Three new pilot free trade zones in China, bring total to 21

China on Monday released plans to build pilot free trade zones in Beijing, central China's Hunan Province and east China's Anhui Province.

The pilot free trade zone in Beijing will cover an area of 119.68 square kilometers, including three areas for science and technology innovation, international business services, and high-end industries, according to the plan.

Beijing will implement system of pre-establishment national treatment plus a negative list for foreign investment, improve trade facilitation, and relax restrictions on service trade access to the greatest extent in regions where conditions permit.

The capital will also expand the opening-up of the financial sector. It will grant qualifications to more foreign banks to conduct custody services for securities investment funds. It will encourage qualified Chinese banks to develop cross-border financial services.

It will promote the facilitation of cross-border RMB and foreign exchange in key industries as well. The city will support the central bank's Digital Currency Research Institute to set up a fintech center, build a digital currency pilot zone and a digital financial system.

Beijing is also planning to build a pilot zone for digital trade and big data exchange in a bid to boost technological innovation and the opening-up of its services sector and digital economy.

As a state-level development zone established in 1992 in the northwest of Hainan, the Yangpu Economic Development Zone is expected to develop into a growth point of Hainan's high-quality development and a pilot zone of Hainan free trade port

The city will optimize the approval process for work and residence permits for foreigners in China. It will carry out real-time medical expense settlement for foreign talent.

According to the plan, the capital will also set up intellectual property trading centers and encourage multinational companies to set up R&D centers.

It will build a world-class aviation hub by promoting the joint development of Beijing Capital International Airport and Beijing Daxing International Airport.

The pilot free trade zone in Hunan and Anhui will cover areas of 119.76 square kilometers, 119.86 square kilometers respectively, the plans said.

A plan to expand the pilot free trade zone in east China's Zhejiang Province was also released.

9月21日,国务院印发北京、湖南、安徽自由贸易试验区总体方案及浙江自由贸易试验区扩展区域方案的通知。至此,中国的自贸区数量增至21个。

从区位布局来看,北京自贸区的实施范围119.68平方公里,涵盖三个片区:科技创新片区31.85平方公里,国际商务服务片区48.34平方公里(含北京天竺综合保税区5.466平方公里),高端产业片区39.49平方公里。

湖南自贸区的实施范围119.76平方公里,涵盖三个片区:长沙片区79.98平方公里,岳阳片区19.94平方公里,郴州片区19.84平方公里。

安徽自贸区的实施范围119.86平方公里,涵盖三个片区:合肥片区64.95平方公里,芜湖片区35平方公里,蚌埠片区19.91平方公里。

此外,浙江自贸区扩展区域实施范围119.5平方公里,涵盖三个片区:宁波片区46平方公里,杭州片区37.51平方公里,金义片区35.99平方公里。
随着3位新成员的加入,中国自贸区数量目前已经扩至21个。

这21个自贸区包括上海、广东、天津、福建、辽宁、浙江、河南、湖北、重庆、四川、陕西、海南、山东、江苏、河北、云南、广西、黑龙江、北京、湖南、安徽。

Tianjin: No new case reported



There was no new case reported in Tianjin as of 22 of September.

So far, of all the 101 imported cases, 94 patients have been discharged upon recovery. 7 patients still hospitalized.

-No imported suspected cases are undergoing test.
-No new locally transmitted cases or suspected cases were reported.
-10 asymptomatic infection cases are undergoing medical observation right now

9月21日14时至21日18时,我市无新增报告境外输入新冠肺炎确诊病例。累计报告境外输入确诊病例101例(中国籍89例、美国籍3例、菲律宾籍7例、法国籍1例、乌兹别克斯坦籍1例),治愈出院94例,在院7例(其中轻型4例,普通型3例)。

9月21日14时至21日18时,我市无新增报告本地新冠肺炎确诊病例。累计报告本地新冠肺炎确诊病例137例,其中男性74例,女性63例;治愈出院134例,死亡3例。

我市无新增无症状感染者,累计59例(境外输入58例),其中,解除医学观察45例、尚在医学观察10例、转为确诊病例4例。

经市专家组讨论,第95例境外输入确诊病例符合出院标准,于今日出院,转入集中隔离医学观察点。

截至目前,全市无现存疑似病例,累计排查密切接触者6464人,尚有364人正在接受医学观察。


US to Control TikTok Global Board, 

While China Keeps Majority Ownership


The proposed new TikTok Global board, which would consist of four Americans and one Chinese, could be a factor that helped convince the administration of U.S. President Donald Trump that Americans would remain in control of the app’s U.S. operations.


