《全球海上风电发展大会阳江宣言》发布

2019年5月31日-6月2日,2019全球海上风电发展大会在广东阳江隆重举行。会上一致通过并发布《全球海上风电发展大会阳江宣言》,旨在建立稳定、畅通的全球合作交流机制,进一步加快各国海上风电发展。目前,已有涵盖制造、开发、运维、金融保险、产业研究等环节的20多家世界知名机构加入该宣言所提倡的合作机制中,未来还将吸引更多机构参与其中。


《阳江宣言》提出,全球海上风电发展空间巨大,综合目前的发展现状、各国的产业规划以及技术的进化趋势等因素来看,到2030年,全球海上风电累计装机规模将达到300GW。


《阳江宣言》指出,大力发展海上风电不仅可以加速全球能源转型进程,还能够产生良好的社会经济效益,拉动直接投资,带动区域产业结构转型升级,创造出大量就业岗位。此外,海上风电的发展,还有利于在众多当代前沿技术上实现突破。


为了确保2030年目标的实现,《阳江宣言》发出六点倡议,即加强全球合作,加强技术创新,建立公平、开放的市场,加强人才培养和鼓励人才流动,构建严格的安全健康保障体系,推动海上风电与其他海洋产业的融合发展等。


同时,《阳江宣言》还明确了业界的下一步行动方向,包括定期评估、讨论发展目标和六项倡议的落实情况,组织各国开展联合研究,主办研讨会探讨重点问题和挑战,收集并公布全球海上风电全产业链信息,定期组织具有代表性的项目与机构、杰出贡献者评选,为新兴市场国家开展多样化的培训,强化舆论引导等。

我们,来自全球10多个国家(地区)的政府、企业、学术界、民间团体的代表,于2019年5月31日至6月2日在广东阳江举行2019全球海上风电发展大会,围绕“国际合作,产业协同,创新驱动——加快海上风电高质量发展”主题,致力于推动全球海上风电发展,完善国际合作交流机制,经讨论一致通过《全球海上风电发展大会阳江宣言》。


我们一致确信,到2030年,全球海上风电累计装机规模将达到300GW,这是基于目前的发展现状、各国的产业规划以及技术的进化趋势等因素做出的合理研判。


我们一致认为,海上风电是实现全球能源转型的重要力量。加快推进能源转型,走绿色、可持续发展之路已经成为各国共识。从欧洲的实践来看,海上风电在其中能够扮演重要角色。与此同时,海上风电成本在近几年大幅下降,部分项目已经不再需要补贴,正成为具有价格优势的绿色能源。


我们一致认为,大力发展海上风电会产生良好的社会经济效益。海上风电产业链长,不仅可以拉动直接投资,带动区域产业结构转型升级,还能够创造大量的就业岗位,各国应当紧紧抓住当前的战略机遇。此外,由于涉及众多当代的前沿技术,推动海上风电发展,还将加快推动相关技术的突破。


我们一致认为,海上风电具有巨大的发展潜力。全球拥有漫长的海岸线和辽阔的海域面积,可供海上风电开发的空间广阔。目前,无论是英国、德国、丹麦等传统市场,还是众多新兴市场,都制定了雄心勃勃的中远期规划,预示着未来一段时间全球海上风电装机规模将保持高速增长。随着技术的进步,深远海将得到充分开发,势必进一步拓展海上风电的发展空间。


为了实现上述目标,加速全球海上风电发展,我们发出以下六点倡议:


一、加强全球合作。各国政府的大力支持和密切合作,是全球海上风电快速稳定发展的重要保障。国际社会应共同构建一个开放、合作的全球海上风电协同发展空间,建立高效、透明的产业治理体系,实现基础设施的共享以及数据信息的共用。秉持共商、共建、共享的原则,支持政府、企业、民间组织、学术界、国际组织和其他利益相关方根据各自的角色和职责发挥更大作用。


二、加强技术创新。技术创新是海上风电发展的核心推动力,应在全球范围内建立畅通的交流渠道,分享各国的最新研究成果。推动协同创新,加大对公共试验平台建设的投入,加快关键共性技术的发展。通过减税等方式鼓励企业增加研发和创新投入,研制更加高效和更具适应性的海上风电机组,加速测风、基础、输电等环节的技术突破,助推海上风电开发走向深远海。


三、建立公平、开放的市场。公平、开放的市场环境有利于通过竞争实现优胜劣汰,促使先进技术和最优解决方案在全球范围内自由流动,最终提升各国的发展水平,提高开发效率,带来整体市场的繁荣。透明、稳定的市场则能够让投资者有清晰的收益预期,增强其投资积极性。各国应当以法律法规的形式确保市场的长期稳定,建立公平的市场准入制度,构建技术标准国际协调机制,推动认证结果的多边互认,消除贸易壁垒,使各参与方皆可公平享有海上风电带来的发展机遇。


