Big cash transactions Over 100,000 yuan will be Restricted

China has designated three pilot areas to regulate cash transactions in large amounts amid efforts to strengthen cash circulation management and curb illegal activities, the central bank said.

Hebei Province will start the two-year pilot program in July, while Zhejiang Province and the city of Shenzhen will start the experiment in October, according to a plan released by the People's Bank of China.

All three pilot areas will regulate cash transactions of 500,000 yuan or above for business accounts. 

For personal accounts, Hebei, Zhejiang and Shenzhen have set the thresholds of regulation at 100,000 yuan, 300,000 yuan and 200,000 yuan, respectively.

The pilot program will encourage reservation-based cash withdrawals in large amounts, establish a system that records, analyzes and supervises large cash transactions, and prevent risks related to such transactions.

With the pilots, the country aims to meet the needs of social and economic development, further improve the cash flow environment and reduce the cost of social management, according to the central bank.

It added the thresholds are set to strengthen the monitoring of abnormal cash transactions including those related to tax evasion or dodging supervision, while still meeting the reasonable cash demands of businesses and individuals.

The central bank also said that the regulations will not significantly affect normal daily economic activities as multiple payment alternatives are readily available.

Besides, the set thresholds are higher than most people's daily cash use, and large cash transactions are not restricted as long as the customers comply with registration rules.

从文件的内容分析，金额起点既包括单笔，也包括多笔累计，累计的期间应该为一个自然日。

客户提取、存入起点金额之上的现金，应在办理业务时进行登记，其中大额的提取还需要预约。商业银行同时应将相关信息上报至人民银行各中心支行。

Tianjin: 2 new asymptomatic infection cases on the same flight

There were 2 new asymptomatic infection cases reported in Tianjin on 26 of June.

The 27th asymptomatic infection case is a 22-year-old Chinese student who lived in Paris, France. She took a flight from Paris, France (CA934) and arrive at Tianjin Binhai International Airport on June 25th, 2020.

The 28th asymptomatic infection case is a 24-year-old Chinese student who lived in Rennes, France. She took the same flight with the 27th asymptomatic infection case from Paris, France and arrive at Tianjin Binhai International Airport on June 25th, 2020.

So far, of all the 61 imported cases, 60 have been discharged upon recovery and 1 patient is still hospitalized. 

-No imported suspected cases are undergoing test.

-No new locally transmitted cases or suspected cases were reported.

-7 asymptomatic infection cases are undergoing medical observation right now

Tianjin has traced 11,465 people with connections to the Xinfadi market as of June 27, all of whom have tested negative for COVID-19. The samples taken from local seafood markets also tested negative as of June 27.

第27例无症状感染者，女，22岁，学生，中国籍，近期居住地法国巴黎。自法国巴黎乘坐航班（CA934），于6月25日抵达天津滨海国际机场。入境时体温36.4℃，申报无疾病症状，经海关检疫排查采样后，即转送至静海区天宇海悦酒店集中隔离医学观察点；当日核酸检测结果显示为阳性。后经市专家组确诊为我市境外输入无症状感染者，现已转至空港医院进行隔离医学观察。全程实施闭环管理。

第28例无症状感染者，女，24岁，学生，中国籍，近期居住地法国雷恩。自法国巴黎乘坐航班（CA934），于6月25日抵达天津滨海国际机场。入境时体温36.3℃，申报无疾病症状，经海关检疫排查采样后，即转送至滨海新区鲤鱼门大酒店集中隔离医学观察点；当日核酸检测结果显示为阳性。后经市专家组确诊为我市境外输入无症状感染者，现已转至空港医院进行隔离医学观察。全程实施闭环管理。

截至目前，全市无现存疑似病例，累计排查密切接触者4610人，尚有664人正在接受医学观察。

截至6月27日16时，全市排查涉及疫情新发地区活动人员11465人，其中具有暴露史人员1892人，均采取集中隔离医学观察，已全部完成核酸检测，均为阴性。排查暴露人员的密切接触者4083人，均采取居家医学观察措施。排查从事销售、储运、加工人员12125人并采集咽拭子样本，已全部完成核酸检测，均为阴性。

截至6月27日16时，对我市海鲜批发市场外环境和水产海鲜、牛羊肉标本采样8153份，已全部完成核酸检测，均为阴性。

Anxin County in Xiong'an imposed lockdown

Authorities in Anxin county, Xiong'an have imposed a soft lockdown from June 27th, 2020. Earlier this month, Xinfadi, the largest market for wholesale goods in Beijing was shut down after 46 asymptomatic COVID-19 cases were found there following mass testing. A lockdown has been re-imposed on Fengtai district capital where the market is located.

The outbreak has prompted authorities to not only mandate mass testing and lockdown but also impose martial law in areas surrounding the Chinese capital. According to the country’s National Health Commission, 17 new COVID-19 cases were reported in Beijing pushing the city’s total to 311 since a new cluster was reported. New cases were reported in Tianjin and Hebei province prompting authorities to impose lockdown restrictions on Anxin county, banning people going in and out of the area.

6月27日，安新县应对新冠肺炎疫情工作领导小组办公室发布公告，决定自即日起，在全县范围内采取更严格的疫情防控措施。

四、包村干部和负责包联小区、楼院的党员、干部等人员要切实履行分包责任，严防死守，积极主动做好居民出行管控工作。

五、广大居民要互相监督，严格遵守相关要求，对不服从管理、拒不听从工作人员劝阻、强行出行、聚众闹事的，公安机关将依法严肃处理。

Luckin Coffee Accedes to Delisting From Nasdaq

Luckin Coffee Inc. will be delisted from the Nasdaq after it received two notices from the New York-based stock exchange over failure to meet listing rules, the scandal-plagued Chinese coffee chain said Friday.

The company originally scheduled a hearing on the issue for June 25. But the day before the hearing it withdrew the request and decided not to fight the Nasdaq’s delisting decision, according to a statement issued Friday.

The company’s shares will be suspended at the opening of business Monday. The stock plunged more than 55% to $1.32 Friday morning. Luckin was listed on the Nasdaq in May 2019 with an initial public offering price of $17 each. At its peak, Luckin traded at just over $50 a share with a market value of $12 billion.

The Nasdaq will file a notice of delisting when all appeal periods have expired, Luckin said.

Luckin's board will also require Chairman Lu Zhengyao. The proposal was requested by a majority of directors and was based on the findings of an internal investigation, the Chinese company said in a filing. The board will hold a special meeting on the matter on July 2.

瑞幸咖啡退市

瑞幸放弃最后的“挣扎”。北京时间6月26日晚，瑞幸发布公告称，公司已在6月24日决定撤回此前的听证会请求，纳斯达克总法律顾问办公室已经发出通知，公司股票将于6月29日（周一美股）开盘时停牌。
