城市基础设施系统在为人们提供基本服务方面发挥着根本性作用,如运输、通讯、医疗服务等,对世界各地城市的可持续发展至关重要。随着城镇化的快速发展,世界范围内,尤其在中国,大型工程、特大工程、超级工程、复杂工程系统、城市系统、超级大城市和城市群日益增多,其结构、功能规模和复杂程度也不断增加。因此,城市基础设施的规划、建设和运营面临着各种新的管理挑战。这些挑战源于对新理论、新模型和新技术的追求,以及建立高效、经济、有韧性的城市基础设施系统的需求。

 

近年来,有关城市基础设施建设与管理的研究不断增多,为迎接上述挑战开发并提供多种方案和手段。2021年第一期Frontiers of Engineering Management特刊旨在创建机会,探讨新理念,传播“城市基础设施建设与管理”领域的最新进展,为研究人员提供一个了解、分析和改善城市基础设施建设与管理的机会,来应对即将到来的挑战。
为了更好地探讨这一专题,Frontiers of Engineering Management编辑部将于4月7日上午9:00-12:00(北京时间)召开程管理公益讲坛(二)——城市基础设施建设与管理。本期讲坛由本期特刊客座主编、清华大学方东平教授主持,特别邀请AUTOMATION IN CONSTRUCTION主编、Frontiers of Engineering Management主编、俄罗斯工程院外籍院士、波兰工程院院士Mirosła Jw SKIBNIEWSKI教授,普渡大学工程管理系主任Makarand HASTAK教授,香港理工大学Geoffrey Qiping SHEN教授和Jin XUE博士,清华大学陆新征教授,大连理工大学宋金波教授,以及南洋理工大学张彦博士担任嘉宾,做主题报告。

简介


方东平教授,现任清华大学土木水利学院院长、清华大学未来城镇与基础设施研究院执行院长和(清华-金门)建筑安全研究中心主任。他的主要研究领域包括建设工程安全管理和城市韧性与管理。在城市韧性方面,提出“三度空间下系统的系统”的城市研究框架并专注于社区和医疗系统韧性的研究;在安全管理方面,提出施工安全LCB理论与方法并在国内外推广应用。

嘉宾简介


Dr. Mirosław J. Skibniewski is a Professor of Construction Engineering and Project Management in the Department of Civil and Environmental Engineering in the A. James Clark School of Engineering at the University of Maryland, College Park.  Prior to his current appointment he served for 20 years as a faculty member and administrator at Purdue University in West Lafayette, Indiana.  He received his M.Eng. degree from Warsaw University of Technology, and M.S. and Ph.D. degrees from Carnegie-Mellon University.   Prof. Skibniewski is also an alum of the Harvard University Graduate School of Education Management Development Program.  Prior to his academic career he worked as an engineering professional with the 135 years-old Pittsburgh Testing Laboratory, a nationwide construction engineering consulting firm in Pennsylvania (later renamed to Professional Service Industries, Inc. www.psiusa.com) where he led structural and construction safety investigations, design quality reviews, structural testing, construction claims reviews, value engineering, and forensic engineering projects.


As a researcher and educator, Professor Skibniewski currently focuses on planning, design and construction aspects of resilient infrastructure, construction automation and robotics, and on information technology applications in engineering project management.  Initially, while at Purdue University, he developed one of the first construction automation programs in the United States and collaborated with major industrial and government organizations, both nationally and worldwide.  His past short-term appointments include service as Visiting Eminent Scholar in the Del E. Webb School of Construction at Arizona State University, Distinguished Visiting Professor at the University of Technology Sydney (Australia), Visiting Senior Research Scientist with the Commonwealth Scientific and Industrial Research Organization (CSIRO) Division of Building, Construction and Engineering in Melbourne, Australia, as Research Professor at the Institute for Mechanized Construction and Rock Mining in Warsaw, Poland, as Visiting Professor at the University of Hong Kong, Hong Kong Polytechnic University, Loughborough University (UK), Slovak Technical University, Nanyang Technological University (Singapore), National University of Singapore, National Taiwan University of Science & Technology - Taiwan Tech, National Taiwan University, Technical University of Munich, IAE (Argentina), Pontifical Catholic University (Santiago, Chile), and others.  He has also served as a grantee of Alexander von Humboldt Foundation, Taiwan Science & Engineering Foundation, and Fulbright Foundation.


Dr. Skibniewski served on the National Academy of Engineering USA-Germany and USA-Japan Frontiers in Engineering committees, American Society of Civil Engineers' Robotics and Field Sensing Committee, Information Technology Committee, Intelligent Computing Committee, Modularization Committee of the Construction Industry Institute at the University of Texas at Austin, and on the National Academy of Sciences  Assessment Panel for construction automation and computer integrated construction programs at the  National Institute of Standards and Technology.  He was a founding member of the Board of Directors and is Past President of the International Association for Automation and Robotics in Construction.  Since 1994 Dr. Skibniewski has been Editor-in-Chief of Automation in Construction, an ISI-indexed international research journal published by Elsevier, North American Editor of the Journal of Civil Engineering and Management published by Taylor & Francis, as well as a member of editorial boards of over twenty peer-reviewed scholarly journals.


