Beginning at 00:00 on March 18th, all people who enter China from any place should be transferred to a centralized observation point for a 14-days centralized isolation medical observation, except for those who have suspicious symptoms such as fever.
People will be taken to districts' temporary checking and observation sites upon arrival by district staff.
The centralized observation points will be equipped with professional medical care and staff, and regularly carry out health monitoring, provide basic living services, and deal with problems in a timely manner.
In special circumstances, home observation can be conducted after strict evaluation.
People coming to Tianjin for a short-term business visit, and after check they test negative for viral nucleic acid, will be allow to do their business activities under very stric measures, such as often health monitoring and limiting the area of the business activities.
During the period of centralized isolation medical observation, the costs of isolation personnel shall be borne by themselves.
Those who do not obey the centralized quarantine medical observation and misrepresentation of information, conceal the illness, and cause the spread of the epidemic, will be held and procecute according to the law and regulations, and incorporated into the credit system.

COMPLETE LOCKDOWN?
The coronavirus has now spread to more than 140 countries and territories worldwide, and a growing number of governments - like that of Italy, Spain, Belgium and the Philippines - have imposed lockdowns like the one first introduced in Wuhan.
The strict measures in the Chinese city have been credited with slowing the outbreak: for the past three days, Wuhan has reported new cases in the single-digits compared with nearly 4,000 per day a month ago. However, the lockdown has also come at a cost to millions of people. China's example highlights the costs.
Tens of millions of people around the world have suddenly found themselves under various forms of lockdown as governments scrambled to impose new coronavirus-related restrictions over the past 24 hours.
Governments in all large western economies took drastic measures to limit public movement on Monday, closing borders, shutting down retailers and ordering citizens to stay in their homes in an urgent effort to arrest the spreading coronavirus pandemic.
A growing number of EU states including France, Spain and Denmark have taken the extraordinary step of completely shutting their land borders with other EU nations, but elsewhere within the bloc, internal borders remain open, meaning people can still travel from one country to another.
The most extreme measures were taken in France and Northern California, where authorities imposed Italian-style prohibitions on anyone leaving their homes, while Brussels proposed a 30-day ban on all “non-essential travel” into the EU. President Emmanuel Macron barred the French from anything other than essential outings for at least two weeks, although residents would be allowed to shop for food, take exercise and go to work if it was impossible for them to do their jobs remotely. “We are at war,” Mr Macron said in a nationally televised address. “Never has France had to take such decisions, albeit temporary, in time of peace.”
San Francisco and much of the surrounding Bay area imposed similar measures, ordering all residents to “remain in place” with exceptions for “essential needs” only. “We know these measures will significantly disrupt people’s day-to-day lives, but they are absolutely necessary,” said London Breed, San Francisco’s mayor, who acted in concert with authorities in nearby Santa Clara, Marin, Contra Costa, San Mateo and Alameda counties. “These measures will be disruptive to everyday life but there is no need to panic.”
Cases outside of China have increased 10-fold in the past two weeks. From 8437 on March 1 to 86,446 on March 15. The moves come a day after Spain followed Italy by instituting its own national home confinements. The lockdowns were in response to the exponential growth of cases in Europe and the US, with European diagnoses growing from 2,200 at the start of March to 54,000 on Sunday.
As of Sunday, the number of cases of Covid-19 outside China had surpassed the number inside China.
In the US, which has more than 4,200 reported cases, President Donald Trump introduced new recommendations that included avoiding gatherings of more than 10 people, refraining from unnecessary travel, and shunning bars, restaurants and public food courts. “If everyone makes these critical changes . . . we will rally together as one nation and we will defeat the virus,” Mr Trump told a White House news conference. “We would much rather be ahead of the curve than behind it.” When asked if he was considering imposing a nationwide quarantine, Mr Trump replied: “At this moment, no.”
Anthony Fauci, head of the US National Institute of Allergy and Infectious Diseases and member of the White House’s coronavirus task force, said the new guidelines were not an overreaction: “We hope that the people of the US will take them seriously.”
Although Germany stopped short of imposing the same kinds of restrictions on internal movement as neighbouring France and Italy, Chancellor Angela Merkel announced a shut down of shops, churches, sports facilities, bars and clubs. Ms Merkel admitted the measures were “drastic” and unprecedented in Germany’s postwar history. “But we have to do this right now to reduce the number of contacts and with it the number of . . . serious illnesses, and so prevent our health system coming under excessive strain,” she told reporters.
Under the provisions agreed by Ms Merkel’s cabinet and the governments of all 16 of Germany’s states, all shops will be closed, apart from those selling food and drink. Banks, chemists, petrol stations, newsagents, as well as certain other categories of retail businesses such as laundromats, will also be exempt from the ban. Ms Merkel declined to say how long it will last. “The more people comply with these restrictions and regulations, the quicker we’ll get through this phase,” she said.
The shutdown was announced hours after Germany imposed controls on its borders with France, Switzerland, Austria, Denmark and Luxembourg. Traffic jams quickly began building up on some of Germany’s key border crossings.
Ursula von der Leyen, president of the European Commission, attempted to check the erection of further national border controls within the EU by proposing a ban on all travel into the EU and four non-EU countries that are part of Europe’s passport-free Schengen zone. Mr Macron has been particularly outspoken in opposition to national governments reimposing border controls unilaterally, and participants in a conference call of EU leaders on Monday said the French president pushed hard for a pan-European response instead. “We must co-ordinate the measures we take to avoid a negative impact on our people, our economies and our supply chains,” said Ms von der Leyen.
Canada also moved to imposed its own ban on most foreigners entering the country, though Americans are to be exempt from the restriction because of the close economic integration of the two countries. “If you are abroad at this time, it’s time to come home while it is still possible to do so,” warned Justin Trudeau, the Canadian prime minister. Mr Trudeau made the announcement from the front yard of his Ottawa home, where he is under a two-week period of self-isolation after his wife, Sophie Gregoire Trudeau, tested positive for the virus.
Russia also said it would close its borders to all foreign citizens from Wednesday for at least six weeks. Russia has already closed off its land borders with China and Belarus and banned flights to most foreign countries, with the exception of some capital cities.

