Beijing raises COVID-19 requirements on travellers from low-risk areas
The announcement was made by Xu Hejian, spokesperson for the Beijing government, at a press conference on Wednesday, noting that the measure will be effective from Thursday 28th January to March 15.
Incomers also need to undergo a 14-day health monitoring period after their arrival, with nucleic acid testing once every seven days.
Unlike the quarantine system, the health monitoring policy allows people to go out for normal work and social activities, but requires them to report their health status to the community committee and other local authorities, Xu said.
People from COVID-19 medium- and high-risk regions have to apply for a pass from the provincial-level anti-epidemic department and present a negative test certificate taken within three days to be allowed to enter Beijing, he said.
The government continues to urge people to refrain from attending group events and is promoting online entertainment activities such as art performances and virtual travel.
The three largest telecom operators in China – China Mobile, China Telecom and China Unicom – will also provide a free local data package of 20G to their users based in Beijing during the festival holiday.
Beijing announced on January 18 that it was implementing a quarantine system of “14+7+7” days for overseas arrivals. The Beijing Center for Disease Control and Prevention said on January 20 that that the coronavirus strain in the first two cases reported in Daxing was the variant B.1.1.7 that has been spreading in the UK.
低风险地区人员进返京须持核酸证明
1月27日,在北京市召开的疫情防控第222场例行新闻发布会上,北京市政府新闻发言人徐和建介绍:
一是自1月28日至3月15日期间,国内低风险地区人员进返京须持抵京前7日内核酸检测阴性证明,抵京后实行14天健康监测,满7天、满14天各开展一次核酸检测。在京停留不足14天的,以实际在京时间落实健康监测和核酸检测要求。健康监测期间可以正常出行和工作生活,不得参加各类集体活动,不聚餐、不聚集,做好个人防护,自觉保持合理活动范围和社交距离,并按要求向社区(村)或单位、工地、酒店等报告健康状况,出现异常症状及时报告并就医排查。河北省低风险地区进返京人员及环京地区通勤人员按照现行进京政策执行。
二是国内中高风险地区及全域实行封闭管理的人员,原则上不能进京。确需进京的须经当地省级疫情防控部门批准,持72小时内核酸检测阴性证明。低风险地区人员进返京后,旅居地调整为中高风险地区的,按照北京防疫政策落实隔离观察和核酸检测措施。
三是国内其他口岸入境人员满21天方可进京,进京后补足7天健康监测。未满21天已进京的,补足7天居家或集中隔离、7天健康监测。

China has decided to strictly control the transit of international passengers from third countries to enter Beijing on direct international commercial passenger flights. For passengers who plan to take direct flights to Beijing, the relevant embassies and consulates abroad will strictly review the residence history of the applicants before boarding, and those who do not meet the requirements will not be issued the international version of health code or health statement. Airlines should remind and dissuade the third country personnel to transit into Beijing in the links of ticket sales and check-in, and do not allow the transit personnel to check in or board the plane. All passengers are required to fill in the 'letter of commitment for taking a flight to Beijing' before boarding, and will bear the relevant legal responsibility for concealing information such as residence history and health status.
北京严格控制第三国人员中转入境
26日下午,在北京召开的第221场疫情防控新闻发布会上,北京市委宣传部副部长徐和建通报:为最大限度严防境外疫情输入,织严织密首都外防输入网,首都严格进京管理联防联控协调机制经商有关部门,决定进一步采取以下措施,严格控制第三国人员中转搭乘直航北京国际商业客运航班入境。
直航北京国际航班乘客应为通航国家的公民以及在该地的中国公民,严格控制第三国人员在该地中转入境北京。对拟搭乘直航北京航班的乘客,相关驻外使领馆将严格复核申请人登机前旅居史,不符合要求的一律不予发放健康码国际版或健康状况声明书。航空公司在售票、值机等环节做好第三国人员在该地中转入境北京的提醒、劝阻,对中转人员不予值机和登机。所有乘客在登机前须填写《搭乘航班前往北京承诺书》,隐瞒旅居史和健康状况等信息的,将承担相关法律责任。
New foreign investment encouragement catalogue takes effect
The newly released revised industry catalog that puts more sectors into the category of encouraged foreign investment took effect on Wednesday, showing that China is determined to open the door for more foreign investment to spur its economic growth.
Holding a positive view toward future growth in the huge Chinese market, which attracted the largest amount of foreign direct investment (FDI) in the world last year, some foreign-funded firms said that they will continue to expand investment in China, sharing the opportunities arising from steady economic growth and industrial upgrading.
According to the 2020 revised industry catalog, released by the National Development and Reform Commission and the Ministry of Commerce at the end of last year, the new list has 127 more items, an increase of 10 percent in the number of sectors encouraging foreign investment compared with the 2019 version. Meanwhile, up to 88 existing items were modified to expand their coverage.
New sectors added to the national-level catalog include respirators, extracorporeal membrane oxygenation (ECMO) devices, online education services and 5G mobile telecommunication technologies.
China has emerged as the second-largest pharmaceutical market in the world, with growing medical demand, regulatory reforms and expanding reimbursement driving demand for high-quality, innovative medicines.
Sectors related to information and communications technology, consumption upgrading and healthcare are likely to embrace more foreign players to spur more industrial vitality.
China's FDI jumped 6.2 percent year-on-year to reach 999.98 billion yuan ($144.37 billion) last year, the highest since 1983, the Ministry of Commerce said last week.
