什么是“数字化改革”？ What is "digital reform" ? 

数字化改革是“最多跑一次”改革和政府数字化转型基础上的迭代深化，是数字浙江建设的新阶段，是数字化转型的一次拓展和升级。

从数字赋能到制度重塑，使经济社会的运转以及治理建立在网络化、信息化、智能化的基础之上，是技术理性向制度理性的新跨越。

It is designed to reshape the institution through digital empowerment. With internet, information and smart technology, social and economic affairs should be governed based on institutional rationality instead of merely technological rationality.

2.领域的拓展和升级 SCOPE

从以政府数字化转型为引领的重点突破，向党政机关整体智治为引领，撬动全方位、全过程、全领域的数字化改革跨越，数字空间成为重塑物理空间与社会空间的新载体。

From digital governance to smart governance, digital reform should cover the whole process and all respects of the society. Digital space will redefine the physical and social spaces.

3.价值的拓展和升级 VALUE

从适应数字化浪潮，推动信息技术的逐渐渗透、广泛运用和充分融合，到树立数字意识和思维、培养数字能力和方法、构建数字治理体系和机制，主动引领全球数字变革的跨越，打开价值创造新空间。

As digitization prevails, digital technology should be incorporated to every aspect of our life. Gradually, people will adopt a digital perspective when they look at and deal with things. A digital governance system will therefore be established so as to lead the global digital transformation, which will create immense value.

1.聚焦党政机关 On the Party and government agencies

以加强党的全面领导为主线，推进党政机关全方位、系统性、重塑性变革，构建综合集成、协同高效、闭环管理的运行机制，更好发挥党委总揽全局、协调各方作用，推动党的全面领导在“制度”“治理”“智慧”三个维度持续提升

We will maintain unwavering commitment to the Party’s overall leadership and promote multi-directional and systematic reform that will optimize the whole administration system. The Party will play its leading role through smart governance and better institutional design.

2.聚焦数字政府 On digital government

围绕“管”和“服”，立足企业群众的政务服务需求和办事获得感、满意度，以数字化手段推进政府治理全方位、系统性、重塑性变革，构建整体高效的政府运行体系、优质便捷的普惠服务体系，公平公正的执法监管体系、全域智慧的协同治理体系，加快打造整体智治、唯实惟先现代政府

We will focus on both “administration” and “service”, so as to bring people a better sense of fulfillment and satisfaction. Digital technology will be leveraged to promote multi-directional and systematic reform, so as to make the government more efficient and public services more accessible. A fair and just law enforcement and supervision system as well as a smart governance system will be in place to ensure that the government is performing at it best to meet the real needs of the people.

3.聚焦数字经济 On digital economy

围绕数字产业化和产业数字化，实施数字经济“一号工程”2.0版，推动公共基础数据、企业生产数据、供应链数据、消费服务数据、贸易流通数据的融合应用，实现资源要素的高效配置和经济社会的高效协同，形成全要素、全产业链、全价值链的全面连接

Digital industrialization and industrial digitization will be the major content. Digital economy 2.0 will be advanced. Public data and data of production, supply chain, consumption and trade will all be utilized for the optimal allocation of resources. A synergy will be created and benefits the whole industrial and value chains.

4.聚焦数字社会 On digital society

有力支撑全生命周期公共服务跨部门协同，实现幼有所育、学有所教、体有所健、游有所乐、病有所医、老有所养、弱有所扶、行有所畅、事有所变，更好满足群众对高层次、多样化、均等化公共服务需求，建设场景化、人本化、绿色化、智能化的美好家园

Public services for people from birth to death will be improved through coordination among different government agencies. We will strive to build a green and smart home for people with different needs in different scenarios.

5.聚焦数字法治 On digital rule of law

综合集成科学立法、严格执法、公正司法、全民守法等社会主义法治全过程，推动法治建设重要领域机制体制、组织架构、业务流程的系统性重塑，为深化法治浙江建设、打造法治中国示范区发挥重要的引领、撬动和支撑作用

A science-based and fair law enforcement system will be in place to ensure everything is strictly ruled by law. The law enforcement system will be reshaped so as to better play its role. Zhejiang will take the initiative to build a demonstration zone for the rule of law in China.
