背景
斯里兰卡是缔约方大会21(COP 21)的签署国之一,该组织呼吁国家政府减少本国使用化石燃料来发电的依赖性,并致力于为减少温室气体的排放作出贡献。
根据这一授权,斯里兰卡马哈威利发展与环境部(MMDE)有责任探索不对环境产生不利影响的能源生产新途径。在环境和健康理念主导下,斯里兰卡总统(兼任斯里兰卡MMDE部长)已作出政策决定,探讨利用属于斯里兰卡Mahaweli管理局(MASL)的大型水库和灌溉渠道来提供能源解决方案。
经过深入调查,斯里兰卡政府确认可以利用该国19个马哈威利(Mahaweli)水库(7,300公顷)的约30%的水域面积来建设1200MW漂浮式光伏电站;此外,与水库相连的100公里灌溉运河系统也可以安装月1200MW水上漂浮光伏电站。
目标
该提案将寻找并选择最适合的水上漂浮式光伏(PV)系统供应商,用于以下方面的设计,安装,运行,维护和所有权:
I)100兆瓦,漂浮式,并网,远程监控光伏智能系统,带电池储能系统(BESS)容量为60-90兆瓦时,功率输出为30兆瓦,Maduru Oya水库归斯里兰卡马哈威利管理局(MASL)所辖,隶属于马哈威利发展与环境部(MMDE)的职权范围。
Ii)其它已确定的Mahaweli水库上设计、安装、运行、维护和拥有10兆瓦漂浮式并网和带远程监控光伏智能系统的,推荐考虑电池储能系统6 - 9兆瓦时容量和3兆瓦功率输出 (BESS)。
Iii)所需变电站和输电线路的设计和安装操作和维护,以便将新装机容量输送到最近的所需要的指定地点。

总结

MADURU OYA 100 MW FLOATING SOLAR FARM
BACKGROUND
Sri Lanka is a signatory to the Conference of Parties 21 (COP 21) that reduces the heavy dependence on fossil fuels for power generation focuses on making a remarkable contribution to the reduction of emission of greenhouse gasses.
With this mandate, it is incumbent on the Ministry of Mahaweli Development & Environment (MMDE) to explore avenues for production of energy without making adverse impacts on the environment and, with the consent of H.E. the President, who is also the Minister in charge of the MMDE, a policy decision has been taken to explore possibilities of utilizing large reservoirs and irrigation canals belonging to the Mahaweli Authority of Sri Lanka (MASL) for this purpose.
After an in depth study, it has been established that, by utilizing approximately 30% of the surface area of 19 Mahaweli Reservoirs (7,300 ha), 1200 MW of floating solar energy could be produced. It was also found that the Mahaweli Irrigation Canal System extending to approx. one hundred kilometres could be utilized for generation of solar as well as kinetic power to supplement the 1200 MW of floating solar.
OBJECTIVE
The objective of this proposal is to identify and select the most responsive floating turnkey photovoltaic (PV) system suppliers for the Design, Installation, Operation, Maintenance and Ownership of:
(i) 100 MW, Floating, Grid-Connected, Remotely Monitored PV Smart System with Battery Energy Storage System (BESS) of between 60 - 90 MWh capacity and 30 MW power output on Maduru Oya Reservoir that belongs to the Mahaweli Authority of Sri Lanka (MASL) coming under the purview of the Ministry of Mahaweli Development and Environment (MMDE).
(ii) Design, Installation, Operation, Maintenance and Ownership of units of 10 MW Floating, Grid - Connected, Remotely Monitored PV smart systems preferably with BESS of between 6 - 9 MWh capacity and 3 MW power output on other identified, appropriate Mahaweli reservoirs.
(iii) The design and installation operation and maintenance of required substations and transmission lines to carry such newly installed capacity to the nearest approved point, where required with reasons therefor .

CONCLUSION
The ecofriendly, renewable energy (Solar and Kinetic) thus produced in order to reduce the use of fossil fuel for power generation, would save a vast amount of foreign exchange that is presently spent to import fossil fuels and would help the government of Sri Lanka to avert supply shortages while fulfilling the national commitment to reduce emission of greenhouse gasses as indicated in Sri Lanka’s Nationally Determined Contributions (NDCs).
