Great News! China Extends Tax Exemptions for Expatriates to 2023



Expatriates working in China can enjoy preferential tax policies for income from certain benefits and compensation for one more year until the end of 2023 as part of the country’s broader tax incentives to boost domestic spending.
The Ministry of Finance and the State Taxation Administration Friday announced the extension of the tax exemption for foreign expatriates’ fringe benefits — additional perks offered by employers to people working abroad including subsidies on rent, language training and children’s education.


The exemption, offered since Jan. 1, 2019, was originally set to expire at the end of 2022.

Multinationals had been worried that the imminent termination of tax breaks for expatriates might lead to an exodus of top talent due to rising living costs. Some business groups urged tax authorities to postpone the change.


The extended tax benefit for foreign residents is part of China’s recently released tax relief measures as the government moves to encourage household spending to stimulate growth.

China's 'artificial sun' smashes 1000-second fusion world record



China's 'artificial sun' set a new world record on Thursday by running for 1,056 seconds at high plasma temperature, the longest duration for an experimental advanced superconducting tokamak (EAST) fusion energy reactor.
EAST already scored a previous record in May, running for 101 seconds at a temperature of 120 million degrees Celsius.
China’s “artificial sun” ran for 20 minutes at a whopping 70 million degrees in its latest experiment – five times hotter than the real sun.


The latest one came after it was announced last week that a new round of testing would be conducted by the Institute of Plasma Physics under the Chinese Academy of Sciences (ASIPP). 

The institute, located in Hefei, east China's Anhui Province, has discharged electricity more than 10,000 times since the inauguration of phase II of EAST in 2011. 
Designed to mimic a fusion reaction like the Sun using hydrogen and deuterium gases as fuel, EAST will provide insights into plasma physics research that is crucial to establish industrial-size reactors to generate clean energy, according to the China National Nuclear Corp.


Fusion energy is considered the ideal "ultimate energy" for a carbon-neutral energy future as hydrogen and deuterium gases are abundant in the sea.

Now EAST has reached all three targets separately – 1-million-ampere current, 1,000-second duration and 100-million-degree-Celsius temperature. The final mission for the tokamak is to reach all the targets in one try.

2021年的最后一天,中科院合肥物质科学研究院传来消息:12月30日晚,该院等离子体物理研究所有“人造太阳”之称的全超导托卡马克核聚变实验装置(EAST)实现1056秒的长脉冲高参数等离子体运行,这是目前世界上托卡马克装置高温等离子体运行的最长时间。
EAST是国家发改委批准立项的国家重大科技基础设施,拥有类似太阳的核聚变反应机制,用来探索核聚变能源应用。
核聚变能源的原材料在地球上几乎取之不竭,排放无污染,被视为“终极能源”。实现核聚变发电的两大难点是实现上亿摄氏度点火和稳定长时间约束控制。近年来,在合肥综合性国家科学中心等相关部门支持下,EAST进行一系列性能升级,本轮实验于2021年12月初开始。
EAST装置实验运行总负责人龚先祖告诉记者:“2021年上半年,我们把电子温度1.2亿摄氏度等离子体维持了101秒,这次我们是把电子温度近7000万摄氏度的长脉冲高参数等离子体维持了1056秒,注入能量达到1.73吉焦。这是两个不同阶段的目标,千秒等离子体运行的实现,为未来建造稳态的聚变工程堆奠定坚实的科学和实验基础。”
实验装置、实验堆、工程堆是瞄准聚变能商用不可逾越的步骤,经过国际社会70余年的共同努力,核聚变研究已从实验装置进入实验堆和工程堆“篇章”。目前,1兆安的等离子体电流、电子温度1亿摄氏度的等离子体、1000秒的连续运行时间,上述三个条件在EAST上已分别实现。

Local Covid-19 cases found in Ningbo garment plant



Shenzhou International, a major garment processing plant supplying global sports and leisure brands in Ningbo, East China’s Zhejiang Province, was listed as a medium-risk region as workers at the company were confirmed to have contracted the coronavirus.  
After seven cases at Shenzhou International were reported on Saturday, three more were detected in Ningbo on Sunday, local health authorities told a press conference. 


The cases reported were highly localized in the Shenzhou International company, and no additional cases have been detected in other parts of Zhejiang thus far, local health authorities said. 

On Saturday, health authorities said that the genome sequencing of the first case found in Beilun, Ningbo showed the virus strain is highly similar to the Delta variant found in Vietnam, but different to the evolutionary branch of the Delta variant found in previous cases in Zhejiang, Xi’an, the capital of Northwest China's Shaanxi Province and Xishuangbanna Dai Autonomous Prefecture in Southwest China's Yunnan. 


Regarding the newly detected cases, the Port of Ningbo-Zhoushan, one of the world's busiest cargo hubs, said it entered a state of emergency and will maintain normal operations in order to ensure the logistics for foreign trade goods and stabilize supply chains. 

"At present, the productions at every area in the port are stable and vessels arriving at the port operate normally," the port said in a statement. 


Ningbo, a city about 3,000-4,000 kilometers away from Ho Chi Minh City in Vietnam by air and one of the richest cities in China, saw a coronavirus outbreak at the end of 2021. Local authorities said the new cases were irrelevant to the previous outbreak.

2022年1月1日0-24时,浙江省报告新增本土确诊病例7例(均为轻型),均在宁波市北仑区。1月2日0-15时,报告新增本土确诊病例3例,均在宁波市北仑区。累计报告本土确诊病例10例,均在宁波市北仑区。无报告新增本土无症状感染者。
全省现已划定中风险区域2个(北仑区新碶街道沿海村、申洲公司三部厂区及宿舍区),无高风险区域。目前,相关涉疫场所均已进行分类管控和环境消毒等工作。
根据现有流调溯源信息研判,此次浙江省宁波北仑发生的疫情主要有以下几个特点:
经省市疾控部门对首发病例标本基因测序,属德尔塔变异株AY.57进化分枝,可以排除与近期杭甬绍三地疫情的关联性,为一起独立疫情。
除首发病例为因其他疾病拟住院发现外,其余病例均为在封控区内主动筛查发现,活动轨迹由当地予以公布。
疫情高度集中在宁波北仑区申洲公司,全省其他区域暂未发现阳性感染者。目前溯源工作正在持续进行中,一旦有进一步结果,将及时公布。