四、加强人才培养和鼓励人才流动。海上风电是一项多学科融合、多技术交叉的系统工程,这对从业者的技能水平提出了很高要求。各国要尽快建立多层次的海上风电教育与培训体系,培养具有全球视野的专业型人才,提升从业人员的职业素养。建立全球范围的人才流动机制,鼓励海上风电人才自由流动,推动国际海上风电技术与经验交流。


五、构建严格的安全健康保障体系。保证从业人员的安全、健康,是推动海上风电产业实现可持续发展的前提。各国要从实现设备和项目的安全、可靠运行入手,完善相关的质量评估和认证机制。对从业人员设置严格的从业资格门槛,并持续开展安全培训,为其构建起多维度的安全、健康保障体系。


六、推动海上风电与其他海洋产业的融合发展。挖掘海洋资源潜力,加快海洋经济产业结构转型是目前各国实施的一个重要经济发展战略。在这一过程中,海上风电能够起到很好的支撑和辐射作用,带动港口建设、海洋可再生能源装备制造、海洋渔业养殖等产业的发展。各国应该加强与此相关的研究和实践探索,实现多产业协同发展,提高海洋资源的利用效率。


为了确保2030年的装机目标顺利实现,我们将采取以下行动:


一、定期评估实现300GW全球海上风电装机容量目标的进展和六项倡议的落实情况,并编写年度报告在每年的全球海上风电发展大会上展开讨论。


二、组织各国相关机构,围绕生态环境影响评价、海上风电前沿技术研发进展、海上风电支持政策机制、海上风电发展目标(中远期)、降低成本的共性技术/管理方案、海上风电产业链社会经济价值、全球海上风电市场信息和数据等方面开展联合研究,并及时公布研究成果,在全球范围内进行推广传播。


三、为了促进国际交流与合作,在全球海上风电发展大会期间主办研讨会,作为专家咨询、经验和技术分享的开放平台,重点探讨全球海上风电发展面临的问题和挑战。


四、指定专门机构负责收集、整合全球海上风电全产业链信息,通过多个渠道定期对外公布,实现信息的透明与共享。


五、自2020年起,定期在全球范围内遴选取得技术突破的代表性项目和机构,评选出为促进海上风电发展作出杰出贡献的人士,在全球海上风电发展大会上为其颁发奖项以资鼓励。


六、针对新兴市场国家的海上风电发展潜力巨大,但技术和管理水平亟待提升的现状,组织多种形式的培训活动,加快新兴市场国家海上风电行业的能力建设。


七、通过加强舆论引导、进行科普宣讲、组织民众参观等方式,让公众更加客观地看待海上风电开发,了解发展海上风电在应对气候和环境问题、带动地方经济发展、创造就业等方面发挥的积极作用。


Yangjiang Declaration 

at Global Offshore Wind Conference

We, representatives from governments, enterprises, academia and NGOs from more than 10 countries and regions around the world, unanimously approve to adopt the “Yangjiang Declaration at Global Offshore Wind Conference” at the GOWS 2019 held in Yangjiang, Guangdong Province from May 31 to June 2, 2019. GOWS 2019, under the theme of "International Cooperation, Industrial Collaboration, Innovation Driven-Accelerating High-Quality Offshore Wind Development", is aimed at promoting global offshore wind development, and improving the international cooperation and exchange mechanism.

We are convinced that by 2030, the cumulative installed capacity of global offshore wind will reach 300 GW, a reasonable conclusion made taking into account such factors as current development status, industrial planning of countries and the evolutionary trend of technologies.

We believe that offshore wind represents an important force in achieving global energy transition. It has become the consensus of countries to accelerate energy transition and take the road of green and sustainable development. European practices demonstrate, offshore wind plays an important role. In the meantime, offshore wind has seen significantly reduced costs in recent years, and some projects no longer need subsidies, thus becoming a green energy with competitive price.

We believe that vigorous development of offshore wind will produce good social and economic benefits. The offshore wind featured by long industry chain can not only stimulate direct investment, promote local industrial structuring and upgrading, but also create a large number of jobs, thus representing a strategic opportunity that countries should firmly grasp. In addition, as it involves a number of state-of-the-art technologies, the advancement of offshore wind will also accelerate the breakthrough of related technologies.

It is our belief that offshore wind still has huge potential for development. The world has a long coastline and a vast sea area, providing broad space for offshore wind development. Currently, both traditional markets such as UK, Germany, and Denmark, and many emerging markets, have developed ambitious medium- and long-term plans, indicating that the installed capacity of global offshore wind will maintain rapid growth in the future. With the advancement of technology, deeper and open sea will be fully developed, thus further expanding the development space of offshore wind.

