摘要:
为检验我国第一轮输配电价管制政策效应,本文利用三阶段DEA模型,测算2013—2019年27个省级电网企业的效率,发现这些企业的效率呈现先下降后上升的波动趋势,其中2017—2019年的效率没有显著提升。同时,借鉴英国输配电价激励性管制经验,结合省级电网企业效率的测算结果,设计基于相对效率和成本节约的输配电价激励性管制机制。

Abstract:
China started a new round of power system reform from 2015. The independent transmission and distribution price is the key point of the power reform and has far-reaching impact on reform effect. The pricing principle of “permitted cost + permitted profit” has been established, and the establishment of incentive and constraint mechanisms has been clearly proposed to promote power grid enterprises to reduce costs. Under the guidance of relevant policies, the state price administration department approved the first round of electricity transmission and distribution price from 2017 to 2019. For estimating the effect of transmission and distribution pricing policies, three-stage DEA model is adopted to study the efficiency of the 27 provincial power grid enterprises from 2013 to 2019. The results show that the efficiency of 27 provincial transmission and distribution enterprises have a downward trend firstly and upward trend later from 2013 to 2019. And during 2017 to 2019, the efficiency has not significant upward trend. Based on the incentive mechanism of transmission and distribution price in the United Kingdom, the thesis puts forward incentive regulatory mechanism for Chinese transmission and distribution price, which focuses on two dimensions: relative efficiency and difference of actual cost and permitted cost. Finally, simulative analysis of the incentive effect on the 5 provincial power grids, the result shows the incentive mechanism is effective.
