因为担心俄罗斯在冬天切断对德国的天然气供应，许多德国民众在炎炎夏日就开始抢购煤炭。

Fearing a total cut-off of Russian gas over the winter in retaliation for European Union sanctions, some German individuals are now stocking up on coal.

The looming shortage of Russian gas has reignited enthusiasm for this method of heating private homes despite its sooty residue and heavy carbon footprint.

据法新社报道，46岁的Engelke是德国能源公司Hans Engelke Energie的负责人，今年暑期，他们公司的煤炭订单特别多，每天都在疯狂接单、安排卡车送货，没有停歇。现在煤炭的预定已经排到了10月份。有些客户等不及，会直接来仓库取袋装的散煤。

"A rush like this in the summertime, it's unheard of — everybody wants coal," says Frithjof Engelke, a supplier of the briquettes which have become a hot commodity in the German capital.

以往，在柏林的190万户家庭中，只有5000到6000户家庭仍在使用煤炭供暖，他们通常是老年人，因为他们喜欢煤炉散发出的“舒适”热量，或者是因为他们住在从未翻新过的老房子里。

In Berlin, 5,000 to 6,000 households still heat with coal, a tiny fraction of the roughly 1.9 million homes, the city says. These are often elderly people, sometimes entirely dependent on this fuel and living in old houses that have never been renovated, or lovers of the heavy heat emanating from old stoves.

而今年，煤炭的购买者数量大大上升，许多人都是第一次买煤，他们表示：“虽然燃煤损害健康，但总比受冻强。”

欧洲多国重启燃煤电厂

俄乌冲突爆发以来，欧盟已对俄施加6轮制裁，但由于俄罗斯是欧盟最大的天然气和原油供应国，对俄制裁让欧盟各国遭遇“断气”危机。

在这样的情况下，欧洲多国走起了“回头路”，将目光重新转向曾计划淘汰的燃煤发电：

Germany, France, Italy, Austria and the Netherlands have all announced plans to reactivate old coal power plants.

1. 虽然德国计划在2030年之际完全淘汰煤炭，但它目前已在加快立法进程，以重启燃煤电厂作为临时的替代方案。

2. 法国能源部在6月底宣布，要重启3月份刚关闭的圣阿沃尔德的燃煤电厂。

3. 荷兰计划决定在2022年至2024年解除对燃煤发电的限制。

4. 奥地利政府重启了该国最后一家煤电厂——梅拉赫废弃煤电厂。

此前，欧盟承诺到2030年减少至少55%的碳排放。荷兰承诺到2030年、德国也承诺到2038年淘汰煤炭能源。

而各国此番重返煤炭，显然与这些承诺相矛盾。

德国能源专家Claudia Kemfert遗憾地表示：“我们的气候目标在短期内无法实现。”

"We will not meet climate goals in the short term," Kemfert said.

有些地方甚至开始捡柴火了

7月，匈牙利政府宣布八月起进入能源紧急状态，同时放宽了对木材砍伐的限制。

Hungary's government has declared an "energy emergency" and waived environmental regulations protecting native forests from logging in response to supply disruptions.

此举引发环保人士的不满，8月12日数千民众聚集在布达佩斯的国会大厦附近，对放宽木材砍伐的政策表示抗议。

由于全面禁止俄罗斯的能源进口，波兰能源供不应求，价格飙升。波兰官员甚至建议民众自己到森林里捡拾柴火来满足冬季供暖需求。

Poland's authorities are reminding citizens they can rummage forests for firewood to heat their homes as energy costs continue to soar.

52岁的波兰农民Artur Trochimiak花了三个月的时候收集了一大堆柴火以备过冬，他表示：“这样接下来几个月都不用担心燃料价格高涨的问题了。”

Amid the vast woodlands of eastern Poland, Artur Trochimiak, a 52-year-old farmer, has prepared large piles of wood behind his house in the village of Borysowszczyzna to keep him warm through the winter.

受战争影响，乌克兰长达五千公里的天然气管道受损。为防止长时间停电，利沃夫市的居民已经开始在地下室储备木柴、气瓶和灯盏。

对于乌克兰的过冬战略，利沃夫市长表示：“我们的目标就是生存。”
