China Starts Trial of Digital Currency in Four Cities



China’s central bank confirmed that some state-owned banks are conducting internal tests of a digital currency in four cities and hypothetical use for the 2022 Winter Olympics in Beijing.

The mobile app, tested internally by state-owned Agricultural Bank of China, displays the new digital currency features, including allowing people to make payments using a QR Code and sending and receiving funds simply by touching another phone.

The People’s Bank of China (PBOC) confirmed that the tests are underway but said that doesn’t mean the digital currency is being officially launched. The central bank didn’t provide a timetable for the official rollout of the currency.

Internal tests of the digital yuan will not affect the commercial operation of banks, nor will it affect the renminbi issuance and circulation system, financial market and social economy outside the test environment, the central bank said.


The PBOC has been studying the development of a state digital currency since 2014. After China’s State Council included blockchain technology in its 13th Five Year Plan in 2016, the central bank established a research institute for the development of Digital Currency/Electronic Payment (DC/EP).

The research work is progressing steadily and the digital currency has completed its top-level design, standard formulation, functional research and alignment and testing, the PBOC said. Now the central bank is conducting closed-system trials in Suzhou, Xiong’an, Chengdu and Shenzhen, as well as testing hypothetical scenarios for the 2022 Winter Olympics, to optimize and improve the currency’s functionality.


The four state-owned banks Industrial and Commercial Bank of China (ICBC), China Construction Bank, Agricultural Bank of China, and Bank of China - the three telecom companies - China Telecom, China Mobile, and China Unicom and Tencent Holdings are all involved in the development of the digital currency. Bank of China is also planning to conduct internal tests of the currency soon.

民间的数字货币已经兴盛多年,但不被国家认可。中国人民银行从2014年就开始研发国家级数字货币,目前正在多地进行内部封闭测试,未来上线指日可待。对于央行的数字货币,很多人并不了解,甚至担心自己手中的人民币会通货膨胀,人民银行数字货币研究所相关负责人介绍,对中国版数字货币做了解读。

央行表示,自2014年开始研究法定数字货币,目前数字人民币研发工作正在稳妥推进,先行在深圳、苏州、雄安新区、成都及未来的冬奥场景进行内部封闭试点测试,以不断优化和完善功能。

央行表示,当前网传DC/EP信息为技术研发过程中的测试内容,并不意味着数字人民币正式落地发行。

数字人民币目前的封闭测试不会影响上市机构商业运行,也不会对测试环境之外的人民币发行流通体系、金融市场和社会经济带来影响。

中国的数字人民币体系在坚持双层运营、流通中货币(M0)替代、可控匿名的前提下,基本完成顶层设计、标准制定、功能研发、联调测试等工作,并遵循稳步、安全、可控、创新、实用的原则。

什么是中国版数字货币?怎么用?

简单说,人民银行数字货币就是人民币电子版

说起数字货币,大家第一反应可能是比特币或者脸书计划推出的Libra。

但是,与这些所谓的数字货币不同,我国央行将要推出的数字货币有国家信用背书,可以说是人民币的电子版本。因此,央行的数字货币是具有法偿性的。

更重要的是,有国家背书,央行的数字货币币值会更加稳定。而比特币等所谓的虚拟货币,无法保证币值稳定,被“割韭菜”就成了常事。

从使用场景上看,央行数字货币不计付利息,可用于小额、零售、高频的业务场景,相比于纸币没有任何差别。同时,使用时应遵守现行的所有关于现钞管理和反洗钱、反恐融资等规定。

数字人民币有哪些好处?

发行成本低、交易更便捷……

有资深业内人士表示,基于人民币现金的支付、交易、反洗钱等,在现代社会管理难度越来越大,成本也越来越高。而发行数字货币,能够有效解决上述问题。

同时,中国版数字货币不需要绑定任何银行账户,摆脱了传统银行账户体系的控制。

此外,在网络信号不佳的情况下,网银和支付平台的支付功能常常会处于瘫痪状态,而DC/EP的双离线技术可保证在极端情况下,像用纸币一样,使用央行数字货币。例如,在没有网络的情况下,只要两个装有DC/EP数字钱包的手机碰一碰,就能实现转账或支付功能。

发行数字货币会引发通货膨胀吗?

