Guide For Resumption of Work

From February 10, the enterprises in Hangzhou will implement the declaration system for resume work, the resumption of work will be done by categories, districts and time periods. All enterprises shall not resume work without the approval of the territorial government. On the premise of meeting the conditions for epidemic prevention and control, the enterprise will resume work in this order:

Industrial Enterprises:

From February 10, companies and employees that meet the "whitelisted companies" (those necessary for epidemic prevention and control, companies that ensure city operation and people's lives, companies are running important construction, and that are important for national economy and people's livelihood), employees are basically locals, enterprises have complete local upstream, downstream industrial chains, and supply chains.

From February 15, employees mainly come from other non-infected areas, local industrial chains, and companies with relatively complete supply chains.

From February 20, other industrial enterprises.

Service Enterprises:

From February 10, hotels and restaurants that provide necessary production and living services for residents (only food delivery services, no dine-in), and Commercial circulation enterprises (including general logistics, e-commerce logistics, warehousing logistics, etc.).

From February 15, companies that provide investment, financing, technology consulting, and enterprise management for enterprise production.

From February 20, real estate development companies, real estate service companies such as house online sales and intermediary sales; service companies that are likely to cause large-scale population concentration need to postpone the resumption of work, that includes the long-distance transportation industry, wholesale markets (excluding markets for agricultural products), housekeeping industry, sales department of real estate development enterprises, theaters, entertainment venues, various museums, art galleries, exhibition halls, scenic spots, travel agencies and other cultural tourism industries and business units, the specific time of resumption of work will be notified separately.

Construction Enterprises:

Since February 10, key people's livelihood projects (including municipal key projects, rail transit engineering, Asian Games projects, provincial and municipal key projects, etc.) and necessary supporting enterprises such as concrete production, waste transportation.

From February 15, general livelihood projects such as resettlement housing construction.

From February 20, other qualified projects (including construction projects such as real estate).

Priority resumption for online office, remote office and home office through internet.

Coronavirus killed Chinese whistleblower Doctor. Li Wenliang contracted the virus while working at Wuhan Central Hospital. He had sent out a warning to fellow medics on 30 December but police told him to stop "making false comments". There had been contradictory reports about his death, but the People's Daily now says he died at 02:58 on Friday (18:58 GMT Thursday). There were more apparent efforts to control the narrative even after Li's death -- leading to widespread anger. Today, with the approval of the Central Committee, the State Supervisory Committee decided to send an investigation team to Wuhan, to conduct a comprehensive investigation on related issues reported by the masses involving Dr. Li Wenliang.

Air France & KLM are suspending all flights till March 15. From March 16, the KLM Group is expecting to resume daily flights to Beijing and Shanghai based on the progress of the epidemic.

Recently, a man in Tianjin coughed for one week due to fever and then he went to the hospital for treatment. The hospital diagnosed that the patient had normal fever and was hospitalized in the department of respiratory medicine. He was diagnosed with pneumonia caused by novel coronavirus 4 days later, and 973 people were isolated, the hospital was locked down.

Forty-one new cases of coronavirus have been found aboard the cruise ship Diamond Princess in Yokohama, including eight Americans, Japanese authorities said. The 41 are in addition to 20 previous cases detected in preceding days. About 3,700 passengers and crew are on the ship, which is quarantined.
