COVID Infection Detected After 12 Tests - 21 Day Quarantine Now!

On January 5, 2020, according to the National Health Commission, as winter has arrived, the frequency of COVID-19 confirmed cases and asymptomatic infections with an incubation period of more than 20 days has increased. Many places, including Beijing, Dalian and Shenyang, all have reported many people with multiple negative nucleic acid tests, but were eventually diagnosed as COVID-19 infections.


Specific Information on the Long Incubation Period


Below is the specific situation issued by the local CDC of Beijing, Dalian and Shenyang.


  • According to the Beijing CDC, a man in Shunyi District of Beijing was placed under centralized quarantine as a close contact of another confirmed case, with three negative results of COVID-19 virus from December 27 to December 30, 2020, but his nucleic acid detection showed positive on January 3, 2021, and thus became a confirmed infection;


  • As per the Health Commission of Shenyang, a entry personnel from South Korea,  surnamed Yin, was tested twice for nucleic acid and once for serum antibody of novel coronavirus during the 14-day centralized isolation, all of which were negative. 10 days after the lifting of quarantine, she was confirmed and also caused another 17 people to become infected;


  • Per Tang Yi, director of Dalian Civil Affairs Bureau, regarding this outbreak, there were many cases with long incubation period in Dalian, including an infected person whose nucleic acid test was negative for 11 times, but was diagnosed after the 12th detection; and also there were still new positive cases in some areas after six rounds of nucleic acid tests.



Entry Quarantine for Entering-Personnel


Therefore, as to curb the cross-border transmission of the COVID-19 virus, four places, namely Beijing, Zhejiang, Shenzhen and Shenyang, have adjusted the anti-pandemic measures towards the entry personnel, the details are given as follows.



Beijing: 21-Day Medical Observation + 3 Negative Results Required


According to the Beijing Municipal Government, as to effectively prevent the risk of epidemic situation caused by people with ultra long incubation period, Beijing has decided to implement "14 + 7" health management measures for entry personnel.


  • For those entering Beijing, after 14 days of centralized isolation, 7-day home-based or centralized observation will be added;


  • For those who entering China at other ports, they can only enter Beijing until 21 days have elapsed from the date of entry; if he/she needs to enter Beijing within 21-day from the entry, he/she shall report personal information 72 hours in advance via the mini program, called "Jin Xin Xiang Zhu (京心相助)", and carry out another 7 days of health monitoring;


  • All entry personnel should meet the requirements of "three negative samples", including nasopharyngeal swabs, stool samples and environmental samples, and be submitted to two testing institutions for examination. Only when the results are all negative, his/her health management can be lifted.


Shenzhen: "14 + 7" Isolation Measures + 4 / 5 Nucleic Acid Detection


Per the Shenzhen CDC, after 14 days of centralized isolation, all overseas personnel entering Shenzhen will be put under community management for 7 days, and carry out the nucleic acid test for COVID-19 for 4 times; while for those who come from countries/regions where new mutation virus has been found, five nucleic acid tests are required.



Zhejiang: “14 + 7 + 7” Health Management


According to Zhejiang CDC, Zhejiang implements "14 + 7 + 7" health management measures for entry personnel, that is, after 14 days of centralized quarantine, the personnel who meet the conditions of coming out of isolation will continue to carry out a 7-day home-based health observation, and the nucleic acid test of COVID-19 will be carried out once at the end of the period; for those whose nucleic acid test is negative, another 7-day of daily health monitoring will be carried out, as well as a nucleic acid detection.



Shenyang: “14 + 7” Days of Centralized Quarantine


As per the Shenyang CDC, all entry personnel in Shenyang City are required to undergo a "14 + 7" days of quarantine in the centralized manner; and after the isolation is lifted, they shall carry out another 7-day community-based health monitoring, and non-essential trips are banned.


Postpone Activities after March


It’s worth noticing that according to Wang Hufeng, an expert from Renmin University of China, although 422,000 people have been tested COVID-19 virus in Shunyi District of Beijing, due to the local outbreak in neighboring Hebei Province, there could still be sporadic confirmed cases in Beijing within two weeks, and the medium-risk areas will last for at least three to four weeks.

“Based on past predictions and actual situation, January is the peak time for imported cases and February is the peak time for transmission. In terms of time, it is suggested that individuals should postpone their activities after the Spring Festival, especially after March, which will be relatively safe.” Wang reminded.
