。”五分钟过后，22个乡镇党委书记逐个表态。有两个书记不知发什么神经，罗列了本乡镇的种种客观困难，表示不能按时完成任务。曾昭起听完后就一句：“来人，铐起来，押下台去！”两个可怜的书记被武警带下去了，整个会场被吓呆了。曾昭起盯着全场：“先将两人关押半月，纪委检察院去查一查，看看他们有没有违法违纪行为！” “嘶……”全场倒吸一口凉气。曾昭起板着面孔：“计划生育是什么，是国策。……作为一名党员，一名国家干部遇到问题不是积极想办法克服困难解决问题，而是躲着困难走，那要这样的干部有啥用？”<br /><br />有了两个倒霉书记的现实事例，<strong>一场“百日无孩”运动（5月1日至8月10日之间无小孩出生）在冠县如火如荼地开展起来。</strong>众所周知，在中国，运动未至，口号先行。于是，冠县大地上，挂满了一条条的标语，内容基本为：“宁肯断子绝孙，也要让党放心”、“上吊给根绳，喝药给一瓶”、“宁肯流出来，不许生出来”……既然舆论已经造出来了，具体行动要尽快落实。首先，为了避免本地人之间顾及乡里人情，县政府专门从外地调来人员进行计生工作。其次，在各乡镇组建计划生育执法队，队员每天5—8元工资（1991年乡长书记工资每月不到130元）。另外，如果有人成功举报怀孕者，可以拿到罚款的百分之五。在运动中，乡镇马路上，总有很多拖拉机上拉着那些因家人生孩子而被抓起来的村民游街，村民都是五花大绑，胸前还挂着牌子。那一年是农历年的羊年，冠县百姓把这场运动称为“杀羊羔”。<br /><br />当然，看到这里，一定会有不少人怀疑这不是真的。2012年6月8日，凤凰卫视播出《走读大中华 "十字路口"的计划生育》。在节目里提到：“在1991年5月1日至8月10日，山东冠县曾发起了一次被称为百日无孩的运动，而张二力当时也去过此地。”节目里提到的“张二力”，是当时国家计生委规划统计司司长。在节目里，主持人特地向张二力问了此事，张二力承认：“因为我那年到山东去过, 我的司机就跟我说，山东是搞得比较凶一些，这是肯定的很凶,但是我去看过，也是感觉是这样。”</p><p><br /></p><p style="text-align: center;"><img data-ratio="0.624" data-s="300,640" data-src="https://mmbiz.qpic.cn/mmbiz_jpg/twJ0sHRp5Kc8iaGwQicsXl3cSWTTqkLXPHxibZfyz08mmvqqXkjiaMe4cgnFLnQl1WGPQZLYXxLDEmHF8k42ibPTgmQ/640?wx_fmt=jpeg" data-type="jpeg" data-w="500"></p><p><br />1995年7月，国家计生委下发《关于印发在计划生育行政执法中坚持“七个不准”的通知》。哪七个不准呢？</p><p><br /></p><p>一、不准非法关押、殴打、侮辱违反计划生育规定的人员及其家属。</p><p>二、不准毁坏违反计划生育规定人员家庭的财产、庄稼、房屋。</p><p>三、不准不经法定程序将违反计划生育规定人员的财物抵缴计划外生育费。四、不准滥设收费项目、乱罚款。</p><p>五、不准因当事人违反计划生育规定而株连其亲友、邻居及其他群众；不准对揭发、举报的群众打击报复。</p><p>六、不准以完成人口计划生育为由而不允许合法的生育。</p><p>七、不准组织对未婚女青年进行孕检。</p><p><br /></p><p style="text-align: center;">上一期：<a href="http://mp.weixin.qq.com/s?__biz=MjM5NjQwNDY1Mw==&amp;mid=2650367709&amp;idx=3&amp;sn=0aef4585a194827425d362ea69ad9c85&amp;scene=21#wechat_redirect" target="_blank" data_ue_src="http://mp.weixin.qq.com/s?__biz=MjM5NjQwNDY1Mw==&amp;mid=2650367709&amp;idx=3&amp;sn=0aef4585a194827425d362ea69ad9c85&amp;scene=21#wechat_redirect">新中国旧故事：体育比赛里的兴奋剂</a></p><p style="max-width: 100%;
