Briefing on NCP Prevention and Control in Zhejiang Province

Zhejiang is making all-out effort on both the NCP epidemic prevention and control, and the resumption of business in the province. Giving priority to prevention efforts, it prepares itself for worst-case scenarios, and implements precise prevention and control measures on different levels and in different areas. In light of the evolving epidemic situation, it has introduced “one map (epidemic situation map)”, “one code (health code), and “one index (precise and intelligent control)”to preemptively adjust and fine-tune the tempo, intensity and direction of the ongoing fight against the disease, shifting from closed control to precise and intelligent management, and adopting differentiated measures to contain the outbreak.

Deciphering the Hangzhou "Health Code" 

Hangzhou, a leading city in digital economy with an economic output of over one trillion yuan and a population surpassing ten million, has initiated the big-data based Health Code, attractingnation wide attention. The Hangzhou Health Code, combining self-reporting, database comparison and location screening,  achieves the multi-purpose of"instant calculation for the first time, daily calculation at a set time and real-time updating" through big data. An innovation of social governance empowered by digital technology,it offers effective support to society-wide epidemic prevention and control, people’s daily life and overall economic development. It is quickly growing from the a pilot project of Zhejiang to a paradigm for the whole nation.

The Hangzhou Health Code went on line on February 11. As of 12:00 on the 16th of February , the city has released a total of 7,253,300 codes. Since Feb. 14th., the city's traffic volume has risen by about 50%, with significant increases in railway, civil aviation, and highways. This shows that the Health Code has worked to encourage the flow of people from surrounding cities while maintaining rigorous prevention and control measures.

浙江“一手抓疫情防控，一手抓复工复产 ”，坚持防疫优先、守牢底线，实行分区分级精准防控，根据疫情形势变化，实行一图（疫情图）一码（健康码）一指数（精密智控），预调微调防控的节奏、力度和方向，推动封闭式管控向精密型智控转变，实现差异化防控。

解读杭州“健康码” 

杭州作为数字超万亿、人口过千万以及数字经济的先发城市，率先推出了基于大数据的“杭州健康码”，引起了全社会的高度关注。杭州健康码以“个人自述、建库比对、空间筛查”为依据，通过大数据进行“首次即时计算、每日定时计算，动态实时更新”，是杭州数字赋能社会治理的一项创新实践，也为疫情防控、民生保障、经济运行提供了有效的支撑，正在从全省样本走向全国示范。

自从2月11日“杭州健康码”在全国率先上线以来，截至2月16日中午12点，全市累计发放健康码725.33万个；从成效看，自从14日以来，全市的交通在途量连续环比上升50%左右，铁路、民航、公路等渠道来杭客流量均明显上升。这个数据也反映出通过“健康码”等治理手段，初步实现了杭州市“严格防控疫情的基础上，让周边城市放心地流动起来”的基本目标。
