In response to improper operation in off-school training institutions, Beijing has imposed penalties for 3 times within 17 days, regardless of the size of the institutions, both online and offline teaching institutions are included.
News came out that Ministry of Education of PRC has been planning to draft a new regulation which would help to cool China's fiercely competitive tutoring industry.
According to the proposed regulation, tutoring classes both on campus and during weekends will be limited. Regulators will also crack down tutoring classes outside school, especially for English and Mathematics courses, and limit the hours of classes outside school.
During the Covid-19 epidemic, online education quickly went popular among schools and families. After that, online education continued to attract students and parents due to its flexibility, low cost, and abundant resources. However, the online education industry has also exposed problems such as lack of supervision, excessive marketing, and uneven teaching quality, which have caused social concern.
In February, the China Internet Network Information Center released a report stating that as of December 2020, the number of online education users in China reached 342 million, accounting for 34.6% of the total Internet users.
Driven by profit, some online education and training institutions adopt commercial marketing models, and problems such as false advertisements, difficulty in refunding fees, and immoderate expansion have become more and more common. Liu Lin, member of CPPCC and chairman of the China Private Education Association, said that currently it is difficult to implement the supervision on online training and education. Therefore it is necessary to reset the online education market access standards in accordance with the law and establish an online education permit system.