Among Prof. Skibniewski’s past honors are the National Science Foundation Presidential Young Investigator Award (1986), American Society of Civil Engineers' Walter L. Huber Research Prize (1998), Civil Engineering Faculty Medal from Slovak University of Technology (2004), International Association for Automation and Robotics in Construction Tucker-Hasegawa Research Award (2007), honorary/distinguished professorships from Warsaw University of Technology (2004), Taiwan Tech - National Taiwan University of Science and Technology (2005), and Moscow State Industrial University (2007), University of Technology Sydney (2013), the Titular Professor designation from the President of Poland (2006), the inaugural Tan Swan Beng Visiting Endowed Chair Professorship from Nanyang Technological University, Singapore (2007-2008), Visiting Distinguished Specialist at the Huazhong University of Science and Technology, China (2014), Distinguished Visiting Fellow designation by the UK Royal Academy of Engineering (2016), and the A. James Clark Endowed Chair Professorship at the University of Maryland (2006-2010).  An elected Foreign Member of the Russian Academy of Engineering (2006) and the Academy of Engineering in Poland (2013), Prof. Skibniewski is also a recipient of an honorary doctorate from Vilnius Gediminas Technical University, Lithuania (2009).  Dr. Skibniewski is listed in Who's Who in Science and Engineering, Who's Who: American Men and Women in Science, Who’s Who in Engineering, Who’s Who in America, Who's Who Online, and in other national and international biographical references.  He is an author or co-author of over 400 technical publications and has made more than 140 invited research presentations worldwide.


As the Founding Dean of the College of Engineering at Khalifa University with campuses in Abu Dhabi and Sharjah, UAE, from 2010 to 2011, Dr. Skibniewski oversaw the creation of a government-endowed research- intense academic institution consisting of eight engineering departments, as well as the recruitment of engineering department heads and faculty members.  As Assistant Executive Vice President for Academic Affairs and Associate Provost of Purdue University from 1997 to 2004, he served as a member of the group of the University’s senior academic officers.  His work in this capacity included chairing and coordination of the University’s Academic Reinvestment Program and the Faculty Program of Study in a Second Discipline.  As Interim Dean of International Programs and Director of International Research between 2002 and 2004, he served as Purdue University’s chief international officer responsible for foreign relations, global cooperation in research and external engagement, study abroad programs, and international students and scholars.  In this capacity he represented the University on the Board of Directors of the Midwest Universities Consortium for International Activities (MUCIA) and served as the institutional representative to the association of senior international officers of the Committee for Institutional Cooperation (CIC) - an administrative and academic organization of the senior officers of the ‘Big Ten +’ universities in the United States.


Dr. Hastak is Professor and the Dernlan Family Head of Construction Engineering and Management as well as Professor of Civil Engineering at Purdue University. He is also an Honorary Distinguished Visiting Professor at Tsinghua University. Dr. Hastak has assisted the construction industry for the past 33 years through consulting, research, teaching, and service to the community. Prof. Hastak is recognized around the world as an expert in the area of construction engineering and management with specific expertise in profitability of construction companies, disaster risk reduction, infrastructure management, cost control, project management decision-making, risk management, factory-built housing, contracts, warranties, modular construction, and strategic planning. He is a licensed Professional Engineer (PE), a Construction Risk Insurance Specialist (CRIS), and a Certified Cost Professional (CCP). Prof. Hastak has worked on numerous projects sponsored by the NSF, State DOTs, City Agencies, and the Construction Industry Institute (CII). As a Fellow of the American Council on Education (cohort of 2013-14) at Cornell University his work focused on the various facets of Hybrid RCM budget, engaged institution, and Public-Private Partnership in academia.


As a prominent educator and consultant, he has given over 45 keynotes and invited lectures around the world. Prof. Hastak has authored over 200 publications and reports in his area of expertise as well as co-authored and edited three widely used books (1) Infrastructure Planning, Engineering, and Economics (McGraw-Hill 2006 and 2015), (2) Skills and Knowledge of Cost Engineering (AACE 6th Ed. 2015), and (3) CCP Certification Study Guide (AACE 2nd Ed. 2016). He served on the AACE Education Board from 2004-2016. He is the current Vice President of the Board of the International Council for Research and Innovation in Building and Construction (CIB). Also, he serves as the Academic Advisor to the CII Downstream and Chemicals Committee (DCC). In addition, Prof. Hastak chaired the ASCE 2012 Construction Research Congress and co-edited the conference proceedings. He was also the Editor-in-Chief of the ASCE Journal of Management in Engineering (2009-2016) and currently serves on its board. He is one of the founders and the past chair of the Global Leadership Forum for Construction Engineering and Management programs (GLF-CEM) and currently serves as the Chair of the Advisory Board and member of the ExCom (https://cem.ecn.purdue.edu/glf/). From 2008-2010, he served as the Chair of the National Consortium of Housing Research Centers (NCHRC) and was the invited Scholar-in-Residence (2006) at the National Association of Home Builders (NAHB) Research Center. Dr. Hastak received his BE (Civil) from Nagpur University, India, MSCE from the University of Cincinnati, and PhD (Civil) from Purdue University, USA. In addition, he is a trained university planner through SCUP and has received training at Cornell University in Executive Leadership, Financial Management, and Advanced Strategic Human Resource Management. Dr. Hastak has completed 30-Hour OSHA Hazard Recognition Training for the Construction Industry. He has worked at Georgia Tech, NYU, University of Cincinnati, and currently at Purdue University.