Following the weekend’s announcement that Oracle will take a 12.5% stake in TikTok and run cloud services and security for the app, President Donald Trump characterized the deal as a win for the U.S. by making TikTok a company that’s owned and controlled by Americans.

This is despite the fact that Chinese investors and companies will still own a large percentage of TikTok and have a say on the board of a newly created company based in the U.S. called TikTok Global.

Speaking on Fox News on Monday morning, Trump said the Chinese won’t have anything to do with TikTok after the deal goes through, and that Oracle and Walmart, which said over the weekend that it will take a 7.5% stake in TikTok, will have “total control” over TikTok.

Oracle’s Executive Vice President Ken Glueck released a statement shortly after Trump’s remarks that said Americans will have a “majority” of control over TikTok Global. Glueck’s statement also said TikTok’s Chinese parent company, ByteDance, will “have no ownership” over TikTok Global.


”Upon creation of TikTok Global, Oracle/Walmart will make their investment, and the TikTok Global shares will be distributed to their owners. Americans will be the majority and ByteDance will have no ownership in TikTok Global,” Glueck’s statement said.

Meanwhile, ByteDance said Monday it will own about an 80% stake in TikTok Global.

Coronavirus is heat tolerant, self-healing and very resilient


A research team in Hungary pinched the coronavirus with a fine needle to measure how much force it could take before popping like a balloon. But it did not.


The native virion of Sars-CoV-2 – a complete virus particle – was only about 80 nanometres wide, and the needle tip was much smaller than that. The tip drove from the top of the virus to the bottom. The virion was squashed, then immediately rebounded as the needle left.


The researchers repeated the drill 100 times and the same viral particle remained almost intact.


It is “surprisingly resilient,” said the team led by Dr Miklos Kellermayer of Semmelweis University in Budapest in a non-peer-reviewed paper posted on biorxiv.org on Thursday.

The new coronavirus has constantly surprised scientists with its unique structure. For instance, a team from Tsinghua University in Beijing released the most detailed structural reconstruction of the virus in the journal Cell this week with the discovery that the virus could pile a large amount of nucleic acid ribbon that carries genetic data into a very tight envelope without the two becoming entangled.


However, the virus used in this and other previous studies was frozen to obtain a sharp, stable shot for the camera.


Kellermayer’s team captured how the virus behaved when it was alive. They put the viral particles on a tray coated with a biological binding material.



The material could fix the virus in position. Under a laser-emitting atomic force microscope, the scientists played around with the virus with a needle to see how it responded to various stimuli.


A virus usually becomes vulnerable after leaving the host. But according to some studies, Sars-CoV-2 could stay on some everyday surfaces such as cupboards for several days.


How it managed to survive environmental disturbances remained unclear.


The Hungarian team found the viral envelope barely gave any resistance as the needle tip landed on the surface. As the tip went further, the resisting force peaked and then quickly diminished to almost non-existent.


Their experimental data suggested Sars-Cov-2 could be the most physically elastic virus ever known to humans so far, and repeated deformation did not seem to affect the overall structure and the content inside the virus, either.

Chinese scientists estimated that Sars-CoV-2 had on its surface 26 spike proteins that could bind with a host cell. Researchers at Cambridge University in Britain gave a similar estimate of 24. A study by researchers in the Max Planck Institute in Germany came up with a count of 40.


Kellermayer said there were 61 spikes on their specimen. This suggested the variability of the viral structure could be greater than thought, they said.


They poked the spike proteins with the needle and found they were swinging rapidly at high frequency. The atomic camera could take more than 300 shots in a second but still only got a motion-blurred image of the spikes.


Such high speed movements could help the virus more easily find and hook onto a host cell, according to the researchers.



A study by French scientists in April found that the virus could replicate in animal cells after being exposed to a temperature of 60 degrees Celsius for an hour. The massive outbreaks in some countries over the northern hemisphere summer also suggested that high temperature did not slow the spread of the pandemic as previously hoped.


Kellermayer and his colleagues heated the viral particle to 90 degrees for 10 minutes and found that “remarkably, their global appearance was only slightly altered”.


Some spikes had come off under the scorching heat, but the overall structure remained intact.