等价替换流通中的货币,不会让钱贬值

央行发行的数字货币从数字化货币替代流通中的纸钞和硬币入手,假设现在流通的货币是100元,央行数字货币将等价替换掉这100元。

为了保证央行数字货币不超发,商业机构向央行全额、100%缴纳准备金。也就是说,发行时,人民银行先把数字货币兑换给银行或者是其他运营机构,再由这些机构兑换给公众。

TIANJIN: Infected Case Coming From Wuhan

As of April 19th, Tianjin reported 1 new asymptomatic infection case which brought the city's total asymptomatic infection cases to 5.

The 5th asymptomatic infection case is a 29 years old man who lived in Wuhan, Hubei. In order to work in Tianjin, the patient did a  nucleic acid test on April 18th. While waiting for the result, he took the K1620 train to Tianjin on April 19th. Then he received a phone call from the Center for Disease Control of Wuhan, informing him that the nucleic acid test result was positive. 

So far, of all the 53 imported cases, 41 have been discharged upon recovery and 12 are hospitalized, including one in critical condition.

天津新增1例无症状感染者,为武汉输入!

4月19日,我市新增1例无症状感染者,为湖北武汉来津务工人员。目前,我市累计报告无症状感染者5例,其余4例均为境外输入

陶某,男,29岁,家住湖北省武汉市新洲区徐古镇扁担山村,自述无既往病史,无新冠肺炎确诊病例或疑似病例以及发热呼吸道症状者接触史,无任何不适症状。

为来津工作,陶某与朋友李某于4月18日到武汉市新洲区徐古镇卫生院进行新冠肺炎核酸检测。未待出结果,二人19日0时47分在湖北麻城站乘坐K1620次列车来津(陶某为3号车厢017中铺,李某为加1号车厢014中铺)。二人自述乘车期间未离开车厢,除吃饭、喝水外全程佩戴口罩。

二人于19日15时33分抵达天津站;15时49分在天津站公交站乘8路公交车到八里台站;16时15分左右转乘707路公交车,于17时08分在西青区张家窝镇锦江之星站下车。17时19分,二人在上辛源烤鸭摊位购买烤鸭。18时左右,二人与同乡胡某(西青区张家窝镇风雅道融侨方圆广厦项目部工人)在张家窝玉台路商业街李英辉小炒店内吃饭。18时34分结账后,三人前往商业街旁物美超市(张家窝店)一楼一家商铺购买被子(未进入超市),自述购物期间佩戴口罩。18时46分三人共同前往张家窝张家窝镇风雅道融侨方圆广厦项目部工地胡某房间。

19日21时左右,陶某接到武汉市新洲区疾控中心电话,告知其核酸检测阳性,李某核酸检测阴性。之后,二人离开宿舍到张家窝镇嘉禾路路边等候处置。

23时01分,西青区疾控中心接到武汉市新洲区疾控中心电话,反馈陶某检测结果后,立即赶赴现场处置。目前,陶某已转至天津医科大学总医院空港医院医学观察,李某已转至西青区指定隔离点集中隔离。

4月19日6时至18时,我市无新增报告境外输入新冠肺炎确诊病例。累计报告境外输入确诊病例53例(中国籍49例、美国籍2例、法国籍1例、菲律宾籍1例),治愈出院41例,在院12例(危重型1例、普通型7例、轻型4例)。

4月19日6时至18时,我市无新增报告本地新冠肺炎确诊病例,累计报告本地新冠肺炎确诊病例136例,其中男性73例,女性63例;治愈出院133例,死亡3例。

4月19日6时至18时,我市无新增报告无症状感染者。累计报告4例(均为境外输入),其中转为确诊病例2例、尚在医学观察2例。

经市专家组讨论,第46例境外输入确诊病例符合出院标准,于今日出院,转入集中隔离医学观察点。

截至目前,全市无现存疑似病例,累计排查密切接触者3080人,尚有72人正在接受医学观察。

Beijing Recognizes Health Status of Tianjin and Hebei

Beijing will recognize health status of people commuting from Tianjin municipality and Hebei province to help facilitate travel.

