Highly Skilled Talent Visas Now Quicker to Get! Here's How

Following high demand for top talents, the Shenzhen Foreign Experts Bureau is upgrading its visa system to make the application process easier and more convenient for Chinese companies looking to hire candidates from outside China.


Such talents include: high-profile professionals and international entrepreneurs, scientists, technologists, and other top-skilled profiles that can help fill the shortage of supply in China for certain industries. Companies looking to hire from overseas must ensure their candidates meet the “Category A” criteria under China’s new three-grade visa system, which encourages A-grade applications, limits B-grade submissions, and restricts C-grade applicants.



If a candidate’s application is successful, he or she will receive a “confirmation letter” to be presented to their local Chinese consulate to receive their R visa, issued specifically for highly-skilled foreign nationals.


Important characteristics of this upgraded visa system:


  1. Time efficient: Applicants will only need to wait up to 5 days to receive their confirmation letter once their application has been validated and accepted, upon which time they will be able to proceed with their final visa application. The processing time is around 2 weeks. The whole process is handled online, and the invitation unit in Shenzhen applies through the Work management service system for foreigners in China, without submitting paper copies.

  2. Long-Term Validity: This visa is currently China’s longest, granting 5-10 years with multiple entries.

  3. Longest Entry Stay: Each entry into China is valid for up to 180 days.

  4. Special Treatment: Spouses and minor children of R-visa holders can also enjoy the same duration for their entries into China for whichever visa they have. They can apply through visa agencies abroad, and may have their fees exempted. 


The entire application process can be done online and requires candidates to submit their visa application form along with their employer’s invitation letter and any relevant certificates that attest to their professional excellence.


Considering the recent COVID-19 pandemic, unless absolutely necessary, employers are recommended to avoid bringing in foreign nationals from outside the country under the “nonessential, non-entry” principle implemented by the Chinese government.
