All international arrivals will be quarantined for 14 days

Beijing has announced it will enforce a 14-day quarantine on all international travelers arriving in the Chinese capital, as the number of novel coronavirus cases outside Asia continues to rise.

The new ruling, which came in to affect at midnight on Wednesday, is one of a number of travel restrictions being introduced across the region, as governments step up efforts to prevent a surge in cross-border infections.

All international travellers entering Beijing, China’s capital, are now expected to self-isolate for 14 days as part of anti-coronavirus measures

Authorities in Beijing will now require all passengers arriving in the capital from overseas to self-quarantine, either at home or in a designated facility, for two complete weeks.

International business travelers, meanwhile, will be required to stay at a select number of designated hotels in Beijing, where they will be tested for the virus. They will not be permitted to leave until their test results have been returned.

The city has cordoned off a whole wing of Terminal 3 at its massive Capital International Airport, using the area to screen and register all international arrivals. The authorities have also set up a transportation hub at an exhibition center near the airport, deploying a dedicated fleet of cars to drive arriving passengers to their homes or designated facilities for medical observation.

Elsewhere in Asia, India announced Wednesday that it would suspend all tourist visas and enforce a 14-day quarantine on all travelers, including returning Indian nationals, arriving from or having visited China, Italy, Iran, South Korea, France, Spain and Germany.

Hong Kong also extended quarantine measures for travelers returning from high-risk countries, including some regions of France, Germany, Japan, and Spain.

The latest measures mark something of a reversal for much of Asia, which until recently was dealing with an exponential rise in cases --and the ensuing travel restrictions enacted by countries and airlines around the world.

参加了基本医疗保险的人员，在回国过程之中，被确诊为新冠肺炎病例和疑似病例的，所发生的医疗费用，按照基本医疗保险的相关规定，报销以后再实施财政的补助。个人不需要负担相关费用。

对未参加基本医疗保险的人员，在回国入境过程之中被确诊为输入型的新冠肺炎病例或疑似病例的，所发生的医疗费用，原则上由患者个人负担。参加了商业保险的人员，可以按照商业保险的合同规定支付相应的费用。

经认定的困难人员，所发生的医疗费用，按照传染病防治法等法律法规的相关规定进行医疗救助。下一步我们还将与国家的相关政策做好进一步的对接。

Majority of coronavirus cases
 are NOW outside of China

There have now been more reported cases of the novel coronavirus outside of mainland China than inside. While China, the early epicenter of the outbreak, has still had more confirmed infections than any other country - over 80,000 - cases in several other countries have surged in recent days.

Italy now has more than 25,000 cases, while Iran has around 14,000, and Spain has at least 8,000 cases.

On February 26, the WHO reported for the first time that the majority of new cases per day had come from outside of China. The trend has continued as newly confirmed cases in China have dwindled in recent days, while other countries have discovered thousands of new infections – including the United States, which has now reported more than 4,000 cases.

TIANJIN:

Last coronavirus patient discharged

The last COVID-19 patient in Tianjin was discharged from Haihe Hospital on Sunday, meaning the city has cured all its 133 confirmed cases.

The patient was the first confirmed case in the Bodi Department Store, epicenter of the epidemic outbreak in Tianjin, said Mei Zaoxian, doctor in charge of the patient's treatment at the hospital.

Shao Shifeng, vice-director of the designated hospital, said: "In retrospect to the past 55 days that the hospital began offering centralized treatment to the confirmed cases in Tianjin, the last patient leaving the hospital indicates that the city's campaign has been a success."

But he warned the potential risk brought by the people coming from overseas, although Tianjin has reported no imported case.

自2月2日起，天津市新冠肺炎确诊病例开始出院，当日出院1人。此后，治愈出院患者逐渐增多，2月23日单日最多，达到16人。截至3月15日，全市共有133例新冠肺炎确诊病例出院。

Chinese scientists have advised male patients who have recovered from novel coronavirus pneumonia and are planning to have a child to undergo medical tests on their reproductive system.

The virus can theoretically target testicular cells, leading to infertility or hormone disorders, though clinical evidence for that claim is still needed.

Moreover, even if the virus could lead to fertility issues, there are effective treatments and assisted reproductive technology to overcome them, experts added.

Federal Reserve Cuts Rates to Zero

After weeks of turmoil over the economic toll of the coronavirus, U.S. stock indexes entered a bear market, signaling an end to their 11-year winning streak

In a bold, emergency action to support the economy during the coronavirus pandemic, the Federal Reserve on Sunday announced it would cut its target interest rate near zero.

The swifter-than-expected rate cut is designed to prevent the kind of credit crunch and financial market disruptions that occurred the last time the Fed had to cut rates all the way to the bottom, during the global financial crisis just over a decade ago. 

The Fed's board of governors had been set to meet this week and report on the results of its meeting on Wednesday. Central bankers were widely expected to cut rates to zero at that meeting, after they slashed rates to a half a percentage point in another emergency cut on March 3. Sunday's latest emergency action suggests the Fed believed the cogs of the US economic machine were getting gummed up, and it was concerned that waiting even three more days could be too late to prop up the economy. The Fed will no longer meet later this week.

"I don't think they would have done this unless they felt the financial markets were at significant risk of freezing up tomorrow," said Mark Zandi, chief economist at Moody's. "They're very concerned the financial markets won't work."

The US stock market tumbled into a bear market this past week - the first in 11 years - as investors grew concerned the global economy could stumble into a steep recession as people quarantine themselves at home and the daily motions of normal life around the world come to a screeching halt. Stock futures plummeted again Sunday night.

Federal Reserve Chairman Jerome Powell said in a press conference that those measures will have "significant effect on economic activity in near term" and will restrain economic activity in foreign economies. He said he expects the US economy will suffer as a result next quarter, although he declined to predict a recession or the future of the economy. He said much of that depends on how widely the disease spreads.
