Foreigners Who Get Virus Will Be Treated First Before Pay

Foreign nationals who are confirmed or suspected of contracting the novel coronavirus on the Chinese mainland will be treated first before paying expenses out-of-pocket, according to a notification released by the National Healthcare Security Administration.

The policy is aimed at ensuring that all foreign patients will be immediately admitted to hospitals even if they are not enrolled in the country's basic health insurance, the administration said. The notification was jointly released with the Ministry of Foreign Affairs, the Ministry of Finance and the National Health Commission on Wednesday evening.

Some portion of the treatment fees will be billed to national or commercial insurance plans they may be enrolled in, and they will be responsible for paying for the remaining fees on their own.

Foreign nationals will also need to cover expenses incurred from medical observation at hospitals or centralized quarantine, the notification said.

It requires local governments to obtain and update information on novel coronavirus cases detected among foreigners in China, and appropriately handle treatment and medical payment in such cases. Significant problems must be quickly reported to higher authorities.

Though the majority of locally transmitted infections and imported cases in China are Chinese nationals, local authorities have also reported an increasing number of infections among foreign national communities.

As of April 6, the average cost for treating a hospitalized person with novel coronavirus was 21,500 yuan ($3,038). Each severe case had an average minimum cost of 150,000 yuan, with some critical cases reaching over 1 million yuan each in overall fees, according to Xiong Xianjun, head of the administration's medical service department.

外籍新冠肺炎患者可以先治疗再收费

四部委联合发布声明,针对外籍人员新冠肺炎病毒患者,可以先治疗,然后再收费。

就外籍新冠肺炎患者医疗费用支付有关问题,国家医疗保障局、外交部、财政部、国家卫生健康委员会日前联合下发通知,明确说明:

凡是外籍新冠肺炎确诊和疑似患者未参加我国基本医保的,医疗机构应当先救治,后收费,确保应收尽收,在治疗过程中产生的医疗费用由患者个人负担。

现在国外的疫情非常严重,很多在中国工作或者生活的外国人纷纷来到中国。

根据有关部门的规定,在此前的疫情期间,医保部门要求对于我国新冠肺炎确诊和疑似患者全部实行先救治、后结算。

现在国内的疫情基本消失,但是输入型外籍人员感染病例还在增加,随着外籍新冠肺炎患者入院治疗的增多,对这些外国人如何实施医疗收费?就需要有个统一的规范。

此次四部委下发的通知,明确了对外籍新冠肺炎患者的医疗费用支付政策。

外籍病毒性肺炎感染患者医疗费用情况也不是完全一样的。

根据这次四部委的联合通知要求,外籍新冠肺炎确诊和疑似患者如果有参加商业健康保险的,其治疗费用由商业保险公司按合同及时支付。

其中有一些外国人在我国工作已经参加了,我国的基本医保,这类情况就有医保来支付。

针对那些没有参加我国基本医保的外籍患者,所产生的隔离治疗费用原则上由个人承担。

As of April 16th, 18:00, Tianjin reported 1 new confirmed COVID-19 case which brought the city's total imported cases to 50.

The 50th imported case is developed by the 3rd asymptomatic infection case. On April 16th, the patient showed the symptoms and has been transferred to Haihe Hospital.

So far, of all the 50 imported cases, 39 have been discharged upon recovery and 11 are hospitalized, including one in critical condition.

天津1例无症状感染者转为确诊病例

4月16日6时至18时,我市新增报告境外输入新冠肺炎确诊病例1例(由无症状感染者转为确诊病例),治愈出院1人。累计报告境外输入确诊病例50例(中国籍46例、美国籍2例、法国籍1例、菲律宾籍1例),治愈出院39例,在院11例(危重型1例、普通型7例、轻型3例)。

境外输入第50例,原为境外输入无症状感染者第3例,16日下午,出现肺纹理增多等症状,经市专家组确诊为我市境外输入病例,临床分型为轻型,现已转往海河医院。

截至目前,我市尚在医学观察的无症状感染者共计1例(境外输入)。

经市专家组讨论,第41例境外输入确诊病例,符合出院标准,于今日出院,转入集中隔离医学观察点。

4月16日6时至18时,我市无新增报告本地新冠肺炎确诊病例,累计报告本地新冠肺炎确诊病例136例,其中男性73例,女性63例;治愈出院133例,死亡3例。

截至目前,全市现有疑似病例1例,累计排查密切接触者3009人,尚有68人正在接受医学观察。

Growth in Asia is expected to stall at zero percent in 2020 due to the COVID-19 pandemic, the lowest growth since the 1960s, the International Monetary Fund said on Wednesday.

"This is a crisis like no other. It is worse than the Global Financial Crisis, and Asia is not immune," Chang Yong Rhee, director of the IMF's Asia and Pacific Department, said at a virtual press conference Wednesday night.


The region's growth prospect for 2020 is the worst in almost 60 years, including during the Global Financial Crisis (4.7 percent) and the Asian Financial Crisis (1.3 percent), Rhee said.

"That said, Asia still looks to fare better than other regions in terms of activity," he noted. According to the IMF's new World Economic Outlook report released on Tuesday, the global economy is on track to contract "sharply" by 3 percent in 2020.

The latest WEO report showed that advanced economies will contract significantly by 6.1 percent in 2020, and emerging market and developing economies, which typically have growth levels well above advanced economies, will shrink by 1 percent.


Despite overall negative growth, the IMF projects 1-percent growth for emerging and developing Asia. China and India will both see moderate growth this year, with a rate of 1.2 percent and 1.9 percent respectively.

"Prospects for 2021, while highly uncertain, are for strong growth," Rhee told reporters. "If containment measures work, and with substantial policy stimulus to reduce 'scarring,' growth in Asia is expected to rebound strongly — more so than during the Global Financial Crisis."

国际货币基金组织:预测今年亚洲经济零增长

国际货币基金组织(IMF)15日表示,受新冠疫情影响,今年亚洲经济预计出现零增长。这是该地区上世纪60年代以来的最差经济增长表现。

IMF亚太部主任李昌镛当天在视频发布会上表示,疫情是一场前所未有的危机,虽然亚洲的经济活动状况比其他地方要好一些,但也将陷入停滞。最新增速预期远低于十余年前全球金融危机期间4.7%的增长率,也低于上世纪90年代末亚洲金融危机期间1.3%的增长率。

IMF14日发布的《世界经济展望报告》预计,由于疫情冲击,今年全球经济将萎缩3%,为上世纪30年代大萧条以来最糟糕的经济衰退。发达经济体将萎缩6.1%,新兴市场和发展中经济体将萎缩1%,主要经济体中仅中国和印度有望保持增长。

李昌镛表示,IMF目前预计2021年亚洲经济将实现强劲增长。如果疫情得到有效遏制,加上大量经济刺激政策措施落地,明年亚洲经济反弹力度将比全球金融危机之后的反弹更为强劲。不过,他提醒说,亚洲经济前景还存在高度不确定性,恢复情况很大程度上将取决于疫情形势变化和政策应对效果。

李昌镛说,IMF一直与亚洲地区各经济体保持联系,提供应对疫情相关建议和援助。目前,该地区已有多国表示希望利用IMF的紧急融资工具应对疫情。
