Raise the Admission Requirement & Optimize the Scholarship Policy
Per the news staff, below are the three points raised by Gao Yanming, a member of the National Committee of the Chinese People's Political Consultative Conference, to improve the standards of foreign students in an all-round way.
All international students who come to China voluntarily must meet the admission criteria of Chinese colleges and universities, except for the students accredited by their governments;
Strict recruiting standard, as to recruit high-level and high-quality international students to study in China, and not blindly pursue enrollment quantity or neglect quality, and safeguard the equality of educational rights;
Particularly, standardize and optimize the scholarship policy for international students in China.
National Quality Certification to be Completed by 2022
Actually, earlier in 2020, the members of the CPPCC annual session have already called for further standardization of the admission criteria for international students coming to China, as detailed below.
Step 1: Formulate the admission criteria of international students in China by level and classification, distinguish the types of them with academic qualifications and non-academic qualifications, and improve the basic national standards;
Step 2: Based on the actual situation and the national basic standards, each university and college shall formulate their own standards to improve the quality of international students. And also, strengthen the selection, assessment and daily teaching management of them;
Step 3: Formulate and improve the incentive policies for recruiting high-level international students, encourage first-class universities and first-class disciplines in China to create a high-level and distinctive international education and research environment, in order to attract high-level international students.
Besides, Yu Minhong, another member of the National Committee of the CPPCC, also suggested that the quality certification of colleges and universities recruiting foreign students should be completed before 2022, ensuring the enrollment of colleges and universities is more transparent and subject to public scrutiny. Once there is any violation, the education authorities should be held accountable.
It is worth noticing that in May 2020, the Ministry of Education issued a notice stressing that all units are required not to blindly pursue internationalization indicators and the scale of international students in China, but to strictly implement the system of enrollment verification, process management and evaluation.
