Tianjin to implement after-school services to ease burden of both parents, students

Starting from this fall semester, primary and junior middle schools under China's nine-year free compulsory education system will provide students with after school programs every day.
All primary and junior middle schools in Tianjin will implement the "5+2" after-school service model: 5 days a week, at least 2 hours each day.

The after-school service fee should not higher than 180 yuan per student per month. For middle school, the night class service fee should not higher than 100 yuan per student per month.

The extra hours at school will be used to either help students finish their homework or carry out extracurricular activities based on students' interests, said a circular issued by the Ministry of Education in June.

Teachers shall not provide new academic content during after-school programs. It states that more focus should be put on carrying out diverse extracurricular activities related to art, physical education, and other student societies.

近日，市教委、市发改委、市财政局和市人社局联合印发《关于进一步做好义务教育阶段学校课后服务工作的实施意见》。全市中小学将全面推行“5+2”课后服务模式，即每周5天都要开展课后服务，每天至少开展2小时。
市内六区学校课后服务费原则上按照每生每月不高于180元标准收取，初中学校开设晚自习班原则上按照每生每月不高于100元标准收取；其他区可结合实际参照执行。
天津将进一步完善中小学教师职称评价体系，将“主动承担学校课后服务工作”纳入中小学教师职称评聘“教学业绩要求”。
各学校可适当引进行为规范、信誉度高的非学科类教育培训机构参与课后服务，各区组织遴选非学科类教育培训机构动态形成“白名单”供学校选择使用。

China to create new stock exchange for SMEs in Beijing

China will set up its third mainland stock exchange to serve private companies in its capital, Beijing, President Xi Jinping said Thursday, expanding official support for entrepreneurs.
The first mainland stock exchange since the 1949 opened in Shanghai in 1990 to raise money for state-owned companies. A second exchange opened in the southern city of Shenzhen, adjacent to Hong Kong, in 1991.
They have gradually added some private enterprises but still are dominated by state-owned companies. Private companies including e-commerce giant Alibaba Group have turned to Western exchanges and Hong Kong to raise money.

Shenzhen added a separate trading board in 2004 for private enterprises. Shanghai added a board for technology companies in 2019.

The planned stock exchange in Beijing will firmly adhere to the role of serving innovation-oriented small and medium-sized enterprises (SMEs) as the latest step of the country's capital market reform, according to an official statement.

New international marriage registration center

Shanghai's civil affairs authorities released 10 measures on Thursday to further boost the high-level reform and opening-up of the Pudong New Area in the civil affairs sector.
Among these, a marriage registration center serving foreigners marrying locals will be set up in Pudong, according to the Shanghai Civil Affairs Bureau.

At present, the city has one registration center issuing marriage certificates involving cross-border marriages. It is on Caobao Road, Xuhui District in Shanghai.