Geoffrey is a Chair Professor of Construction Management of The Hong Kong Polytechnic University, with a proven track record of accomplishment in construction management with a special interest in sustainable construction supported by information and communication technologies. He has led a large number of research projects with total funding of over HK$60 million and has authored 300+ papers in peer-reviewed academic journals. He is a member of the Engineering Panel of The Research Grants Council in Hong Kong and a member of the editorial boards of several leading journals in the field of construction engineering and management; and has been invited to give keynote presentations at many international conferences. Previously he was appointed as a member of the built environment panel of the Research Assessment Exercise in Hong Kong in 2006, and he was the Chairman of the Global Leadership Forum in Construction Engineering and Management Programs between 2014 and 2016.


Professionally, he is an Eminent Fellow of the Royal Institution of Chartered Surveyors and a Fellow of the Hong Kong Institute of Value Management. He was appointed as a member of the Advanced Construction Technologies sub-committee of the HK$1billion Construction Innovation & Technology Fund between 2018 and 2020. As a certified Value Management Facilitator (List A), he has professionally designed and facilitated 70+ value management and partnering workshops for a variety of large and complex construction projects. He received the prestigious Presidential Citation Award from SAVE International (the premier international society in advancing and promoting the Value Methodology) in 2009 for his “energetic and engaging effort to enhance value research and education”.


Mr. XUE has just completed his Ph.D. oral defense. His Ph.D. study is supervised by Prof. Geoffrey Qiping Shen in the Department of Building and Real Estate at Hong Kong Polytechnic University. His research focuses on stakeholder management in the dynamic and complex environment of megaprojects with the method of network analysis, text-mining approach, and organizational simulation. Currently, he is working on the automated evaluation and simulation system of stakeholder conflicts and collaborations in megaprojects with large quantities of unstructured official documents. He will explore more data-driven methods to analyze organizations' performance in megaprojects, with the aim to bring the research of megaprojects into the big data era. He has a list of publications on the leading journals in the field of construction management. He has published the relevant research outcomes on the International Journal of Project Management, Journal of Management in Engineering, Journal of Construction Engineering and Management, and Engineering, Construction and Architectural Management. He also won the best paper award in the ASCE's Construction Research Congress 2020, a top academic conference in the field.


陆新征,清华大学土木工程系教授,防灾减灾工程研究所所长,兼任《工程力学》期刊主编,Journal of Structural Engineering-ASCE Associate Editor等。主要从事土木工程防灾减灾方面的研究工作。发表论文200余篇,出版中英文专著5部。入选Elsevier“中国土木和结构工程学科高被引学者”(2014-2019)。成果被国标、行标、美国混凝土学会规程、美国NSF重大项目平台及重要结构计算软件采纳,并应用于北京“中国尊”超高层建筑等多个标志性工程,参与汶川、玉树、芦山、鲁甸等地震的抗震救灾工作。获国家自然科学二等奖(2/4)等。


宋金波,大连理工大学大学经济管理学院教授、博士生导师、副院长。国家发改委PPP专家库成员,财政部PPP专家库成员,《International Journal of Architecture, Engineering and Construction》, 《Project Leadership and Society》和《项目管理评论》期刊编委。主要从事公共项目投融资决策、PPP、项目治理等方向研究工作,主持国家自然科学基金重点项目1项、面上及青年项目5项,以及政府和企事业单位委托的咨询项目20余项,获得教育部高等学校科学研究优秀成果二等奖1项,辽宁省哲学社会科学成果一等奖1项、二等奖3项等,被评为辽宁省优秀专家。研究报告获得省部级领导批示。


张彦,南洋理工大学博士生,2017年毕业于香港城市大学并获得硕士学位。曾于香港理工大学作为助理研究员,从事城市更新与可持续建设管理研究。曾参与国家自然科学基金 (NSFC) , 香港优配研究金 (GRF) , 新加坡教育部Tier 1等多项科研项目。现已于Building and Environment, Journal of Performance of Constructed Facilities等期刊会议发表多篇论文。主要研究包括建筑工程项目与城市发展,建筑信息化与智慧城市,碳排放与碳足迹的空间计量。
