Beijing and Tianjin have jointly launched 33 policies to facilitate cross-border trade since March this year and plan to handle customs clearance for companies through a single service window next year, according to Yan Ligang, director of Beijing Municipal Commission of Commerce.

The Approval time for automatic import and export licenses only need 1 working day

In line with the new policies issued on March 18, the approval time for automatic import and export licenses issued by the two cities has decreased from 3-5 working days to 1 working day. Beijing has issued over 4,700 licenses to more than 600 companies since the new policy came into effect.

In addition, the average import clearance time for Beijing companies at Tianjin Customs was shortened to 7.53 hours, 7.67 hours shorter than the previous 15.2 hours. The average export clearance time was shortened to 0.27 hours, 0.57 hours shorter than the previous 0.84 hours.

According to Yan, container logistics at Tianjin Port has significantly quickened, with the average operating time of container ships not exceeding 20 hours. Moreover, 400-500 yuan and 12-24 hours can be saved per container.

Beijing will also cooperate with Hebei to construct the New Airport economic zone and set up a comprehensive bonded area in the zone.

京津33项措施便利跨境贸易 力争明年“单一窗口”100%使用

进出口许可证1个工作日完成审批、企业在天津海关办理进口过关时间缩短7个多小时……今年3月以来，京津六部门联合推出33项政策措施促进跨境贸易便利化成效显著。北京市商务委员会主任闫立刚表示，力争明年“单一窗口”使用率达到100%。

今年，京津建立联动工作机制，发布两批共33项优化营商环境、提升京津跨境贸易便利化的措施。7月8日，由京津商务部门签发的自动进口许可证、出口许可证的审批时限由原来3至5天压缩到1天。自3月18日新政策发布至今，北京共为600余家企业办理了4700多份进出口许可证，均在1个工作日审结。此外，北京企业在天津海关进口通关时间缩短至7.53小时，比以前15.2小时缩短7.67小时；出口通关时间缩短至0.27小时，比以前0.84小时缩短0.57小时。

在提高跨境贸易便利化方面，国际贸易“单一窗口”将大通关流程由“串联”改为“并联”，有效解决企业多头申报、重复申报等问题。闫立刚称，“单一窗口”把18个相关部门的业务集中在一个窗口、一个平台来完成，且实现无纸化办公，原来需要5个工作日才能完成的工作量如今压缩到2小时完成，大大提高了工作效率。

不过，他称，目前很多企业还是习惯于采用原有的申报渠道和申报流程，今后将通过培训使更多企业应用“单一窗口”，力争明年实现“单一窗口”使用率达到100%，真正利用这一手段提高便利化水平。

在已获批复的《北京新机场临空经济区规划(2016-2020年)》中明确，为发挥北京新机场大型国际航空枢纽辐射作用，北京市将与河北省合作共建新机场临空经济区，以此来促进京冀两地深度融合发展。闫立刚透露，正在规划布局的北京新机场临空经济区中，将申请设立一个综合保税区，“将对标国际最高标准，借鉴北京首都国际机场以及目前实施的通关便利化措施的成功经验，实现北京新机场综合保税区监管流程最优化”。
