Tianjin is going to increase the car license plate quota for individual users as part of efforts to stimulate automobile sales, according to a document issued by Tianjin Municipal Government on May 2.

The policy maker also said it is necessary to optimize the management measures for motor vehicle purchase restriction and the vehicle purchase indicators that have been abandoned over the years can be appropriately revitalized to better meet residents' car consumption demands.

Besides, in a bid to promote the application of new energy vehicles (NEVs) at a proper pace, the authorities need to put in place the national policies pertinent to subsidies and tax reduction & exemption, and replace the buses in built-up areas and special-purpose vehicles used at ports, airports and rail yards with NEVs.

In addition, automobile sellers registered in Tianjin are encouraged to offer discounts so as to have more consumers attracted to buying NEVs or new vehicles that meet national emission standards.

为加快恢复经济社会秩序，近日，本市研究制定并出台有效应对新冠肺炎疫情影响促投资扩消费稳运行的若干举措，加强基础设施建设，激发消费需求，稳住经济基本盘，确保疫情防控与经济社会发展“双战双赢”。

据了解，此次政策主要涉及3方面20条具体举措。

一是发挥投资关键性作用，包括加强项目谋划建设、提速新型基础设施建设项目谋划、补齐社会领域短板、提升应急储备能力、支持滨海新区高质量发展、激发社会资本活力、强化财政资金引导7条具体举措；

二是促进消费扩容提质，包括提高消费能力、挖潜汽车消费、提升商业业态、活跃夜间经济、丰富文体旅游产品、发展线上经济、支持信息消费、加强品牌建设8条具体举措；

三是推动经济平稳运行，包括促进产业生产秩序恢复、稳住外贸基本盘、增强企业抗风险能力、做大做实新动能“底盘”、支持高成长初创科技型企业发展5条具体举措。

根据政策，本市将对列入天津市2020年重点建设、重点储备项目清单的项目，支持按以函代证和承诺制有关要求办理；围绕新能源汽车推广应用，结合城市公共停车场和小区停车位建设，年内新建新能源汽车充电桩4000余个；围绕民生改善，结合京津冀交通一体化，谋划布局城际高速铁路、市域（郊）铁路和城市轨道交通项目；围绕公共卫生应急基础设施补短板，谋划建设医院、急救站等防疫防灾设施项目。

本市还将落实调整完善后的居住证积分落户制度，吸引更多外来劳动者落户，提高社会保险待遇；扩大本市汽车消费，适度增加个人增量指标，制定盘活废弃指标措施；组织“购天津·春风行动”，改造提升金街步行街、古文化街、鼓楼、南市食品街等一批商业街；打造可持续高品质夜间经济2.0版，实施夜市改造提升、商旅文体联动、特色活动打造、智慧夜市建设等十大工程。

TIANJIN: No new coronavirus cases reported

As of May 10th, 18:00, there were no new cases of novel coronavirus reported in the city. So far, of all the 55 imported cases, 53 have been discharged upon recovery and 2 are still hospitalized.

No imported suspected cases are undergoing test. No new locally transmitted cases or suspected cases were reported.

4 asymptomatic infection cases are undergoing medical observation right now, the health commission said.

China to Give Foreign Banks’ Local Branches Access to Fund Custody Licenses

China will probably give foreign banks’ local branches access to fund custody licenses, draft revisions to relevant regulations showed Saturday.

Such branches have no independent legal personality and are currently barred from entering the sector, as foreign banks can only qualify for the license if they set up a local subsidiary. The license allows a company to provide custody services for fund products issued by fund firms or other asset managers in China, namely holding the products for safekeeping.

China will also probably set the asset requirement 10 times higher than it is currently, with the draft revisions requiring applicants’ net assets be at least 20 billion yuan ($2.8 billion). Current regulations (link in Chinese) require a candidate’s net assets be at least 2 billion yuan at the end of each of the last three fiscal years.

The 2 billion yuan floor, initially set in 2004, is out of date, the China Securities Regulatory Commission (CSRC) said (link in Chinese). In practice, banks acting as fund custodians always need to have net assets of at least 40 billion yuan at the end of each of the last three fiscal years to be qualified to engage in the settlement of fund products, a key part of the complete chain of the fund custody business, it said.

Foreign banks’ local branches would be qualified to apply for the license if their headquarters’ net assets meet the 20 billion yuan requirement, the CSRC said.

Eyes Are an Important Route for Coronavirus to Infect Humans

The eyes are a key route by which the novel coronavirus infects humans, a study by the University of Hong Kong has found, in addition to the upper respiratory tract, which includes the nose, mouth and throat.

The study made public on Friday also found that Sars-Cov-2 - the strain of coronavirus that causes the COVID-19 disease - was up to 100 times more infectious than the severe acute respiratory syndrome (SARS) virus, or Sars-Cov, and bird flu viruses such as H5N1.

The research team led by Dr Michael Chan Chi Wai, an associate professor at the university's School of Public Health, found that the coronavirus is much more efficient in infecting the human conjunctiva - the tissue lining the surface of the eye - and the upper respiratory airways, and its level of infection is comparable to that observed for H1N1, the swine flu virus that caused a pandemic in 2009.

The research team had previously discovered that the coronavirus remains alive for up to seven days on smooth surfaces such as stainless steel, glass and plastic. It is therefore possible for people to get infected when they touch these surfaces with their hands and then touch their face.
