Unvaccinated students may be banned for admission to schools

The local government of Hancheng, Shaanxi Province announced on Tuesday a ban on unvaccinated people entering key public places including supermarkets, hotels, restaurants, public vehicles and entertainment venues and government halls. Persons with a certificate that shows they are not suitable to receive COVID-19 vaccines are excluded from the ban. The measure came in the wake of the discovery of one asymptomatic case.

According to a notice published by the city government on its official WeChat account, the prohibition will start on Tuesday in some areas and on Thursday in the whole city. The move aims to prevent imported cases and domestic outbreaks and help reach herd immunity as soon as possible, the notice said.

The key public places that local residents need to undergo checks include shopping malls, supermarkets, hotels, restaurants, public vehicles, entertainment venues, stadiums, hospitals, nursing homes, religious places and government halls.

People are banned from entering the above places unless they have a certificate from a hospital that shows they are not suitable to receive COVID-19 vaccines or that they have already taken the first shot and are waiting for the second dose.

A similar requirement was announced in Feixian county, East China's Shandong Province. According to a notice published by the county's health commission on its official WeChat account on Tuesday, checking vaccination record before entering key public places is an important part of forming herd immunity. The county requires local residents to present their vaccination certificates when entering public venues starting from Wednesday.

The city of Guiping, in South China's Guangxi Zhuang Autonomous Region, also stipulated that, to ensure campus safety, students and their family members should be vaccinated as soon as possible. Otherwise, their admission to the school could be compromised.

According to media reports, the government of Deyang district in Southwest China's Sichuan Province also announced that, starting from July 17, unvaccinated people, except those who are not suitable for vaccination, are not allowed to enter schools, nursing homes and libraries.

More cities and districts in East China's Jiangsu, Zhejiang and Jiangxi provinces also issued notices requiring citizens to get vaccinated as quickly as they can. They also warn that people who are not vaccinated will not be allowed to enter public venues, including schools and nursing houses, starting late July.

Over 1000 Chinese students plan to sue over US visa restrictions

A lawsuit is brewing among Chinese students facing US visa discrimination from a Trump-era policy. The US Embassy in China resumed processing US visas for students in May — yet, this group claims those from science and tech backgrounds are still being turned away without reason.

Over 20 students have collaboratively set up a website and are raising funds to hire renowned American civil rights and immigration lawyer Ira Kurzban. “So far, more than 1,100 people said they are willing to join us and we hope more could follow,” said a source identified as the initiator. Their data show that 80% of the students affected come from eight leading Chinese STEM universities. At the same time, they have also identified certain literature and business students who have had their US visas impacted by the policy.

This comes after 500 Chinese students reportedly raised the issue of US visa rejections with the Chinese Embassy in the US. The rejections were purportedly based on the Trump-era Immigration and Nationality Act and Presidential Proclamation 10043, which suspends entry for Chinese students and researchers who Washington deems as being connected to China’s “military-civil fusion strategy.”

Chinese students worry that US visa restrictions may threaten the future of literature and business students too, not just scientists.

The Chinese Foreign Ministry further estimates that up to 5,000 Chinese graduates could face US visa issues every year if this discrimination were allowed to go on. According to Georgetown University, this accounts for 27% of the total Chinese graduate students in the US.

International Education Exchange data shows that Chinese students made up 35% of the international student population in the US in 2019-20. Of this number, the Centre for Security and Emerging Technology estimates that there are 45,720 undergraduate Chinese students studying agriculture, biology, computers, engineering, mathematics, and physical sciences and 76,060 in either master’s or PhD programmes in the same fields.

Chinese Regulator Approved Tencent’s Plan to Privatize Search Engine Sogou

A bid by Chinese technology giant Tencent to acquire the country's second-largest search engine Sogou was granted unconditional approval, according to public information released by the State Administration for Market Regulation (SAMR) on Tuesday.

The takeover will make Sogou a direct and fully owned subsidiary of Tencent, and the search engine, which was listed on the New York Stock Exchange in 2017, is expected to delist after the deal.

The approval had sent some surprise among Chinese netizens, particularly after the authorities seemed to ramp up oversight against monopolies lately by barring acquisitions submitted by some internet platforms.

Last week, after an anti-monopoly review, the regulators barred a merger between two livestreaming firms - Huya and DouYu - a deal proposed by Tencent. It was also the first merger prohibition case over business concentration in the platform economy.
