'New variant' of coronavirus detected, survive and spread faster

A new mutation of the SARS-CoV-2 coronavirus has been discovered in Norway. Samples of the virus were on Friday sent from Trondheim’s St. Olavs hospital to the Norwegian Institute of Public Health (NIPH) for analysis.

In the period from 16 to 18 October in the city of Trondheim, a new type of virus was detected in eight local residents. “According to preliminary estimates, this is a new variant of the virus that the Ministry of Health has not seen before in Norway,” said Resstad.

She added that it is not yet known what properties the virus mutation has. However, she said, getting infected with the coronavirus in Trondheim has become easier: for this, people do not need to be in close contact.

In early October, it was reported that scientists from the Francis Crick Institute had discovered a dangerous mutation of the coronavirus, which makes it easier for it to enter the human body. Virus spikes can transform into ten different forms to protect against antibody recognition. In laboratory conditions, these spikes could change in just a minute, although in reality they do so much more slowly. Experts explained that neither the flu nor HIV has such a complex mechanism of entry.

Tianjin: no new case reported

There was no new case reported in Tianjin as of 20th of October.

So far, of all the 119 imported cases, 107 patients have been discharged upon recovery. 12 patients still hospitalized.

-No imported suspected cases are undergoing test.

-No new locally transmitted cases or suspected cases were reported.

10月19日18时至20日18时，我市无新增报告境外输入新冠肺炎确诊病例。累计报告境外输入确诊病例119例（中国籍103例、美国籍3例、菲律宾籍7例、法国籍2例、乌兹别克斯坦籍1例、俄罗斯籍1例、乌克兰籍2例），治愈出院107例，在院12例（其中普通型9例，轻型3例）。

10月19日18时至20日18时，我市无新增报告本地新冠肺炎确诊病例。累计报告本地新冠肺炎确诊病例137例，其中男性74例，女性63例；治愈出院134例，死亡3例。

我市无新增无症状感染者,累计73例（境外输入72例），其中，解除医学观察58例、尚在医学观察8例、转为确诊病例7例。

截至目前，全市无现存疑似病例，累计排查密切接触者7541人，尚有710人正在接受医学观察。

China Adds New Export Restrictions

China has passed a new law restricting sensitive exports to protect national security, a move that adds to policy tools it could wield against the US as tensions -- especially in technology -- continue to rise.

The law, which China's top legislature passed on Saturday, comes into effect on December 1 and allows Beijing to "take reciprocal measures" against countries that abuse export controls and pose a threat to national security.

Technical data related to items covered will also be subject to export controls, according to the published text of the law.

Beijing's latest measure gives it more room to hit back in US President Donald Trump's war on Chinese tech firms, with the White House moving against popular platforms and major companies -- including apps TikTok and WeChat, tech giant Huawei and chipmaker Semiconductor Manufacturing International Corp.

The new law, "formulated to safeguard national security and interests", adds to China's regulatory toolkit which also involves a restriction catalogue of tech exports and an unreliable entity list.

"Where any country or region abuses export control measures to endanger the national security and interests of the People's Republic of China, (it) may take reciprocal measures," the law states.

It adds that Chinese authorities will formulate and adjust an export control list of items to be published in a "timely manner".

Foreign individuals and groups can also be found liable for violating export control rules.

The economic relationship between Beijing and Washington has been roiled by Trump's unprecedented campaign of tariffs, threats of bans and sanctions on Chinese tech firms.

中国通过出口管制法，12月1日施行

本月17日，我国出台的出口管制法经过表决之后正式通过，同时将会于今年的12月1日起施行。

在这项刚刚通过的法律中的内容中显示，任何国家或者地区滥用出口管制措施危害我国家安全和利益的，我国可以根据实际情况对该国家或者地区对等采取措施。这份出口管制法的出台，也意味着此后其他国家通过出口管制方面针对我国进行限制，为了保证自身的合法利益必定会展开相应的措施对其进行回应。
