CPC expounds on main objectives, tasks for next 5 years

The Communist Party of China (CPC) unveiled the main objectives and tasks for the next five years in a report submitted to the 20th CPC National Congress, which opened on Sunday.

The main objectives and tasks for this period are as follows:

– Make breakthroughs in promoting high-quality economic development; achieve greater self-reliance and strength in science and technology; make major progress in creating a new pattern of development and building a modernized economy;

– Make new strides in reform and opening up; make further progress in modernizing China's system and capacity for governance; further improve the socialist market economy; put in place new systems for a higher-standard open economy;

– Further enhance the institutions, standards, and procedures of whole-process people's democracy; improve the system of socialist rule of law with Chinese characteristics;

– Enrich the intellectual and cultural lives of our people; enhance the cohesion of the Chinese nation and the appeal of Chinese culture;

– Ensure personal income grows basically in step with economic growth and pay rises in tandem with increases in productivity; ensure much more equitable access to basic public services; develop a better multi-tiered social security system;

– Substantially improve urban and rural living environments; make notable progress in building a Beautiful China;

– Further consolidate national security; fulfill the goals for the centenary of the People's Liberation Army in 2027; make solid progress in building a Peaceful China;

– Further increase China's international standing and influence; enable China to play a greater role in global governance.

More Airlines to resume international routes

Airlines from home and abroad are flocking to resume international routes in October amid surging demand and a more relaxed travel policy.

China Southern Airlines said on Friday it plans to increase international routes from 71 flights per week to 86 in October, with more flights on routes such as Guangzhou to Jakarta and Dalian to Tokyo.

The Guangzhou-Dubai route will increase to three round-trips per week from October 27; the Guangzhou-Bangkok route will have one round-trip per week from October 24; and the Guangzhou-Phnom Penh route will be increased to one round-trip per week from October 18, the company said in a press release sent to the Global Times.

Hainan Airlines said that it will fly 10 international routes from October 30, including flights from Beijing to Brussels, Moscow and Belgrade, and from Chongqing to Rome and Madrid. At the same time, the frequency of Chongqing-Rome international flights will be increased to twice a week.

Foreign airlines are also busy returning to China. Etihad Airways, the national airline of the United Arab Emirates (UAE), launched its first-ever scheduled flights linking Abu Dhabi and Guangzhou on Tuesday. The flight touched down at Guangzhou Baiyun International Airport, making it the first international airline to operate long-haul passenger services to the top three Chinese gateways - Beijing, Shanghai and Guangzhou - since the start of the pandemic, the company told the Global Times.

Scoot said on Friday that it has resumed flights to seven cities in Chinese mainland - Guangzhou, Tianjin, Nanjing, Fuzhou, Hangzhou, Zhengzhou and Wuhan - to further strengthen the aviation ties between China and Singapore.

Singapore Airlines restarted passenger flights between Chengdu and Singapore on Tuesday.

近期越来越多国际航空公司加快恢复往返中国定期航班。10月10日，新加坡酷航宣布，新加坡往返天津的客运航班从10月11日起增至每周两班。目前，酷航已恢复中国大陆7个航点，每周提供9班往返新加坡及中国大陆的航班。同日，新加坡航空也将开通成都往返新加坡的客运航班服务。

航班管家发布《2022年9月民航运行监测与分析》显示，国内航司的国际客运航班量大幅上升。9月，国内航司在国际航线上日均执飞客运航班量约35架次，环比上月上升24.5％，日均投放运力10147座次，环比上月上升26.5％。9月国内航司的国际客运航班量和运力较此前数月有明显增长，恢复至2021年1月、3月的水平。

飞常准提供的数据也显示，进入10月，国际航班量加速回升，数据显示10月初每周的国际航班量比6月初多了一倍有余。

Authority of regions hit by COVID-19 resurgences cannot replace precise anti-epidemic control measures with static management, an official from the National Health Commission (NHC) stressed on Thursday, highlighting a precise and science-based approach to minimize the impact of the COVID-19 epidemic on economic and social development.

"Shutting down everything should be absolutely avoided," stressed Lei Zhenglong, an official from the NHC. He emphasized three "cannots" for regions affected by COVID-19: anti-epidemic measures cannot be simplified, risk regions cannot be expanded and control measures cannot be replaced with static management.

Instead, precise work should be carried out in epidemiological investigation and defining risk regions. At the same time, decisive control measures should be imposed and dynamically adjusted in accordance with the epidemic situation. Restrictions should be lifted in regions that have met anti-epidemic requirements, Lei noted. 

When a city imposes static management, local residents would be asked to stay indoors and public transportation would be suspended. This aims to slow down the possible transmission of COVID-19 in a city or a confined area so as to cut off the spread of chains. Where static management was imposed, it generally came along with mass nucleic acid testing. 

"One of our goals of epidemic prevention and control is to obtain positive results with as little cost as possible. That is to say, the goal of our prevention and control is to avoid citywide static management as much as possible, instead of taking it as a means that we must take," Liang Wannian, head of China's COVID-19 response expert panel under the NHC, further elaborated at the press conference held by the State Council joint prevention and control mechanism against COVID-19.

Explaining how to avoid citywide static management, Liang said that the implementation of "four early" practices - early finding, early reporting, early confirming and early quarantine - is the key. The goal is to control outbreaks at an early date and on a small scale with precise measures.

However, due to the characteristics of Omicron, we cannot detect positive cases rapidly. If an outbreak is found late, especially when transmission chains are yet to be clear or when affected areas are broad, precise regional static management should be taken as a means to control its spread in a quick manner, Liang noted.

Commenting on domestic outbreaks, the NHC officials said the epidemic situation nationwide is still severe and complicated. COVID-19 outbreaks in Northwest China's Xinjiang Uygur Autonomous Region have repeatedly emerged but are generally controllable, and the epidemic in Northwest China's Inner Mongolia Autonomous Region has improved with declining cases. More provinces are having sporadic cases.

不能以“静默”代替科学管控

“各地加快精准做好流调工作，疫情防控不能简单化，不能过大范围划定风险区域，不能以‘静默’代替管控。”在今天下午召开的国务院联防联控机制新闻发布会上，国家疾控局传防司司长、一级巡视员雷正龙指出，在“动态清零”方针下，各地要不断提升疫情防控科学精准水平，要及时精准划定中高风险区，及时采取坚决果断的管控措施，并根据疫情形势变化进行动态调整，符合解封条件的要及时解封，方便群众生活及出行。

雷正龙强调，对风险区域外的学校、餐饮等单位要加强疫情监测，坚决避免“一关了之”，最大程度减少疫情对经济社会发展的影响。

国家卫健委疫情应对处置工作领导小组专家组组长梁万年在发布会上补充说，我国疫情防控的目标是要尽可能地避免全域静态管理，而不是把全域静态管理当成必须采取的一种手段和措施。
