China to cut enterprise contributions to social insurance

Starting from May 1, China will lower enterprise contributions to urban workers' basic aged-care insurance from 20% to 16% to reduce enterprises' burdens, Minister of Finance Liu Kun said Sunday.

The country will strengthen efforts on cutting tax burdens and reducing social insurance contributions of enterprises, with the total reduction expected to reach nearly 2 trillion yuan this year, Liu said at the China Development Forum (CDF) 2019.

The current policy of reducing premiums for unemployment insurance and work injury compensation insurance will continue, with higher subsidies to support labor-intensive enterprises' employment and social insurance payments, said the minister.

"We will introduce both general-benefit and structural tax cuts, focusing primarily on reducing tax burdens on the manufacturing sector and on small and micro businesses," Li said.

Reform of China's value-added tax (VAT) will start from April 1, cutting the VAT rate for sectors including manufacturing from 16 percent to 13 percent.

Liu also said nearly 18 million small and micro enterprises benefited from the tax cuts implemented in January, accounting for more than 95 percent of the total number of taxpaying enterprises.

财政部部长刘昆在24日开幕的中国发展高层论坛2019年年会上说，我国将从2019年5月1日起下调城镇职工基本养老保险单位缴费比例，各地可从20%降到16%，切实减轻企业社保缴费比例。

今年我国预计减轻企业税收和社保缴费负担近2万亿元，力度明显超过去年。刘昆在论坛上说，将尽快出台相关政策方案，确保减税降费落实到位，切实让市场主体特别是小微企业有明显减负感受。

对于降费，他表示，除了下调城镇职工基本养老保险单位缴费比例，还将继续执行阶段性降低失业和工伤保险费率政策，对劳动密集型企业提高稳岗和社保补贴力度，通过这些措施切实减轻企业社保缴费比例。

对于减税，他说，今年通过普惠性减税和结构性减税并举，重点降低制造业和小微企业税收负担，切实增强企业的获得感。

其中针对制造业，4月1日起将实施深化增值税改革方案，包括将制造业等行业现行16%的税率降到13%等。刘昆说，目前增值税降低税率的具体办法已经公布，下一步将继续朝着推进税率三档并两档、税制简化方向迈进。

针对小微企业，刘昆介绍，今年1月出台实施小微企业普惠性减税政策，放宽了小微企业认定标准，涉及企业1798万户，占全部纳税企业总数的95%以上，其中98%是民营企业；此外加大所得税优惠力度，提高增值税小规模纳税人起征点，并对资源税、城市维护建设税、房产税、印花税、城镇土地使用税、耕地占用税等部分地方税种实行减半征收等政策。
