Newly-bought vehicles wait at a vehicle registration center

Starting June 1, residents in 120 Chinese cities will be able to have their vehicle registration files changed and transfered online if they want to change their vehicle's registration location, the Ministry of Public Security said Friday.

Applications for vehicle examinations can be directly submitted to the authorities at the new city where the vehicle is intended to be registered, and a similar examination doesn't need to be conducted for the same vehicle at its previous registration city.

In the past, the process was very troublesome, requiring vehicle owners to go back and forth between the two places for de-registration and re-registration.

The implementation of this reform was first piloted in 15 cities last June and proved to be very popular among people.

6月1日起正式实施的“放管服”改革10项新措施，其中120个城市将实现车辆转籍网上提档。

目前，车辆异地转籍需要车主在迁出地交验车辆、交回号牌、提取档案、申领临牌，再到迁入地提交档案、交验车辆、选号领牌，车主和车辆两头跑，往返周折多、周期长、成本高。

2018年6月，公安部推出20项交管“放管服”改革措施，在南京等15个城市试点非营运小微型客车档案电子化网上转递，变群众跑腿为数据跑路：

一是转籍档案网上转递。对机动车迁出登记地的，申请人不再需要到迁出地车辆管理所提取纸质档案，档案信息通过网络转递给迁入地车辆管理所，减少了提取档案的等候时间，也减少了携带、保管、转交档案的种种不便。同时，机动车档案由纸质形式改为电子化形式，更有利于严格规范管理，降低伪造、篡改以及遗失的风险。

二是转籍验车一次完成。在实现电子档案网上转递的基础上，简化迁出、迁入车辆登记程序。对机动车迁入异地登记的，申请人可以直接到车辆迁入地车辆管理所申请，不再需要回到迁出地车辆管理所验车，变“迁出、迁入地两次验车”为“迁入地一次验车”，减少群众两地间往返。
