Government workers are forbidden from drinking



Chinese authorities have released regulations to ban civil servants from drinking alcohol outside their working hours to boost their work performance and improve the government's image.

The move can help state employees concentrate on their work and avoid mistakes, according to official media.

It is also deemed crucial in the prevention of bribery, which often takes place during lavish, out-of-office meals that feature liquor.


Similar rules are now being enforced in multiple regions - including the city of Nanjing and the provinces of Gansu and Qinghai.

While some local authorities have in the past cracked down on work-related drinking events, the recent push prohibits the consumption of alcohol in officials' private time on weekdays completely.

In the county of Qingcheng in Gansu, government workers, civil servants and staff at state-run companies have been ordered not to enjoy alcoholic beverages during and after their eight hours in the office.


For those who do need to drink during the week, they must send an application to their higher-ups in advance, according to a government release.

The applicants must explain the nature of the event, the identity of other attendees and how much alcohol they plan to drink. 

The police authority of Nanjing, the capital of Jiangsu Province, demands all officers in the city not drink on workdays to 'improve the force's conduct and enforce its discipline'. 

In Nanyang, central China's Henan Province, Communist officials and civil servants will face random alcohol tests at least once a month to ensure they follow the no-drinking order.

近日,甘肃省庆城县印发了《关于禁止公职人员饮酒的规定(试行)》的通知,要求全县公职人员一切公务活动禁止饮酒。

该“禁酒令”明确规定,县内公务活动,一律禁止提供任何酒类,一律不得饮用任何单位和个人提供的任何酒类。“禁酒令”还规定,公职人员不论是正常上班还是节假日值班、执勤或工作日八小时外一律禁止饮酒。

公职人员工作时间禁止饮酒,早已成共识。

河南南阳:工作日24小时禁酒抽查需随叫随到

今年6月12日,河南省南阳市纪委、南阳市委组织部联合下发通知,严禁公职人员工作日饮酒,并要求在全市范围内开展党员干部公职人员违规饮酒常态化监督检查。

江苏南京:全市公安机关在编在职民警工作日一律禁止饮酒

近日,南京市公安局出台《南京市公安机关从严管党治警五项措施》,明确提出在全市公安机关在编在职民警中推行“禁酒令”:“除特殊情况并向有关部门报批外,工作日一律禁止饮酒”。

Tianjin: no new case reported



There was no new case reported in Tianjin as of 8 of October.

So far, of all the 105 imported cases, 101 patients have been discharged upon recovery. 4 patients still hospitalized.

10月7日18时至8日18时,我市无新增报告境外输入新冠肺炎确诊病例。累计报告境外输入确诊病例105例(中国籍93例、美国籍3例、菲律宾籍7例、法国籍1例、乌兹别克斯坦籍1例),治愈出院101例,在院4例(其中轻型2例,普通型2例)。

10月7日18时至8日18时,我市无新增报告本地新冠肺炎确诊病例。累计报告本地新冠肺炎确诊病例137例,其中男性74例,女性63例;治愈出院134例,死亡3例。

我市无新增无症状感染者,累计64例(境外输入63例),其中,解除医学观察55例、尚在医学观察4例、转为确诊病例5例。

截至目前,全市无现存疑似病例,累计排查密切接触者6828人,尚有187人正在接受医学观察。

Fintech Giant Lufax Joins the New York IPO Cavalcade



Lufax Holding Ltd, one of China's biggest wealth management platforms, on Wednesday filed to list its shares on the New York Stock Exchange, making it the third Chinese fintech firm to seek funds from the capital market this year.


Though Lufax did not disclose any fundraising details, it said it would use the funds for technology research and development, construction of infrastructure, technology acquisition or mergers, as well as global expansion.


According to available public information, Lufax completed its series C financing in December 2019, which amounted to $1.41 billion. Industry experts estimate that the company's valuation should have reached $39.4 billion after the series C funding round. 


Lufax was established in 2011 as an online investment and financing platform under insurance giant Ping An Group. Ping An has a 42.3 percent stake in Lufax at present, according to public information. The insurer supports Lufax in financial services, product distribution, value-added services, user acquisition, licenses and technologies. The company has also been able to tap the 210 million customers of Ping An, a large number of whom are small business owners, middle-income people and affluent investors.
While peer-to-peer lending used to be the mainstay of its business, Lufax has been actively diversifying its activities recently. Online lending valued at 336.4 billion yuan ($49.5 billion) in 2017 accounted for 72.9 percent of the company's total wealth management business. However, the ratio fell to 12.8 percent during the first six months of this year.


By seeking closer cooperation with institutions, Lufax has enriched its product portfolio by rolling out more mutual fund, insurance, asset management, trust and private equity products. The value of the above products has grown from 125.3 billion yuan in 2017 to 326.9 billion yuan by the end of last year.




Lufax reported income of 27.8 billion yuan, 40.5 billion yuan and 47.8 billion yuan respectively from 2017 to 2019, with the compound average growth rate reaching 31.1 percent.


In early July, e-commerce platform JD's fintech arm, Jingdong Digits Technology Holding Co Ltd, filed to float on the STAR Market of the Shanghai Stock Exchange, planning to raise about 20 billion yuan. Ant Group, which operates the digital payment platform Alipay, announced in late July its plan for dual listing in Hong Kong and Shanghai.


Unlike Jingdong Digits and Ant Group that specialize in network traffic, scenarios and technology application, Lufax focuses on middle income and affluent investors, providing larger-value credit and wealth management services.


陆金所递交上市申请或成美股最大金融科技IPO


中国平安联营公司、金融科技独角兽——陆金所控股终于要上市了。


10月8日,陆金所控股正式向美国证券交易委员会(SEC)首次公开递交招股说明书。


陆金所控股此次IPO暂未定价,融资额度也暂未确认,其招股说明书披露的1亿美元仅是例行披露的占位符,不代表本次IPO的实际融资额。不过,根据此前市场传闻,陆金所控股此次IPO将募集20亿美元至30亿美元。


今年以来,理想汽车、小鹏汽车等国内公司纷纷赴美上市。对比来看,陆金所控股的融资额度最高,即有望成为今年在美上市的最大融资规模中概股IPO,并且可能是美股迄今为止最大融资规模的金融科技IPO。


近年来,中国平安成功孵化出陆金所控股、金融壹账通、平安好医生、平安医保科技等一系列金融科技和医疗科技平台。其中,平安好医生于2018年5月在港交所上市,金融壹账通于2019年12月在纽交所上市。加上即将上市的陆金所控股,中国平安的独角兽上市公司将达到3家。

US to cut visas for skilled workers by a third



The Trump administration has announced plans to sharply limit visas for skilled workers from overseas, a move officials said was a priority amid job losses caused by the coronavirus pandemic.
US Department of Homeland Security and Department of Labor officials said new rules for the H1-B program will restrict who can obtain a work visa and will impose additional salary requirements on companies seeking to hire foreign workers.
Acting Deputy DHS Secretary Ken Cuccinelli said about one-third of the people who have applied for H1-B visas in recent years would be denied under the new rules, which also will include limits on the number of specialty occupations available under the program.


President Donald Trump in June issued an order temporarily suspending the H-1B program until the end of the year.

The new rules reflect a broader effort by his administration to curb both legal and illegal immigration, an issue important to Trump’s base.


A new requirement that employers pay higher prevailing wages to foreign workers will take effect in the coming days, reflecting the need to help the job market recover from the coronavirus shutdown, said Deputy Secretary of Labor Patrick Pizzella.

The H-1B program was created under President George HW Bush to help companies fill specialized jobs as the tech sector began to boom.