Li Sufang, deputy director of the Beijing Municipal Commission of Development and Reform, said at a press conference on Saturday that commuters from Beijing, Tianjin and Hebei can apply for the health status of "no sign of abnormality" in the app.

Commuters can obtain the status after providing their travel records in the region to the app, which has been used for better epidemic management since early March. Before the new regulation was rolled out, only those staying in Beijing can get the health status of "no sign of abnormality" in the app.

Li also said the regulation allowing no more than 50% of the employees of labor-intensive companies to return to jobs will be abandoned, if the companies can guarantee a social distance of at least one meter and every employee has a space of at least 2.5 sq meters.

京津冀通行不再隔离14天 健康码互认 

北京发布《关于做好复工复产疫情防控常态化工作通告》。通告中明确:津冀地区来京人员、本市往返津冀地区的人员,来京(返京)后可以通过“北京健康宝”进行京津冀行程记录验证,申请“未见异常”健康状态。低风险地区来京出差人员,持有7日内核酸检测阴性证明或在有条件的酒店接受核酸检测,接受入住酒店健康管理,可以申请办理“北京健康宝”,北京出差返京人员可参照执行。

Wuhan amends data on confirmed COVID-19 deaths, cases

The death toll caused by COVID-19 in Wuhan has been amended to 3,869 by April 16, and the confirmed infections total 50,333, according to a notification released by the Wuhan epidemic prevention and control center on Friday.

The fatalities are up by 1,290 compared with the previous reported figure of 2,579, and the number of confirmed cases saw a small increase of 325.

The notification said the increase was due to a comprehensive examination and verification of figures from various departments such as funeral parlors, medical institutions, public security authorities and communities in Wuhan, the city hit hardest by the novel coronavirus in China.

In the early stage of the outbreak, a rapid rise in the number of patients and quick spread of the disease overwhelmed the city's medical system, making data collecting difficult.

Now the transmission of the disease has been basically contained and the lockdown of the city been lifted, which makes it possible to look back and comprehensively reexamine the data to ensure its accuracy, according to an official in charge of the matter.

Such a practice is based on relevant Chinese laws and regulations, and conducted under the principle of "being responsible to history, the people and the deceased", the notification said.

In late March, the Wuhan headquarters established a special group working on data verification, which has extensively examined and closely compared statistics from various sources to make sure every single person affected is counted.

The verification found that some data reporting was delayed or was not accurate in the early stage of the outbreak, so the numbers should be amended according to relevant Chinese laws and regulations, the notification said.

In the early stage, the capability of nucleic acid testing and medical resources was very limited in the city, so some patients died at home without being treated. Medical staff was too busy to treat patients so there had been some delayed reporting.

Also, as various types of medical institutions were used to admit COVID-19 patients, a few of them had not been linked with the online direct reporting system.

These all resulted in the inaccuracy of initial statistics, according to the notification.

武汉修订病亡数据

武汉市新冠肺炎疫情防控指挥部公布了经过核查订正的武汉新冠肺炎确诊病例和死亡人数,武汉市的死亡病例比原来报告的死亡2579例增加了1290例,这意味着中国内地的死亡人数也应由之前的3342人增加同样的数据,上升为死亡4632人。

这是一项依照法律规定所做的负责任的修正,它是对所有这场疫情中病亡者和他们家属的告慰,也是对中国社会的应有交代。
