China has stopped issuing and renewing passports for non-urgent purposes to try to minimise travel amid the rapid spread of coronavirus variants.
After many complaints from passport applicants, Chen Jie, spokesman for the National Immigration Administration under the Ministry of Public Security, confirmed on Friday that the country had been pushing back passport applications this year.

Without giving a time frame for when the passport policy would be relaxed, Chen said it was a necessary response to the State Council’s coordinated pandemic control mechanism to minimise the risk of outbreaks spread via entry and exit points, particularly when considering the difficulty of preventing the emergence of Covid-19 variants.

However, exceptions were granted to those who needed to work and study abroad or travel for business, Chen said.
He said this measure to deter non-urgent travel played an important role in containing the pandemic.

“If [travel] isn’t for urgent purposes, we urge the applicants to cancel or delay their plans to leave China. We also ask our officers to be flexible and grant applications for those who need to travel abroad to study, for work and for business. After confirming their case, we process applications for their travel documents in a timely manner,” Chen said.

He added that faster service would be offered to those who worked on international coronavirus control efforts and company employees seeking to recover productivity hit by the pandemic.

Companies said that although the impact is still limited, the rapid spread of the epidemic may lead to a delay in order deliveries and personnel exchanges during the peak season.

Meanwhile, as the latest outbreak is happening during summer holidays, when people tend to gather at scenic spots, industry players said that it will have a severe impact on domestic tourism, which has been struggling to recover.

Railway services curb ticket sales from coronavirus high-risk areas to Beijing

As of 15pm on August 2, there have been 4 high-risk areas and 91 medium-risk areas in the China according to the information published on the official APP of China's State Council.
Beijing’s municipal government is set to impose fresh travel bans by restricting visitors from high- or medium-risk areas in China by suspending inbound flights, trains and long-distance buses from areas where Covid-19 cases have been reported, including the cities of Nanjing and Zhengzhou.

Railway ticket sales from coronavirus high-risk areas to Beijing has been frozen, according to media reports on Monday, as the decision comes amid renewed efforts to curb a nationwide coronavirus spike that has spilled into the country's capital.

On the 12306 online ticket sales platform, ticket for train services starting from Nanjing, East China's Jiangsu Province and Zhengzhou, Central China's Henan Province, were displayed as being unavailable for the period from August 2 to 16. The two cities have reported a growing number of COVID-19 infections.

The customer service center at the Beijing railway authority confirmed that it had stopped selling tickets linking the capital city with some localities.

Passengers who have purchased tickets are still able to travel at a later date or ask to be refunded, customer service staff confirmed.
Anyone coming from, or passing through, high-risk areas is required to have two nucleic acid tests and quarantine for 14 days at designated venues.

People coming from, or passing through, medium-risk areas will also need to have two nucleic acid tests, but they can spend the 14-day observation period at their residential community.