In order to achieve the above goals and accelerate global offshore wind development, the following six initiatives have been proposed:

  1. Strengthening global cooperation. Strong support and close cooperation of governments will contribute to the rapid and stable development of global offshore wind. The international community should jointly create an open and cooperative global offshore wind collaborative development space, establish an efficient and transparent industrial governance system, and realize the sharing of infrastructure, data and information. Adhering to the principle of achieving shared growth through discussion and collaboration, governments, enterprises, NGOs, academia, international organizations and other stakeholders are encouraged to play a greater role in accordance with their respective roles and responsibilities.

  2. Fostering technological innovation. Technological innovation is the core driving force for offshore wind development. A smooth communication channel should be established on a global scale to share the latest research results of countries. Efforts should be made to promote collaborative innovation, increase investment in the construction of public test platforms, accelerate the development of key common technologies, encourage enterprises to increase R&D and innovation investment through tax abatement, develop more efficient and adaptable offshore wind turbines, accelerate technological breakthroughs in wind measurement, foundation and transmission, and promote offshore wind development towards deeper and open sea.

  3. Establishing a fair and open market. A fair and open market environment is conducive to achieving the survival of the fittest through competition, promoting the free flow of advanced technologies and optimal solutions on a global scale, ultimately improving the development level and efficiency of countries, and bringing prosperity to the overall market. A transparent and stable market allows investors to have clear earnings expectations and increase their investment enthusiasm. Countries should ensure long-term market stability inform of laws and regulations, establish a fair market access system, develop an international coordination mechanism for technical standards, promote multilateral mutual recognition of certification results, and eliminate trade barriers so that all parties can fairly enjoy the development opportunities brought about by offshore wind.

  4. Intensifying personnel training and encouraging talent flow. Offshore wind is a multi-disciplinary, and multi-technical cross-over systematic project that places particularly high requirements for practitioners' skills. Countries should establish a multi-level offshore wind education and training system as soon as possible, cultivate professional talents with a global perspective, and improve practitioners' professionalism; and establish a global talent flow mechanism, encourage the free flow of talents in offshore wind, and promote the international exchanges of offshore wind technologies and experiences.

  5. Constructing a strict safety and health protection system. Guaranteeing practitioners' safety and health is a prerequisite for sustainable development of the offshore wind industry. Countries should start with the safe and reliable operation of equipment and projects, improve relevant quality assessment and certification mechanisms, set strict qualification thresholds for practitioners and carry out on-going safety training, so as to construct a multi-dimensional safety and health protection system.

  6. Boosting the integrative development of offshore wind and other marine industries. Tapping the potential of marine resources and accelerating the industrial structuring of the marine economy is an important economic development strategy implemented by countries. In this process, offshore wind can play a good supporting and radiating role, driving the development of port construction, marine renewable energy equipment manufacturing, and marine aquaculture industries. Countries should strengthen relevant research and practice exploration, achieve multiple-industry coordinated development, and improve the utilization efficiency of marine resources.

In order to ensure the smooth completion of the 2030 goal, following actions will be taken:

  1. Regularly assess progress on the 300GW goal and implementation of the six initiatives, and produce an annual report on progress to be discussed at GOWS.

  2. Organize relevant national institutions to carry out joint research on eco-environmental impact assessment, R&D progress of state-of-the-art offshore wind technologies, supporting policy mechanism for offshore wind, (medium- and long-term) offshore wind development goals, common technologies/management plans to reduce costs, socio-economic value of offshore wind industry chain, and global offshore wind market information and data, and timely release relevant research results for dissemination on a global scale.

  3. To facilitate international communication and cooperation, a workshop will be held during GOWS events as an open platform for expert consultation, experience & know-how sharing, and addressing issues & challenges observed in global offshore wind development.

  4. Designate a specialized agency to collect and integrate the information of the global offshore wind industry chain, and regularly publish relevant information through multiple channels, to achieve transparency and sharing of information.

  5. Present awards to outstanding projects and organizations with technical breakthroughs, as well as persons who have made a great contribution to boosting offshore wind development during GOWS events starting from 2020.

  6. In view of the huge development potential of offshore wind in emerging countries, but with the technology and management levels yet to be improved, various forms of training activities will be organized to accelerate the capacity building of offshore wind industry in these countries.

  7. Make the public be more objectively aware of offshore wind development, and understand the positive role of developing offshore wind in addressing climate and environmental issues, driving local economic development, and creating jobs by means of public opinion guidance, science popularization, and public visits.
