外交部驻港公署关于调整疫情期间签证申办须知的通知



一、根据新冠肺炎疫情防控最新形势,外交部驻港公署领事部自即日起可通过中国签证申请服务中心受理以下种类签证申请,其它种类签证暂不受理:

(一)拟赴中国内地就业的外国人,按常规材料(参见链接:http://hk.ocmfa.gov.cn/lsxx/wgqz/201308/t20130829_7894049.htm,下同)要求申请Z字签证,申请时无须提交相关政府部门出具的签证邀请函,原则上应提交中国或世界卫生组织批准上市或紧急使用疫苗的全流程接种证明。

(二)适度调整复工复产事由的签证申请材料要求:

1、拟赴中国内地从事短期复工复产活动的外国人,如已完成中国生产新冠肺炎疫苗全流程接种,按常规材料要求申请M字或F字签证。如已完成非中国生产的其它世界卫生组织批准上市或紧急使用疫苗接种,除常规材料外,仍须提供目的地相关政府部门出具的签证邀请函。

2、拟赴中国内地复工复产人员外籍家庭成员(包括配偶、父母、未满18岁的子女、配偶的父母和确需赴内地的成年子女及其配偶),可按常规材料要求申请相应种类签证。

(三)适度扩大因“人道主义事由需要”赴内地人员签证审发范围。在现有奔丧、探望危重病亲属等事由基础上,允许中国公民或具有中国内地永久居留资格的外国人的外籍家庭成员(包括配偶、父母、配偶的父母、子女、子女的配偶、兄弟姐妹、祖父母、外祖父母、孙子女、外孙子女)赴中国内地团聚或探亲。申请人应提交常规材料,原则上应提交中国或世界卫生组织批准上市或紧急使用疫苗的全流程接种证明。

(四)申请C字乘务签证的;

(五)申请R字人才签证的;

二、注意事项

(一)上述各类签证申请人(除外交、公务类签证外)需通过香港签证申请中心网站提前在线填表、预约后按约定时间到中心递交申请材料,未通过在线填表、预约的申请不予受理。

(二)如有特别紧急的人道主义申请,可提前与签证申请中心(电话:+852 5515 6980、6096 1310,电子邮箱:hongkongcenter@visaforchina.org)确认后再前往办理。疫情期间签证申请中心处理咨询和申请能力有限,请非上述人员勿占用紧急资源。

(三)为做好疫情防控,请申请人在递交签证申请及旅行途中做好必要防疫措施。

(四)请您务必通过签证申请中心及其备案中介机构的正规渠道递交签证申请,切勿轻信非法中介通过夸大申请难度等方式进行欺骗招揽、漫天要价,以免蒙受不必要经济损失。如遇非法招揽,您可报警并及时向签证申请中心反映。

In light of the latest situation of COVID-19, the Consular Department of the Commissioner's Office would accept visa applications as follows from today on:


1. Applicants intending to work in the Mainland of China, can apply for Z visa by submitting the routine documents (See link: http://hk.ocmfa.gov.cn/eng/fwxx/wgrqz/201308/t20130829_7797418.htm, similarly hereinafter). The Invitation Letters(PU or TE) issued by relevant local authorities are no longer required, however, the full-process vaccination certificates of the vaccine licensed or approved for emergency use by China or the World Health Organization shall be provided.


2. Relaxations on the requirements of visa application for resumption of operation and production:


(1) Applicants visiting China for short-term work and production activities can apply for M or F visas by submitting the routine documents if they have completed full-process COVID-19 vaccines produced in China, otherwise, they should submit the Invitation Letters (PU or TE) in addition, and the full-process vaccination certificates of other vaccines licensed or approved for emergency use by WHO.


(2) Family members (including spouses, parents, children under the age of 18, parents of spouses, adult children and their spouses who can provide sufficient proof of immediate visit) of those foreign nationals resuming operation and production in the Mainland of China can apply for visas with the routine documents, without providing Invitation Letters (PU or TE), and the full-process vaccination certificates of the vaccine licensed or approved for emergency use by China or WHO shall be provided.


3. The scope of applicants eligible for applying for a visa out of  humanitarian needs will be expanded as appropriate. In addition to visiting an immediate family member in China who is in critical medical condition and in need of care, or arrange funeral matters of an immediate family member in China, foreign family members (including spouses, parents, spouse's parents, children and their spouses, brothers and sisters, grandparents, and grandchildren) of Chinese citizens or foreign nationals with permanent residence status in the Mainland of China can apply for visas for reunion or family visit. The above applicants should submit routine documents, and the full-process vaccination certificates of the vaccine licensed or approved for emergency use by China or WHO shall be provided.


4. Applicants who qualify for crew (C) visas.


5. Applicants who qualify for R visas.


6. Applicants applying for diplomatic or service visas should make an appointment with the Visa section of the Consular Department of the Commissioner's Office ( Fax: 00852-34132312;E-mail:fmcovisa_hk@mfa.gov.cn).


Special Reminders:


1. Applicants are required to fill in a online visa application form and make an appointment through the official website of the Chinese Visa Application and Service Center before submitting application documents on site. Applications without a online visa application form and a valid appointment will NOT be accepted.


2. Applicants for emergency humanitarian reasons who failed to make online appointments are entitled to a green passage. Please contact the Visa Application and Service Center in advance. (Tel:00852-55156980/60961310,Email:hongkongcenter@visaforchina.org)


3.Please take necessary pandemic prevention measures on the way and during application.


4.Please apply through the Chinese Visa Application and Service Center and its registered agencies and stay away from illegal agencies who involve in price gouging by exaggerating the difficulty for visa applications. If you encounter the above-mentioned illegal agencies, please call the police and also kindly inform the Visa Application and Service Center or us.