Sri Lanka has suspended all flights arriving into the country for two weeks, effective midnight today for two weeks, said Sri Lankan President Gotabaya Rajapaksa in a statement on Social Media.
Yesterday, the government also declared a three day public holiday to slow the spread of coronavirus, across all public and private entities except essential services. "Please support the effort by staying home & practice social distancing," Rajapaksa said in an earlier tweet announcing the holiday.
We expect these measures will be extended over 2 weeks, and if flights are not allow to arrive, it means they will not allow to leave as well, and only airplanes with foreigners returning home will take off.
Sri Lanka currently has 44 confirmed cases, according to Johns Hopkins University.
Hong Kong will quarantine for 14 days all people entering the city starting midnight on Thursday to prevent an "explosion" of coronavirus cases around the world compromising one of the world's most successful outbreak limitation campaigns.

Taiwan is banning most foreign nationals from entering the country in an effort to prevent the spread of coronavirus, announced the island's Epidemic Central Command Center today.
"All foreign nationals, except for those with resident, diplomatic or business credentials or others with special permission, will not be allowed to enter Taiwan," said officials at a news conference.
They added that travelers coming to the island will be subjected to a mandatory 14-day home quarantine.
The restrictions will go into effect tomorrow local time.

Saudi Arabia has suspended all work in private sectors for 15 days as part of the country's efforts to contain the coronavirus.
The kingdom ordered activation of "remote working procedures except for vital sectors and sensitive infrastructure sectors such as electricity, water, and communications," said the Ministry of Human Resources and Social Development.
On Tuesday, Saudi Arabia banned Muslims from conducting five daily prayers and Friday prayers inside mosques as a precautionary measure to limit the spread of coronavirus. Saudi Arabia currently has 171 cases.
$220 Billion Aid Package
Spanish Prime Minister Pedro Sanchez announced Tuesday his government has approved a 200 billion euro (almost $220 billion) aid package to help tackle the economic impact of the coronavirus pandemic.
The package amounts to about 20% of the country's GDP and is "the biggest mobilization of economic resources in Spain's history," Sanchez said during a news conference.
"We have to fight this virus in the economic front, to win against the virus. We must also protect our jobs, companies, and families with a social and economic shield so that no one is left behind. That's why, today, we approved a very important decree [for an aid package] the biggest that has ever been approved in the history of our democracy," he said on Tuesday.
Of that total amount, 600 million euros ($660 million) will be put into basic social services, with a special focus for health assistance for the elderly and other vulnerable groups.
The government is also facilitating the protection of the water, electricity and communication providers "to guarantee essential public services."
"We are also guaranteeing the right to housing for those with more difficulties. Nobody in a touch economic situation will lose their house," the prime minister said.
On the industry front, Sánchez promised that independent workers may receive subsidies if they see their workload reduced. He also appealed to business owners not to fire their employees.
By tracking cases reported by the World Health Organization and additional sources, puts the total number of cases worldwide at 200,000, with at least 8,000 deaths.
More flights suspended: United Airlines is cutting even more domestic and international flights, following the US restrictions on travel from the UK and other European countries.
Travel restrictions widen: European leaders have decided to ban non-essential travel to the EU for 30 days. US-Canada border crossing limits are expected. Macao has banned all travelers from overseas countries from entering. And Taiwan is banning most foreign nationals.
Asylum seekers affected: The US administration is pushing to pass tough immigration restrictions including blocking entry to asylum seekers. A plan to turn back all migrants seeking asylum would have its most immediate effect on the US-Mexico border.

More action needed: Countries in Southeast Asia must “urgently scale-up aggressive measures” and widespread testing to prevent the coronavirus from spreading further, said World Health Organization officials.
Hotspots: China reported 13 new cases on Tuesday, all of which apart from one were imported, bringing the total there to 80,894 with 3,237 deaths. Italy announced 3,526 new cases, bringing the country's total to 31,506 and 2,503 deaths. And Iran reported 1,178 new cases, the biggest 24-hour increase the country has seen, bringing its total to 16,169.
Travel restrictions widen: European leaders have decided to ban non-essential travel to the EU for 30 days. US-Canada border crossing limits are expected. Macao has banned all travelers from overseas countries from entering. Shanghai has listed 12 countries from which arriving travelers would be quarantined for 14 days.
US cases in all 50 states: Coronavirus is now reported to be in all 50 US states with at least 100 dying from the virus across the country. The number of cases stands at 5,359.
