New Subway Regulations Starting from Dec.1st, Ban Use of these

Shanghai on Tuesday put into effect a new metro system conduct regulation that bans subway riders from using speakers on their digital devices including mobile phones.


Passengers may not play music or videos on speakers of their digital devices or make hands-free mobile phone calls in the subway cars to avoid making annoying noises.



The Shanghai Metro has posted signs and broadcasted the new regulation in the subway cars.


Cao Zhenghui, a law enforcement officer with the Shanghai Metro, said the new rule is aimed at safeguarding the rights of other subway passengers and creating a better transport environment.


Passengers who use the loudspeakers of their digital devices will be stopped by metro workers and law enforcement officers, or handed over to police officers if they refuse to obey the new rule, Cao said.



The new regulation has sparked heated discussion among netizens on Weibo.


Many residents welcome the new rule. "It can help create a better transport environment as playing music or videos on speakers is very disturbing to others," said a woman surnamed Ding.



Sun Jianping, director of the Urban Risk Management Research Institute at Tongji University, said that "man-made noise" in the subway has long been a headache.


The Shanghai Metro Passenger Code, which took effect on December 1, has increased the number of rules that prohibited passenger behaviors from 14 to 17 as following:

(1) to intercept the train;

(2) to enter without authorization the bridge, track, tunnel or any other area within the station with no traffic signs;

(3) to climb over trains, walls, fences, sluices and platform doors;

(4) to get on or off the bus by force, cut the door and hang the door;

(5) Smoking, lighting open fires, spitting, defecating, spitting chewing gum, littering fruit peels, paper scraps and other sundry things;

(6) to write, depict or hang or post objects without authorization;

(7) setting up stalls, parking vehicles, piling up sundries, busking, distributing propaganda materials or engaging in marketing activities without authorization, making a loud noise or making a noise when using electronic devices;

(8) begging, lying down and collecting old and used things;

(9) to carry live birds, cats, dogs (except guide dogs and military police dogs) and other animals;

(10) To carry bicycles (including folding bicycles), and to use balance carts, skateboards, scooters, roller skates and other tools to assist transportation (except wheelchairs for the disabled and baby carts);

(11) to carry inflammable, explosive, toxic, harmful, radioactive, corrosive and other dangerous objects that may endanger the safety of human life and property; Articles with serious peculiar smell and pungent smell, and fragile and sharp articles without safe packaging; Carrying an inflatable balloon;

(12) to operate buttons or switch devices with warning signs without authorization, and to use emergency or safety devices when not in a state of emergency.

(13) damage vehicles, platform doors, automatic ticket sales and check-in equipment, interfere with communication signals, video monitoring equipment and other systems;

(14) throwing objects at CRC lines, trains and other facilities;

(15) damage, move or cover safety signs, monitoring facilities and safety protection equipment;

(16) Walking the wrong way, pushing and frolicking on escalators in operation;

(17) other acts affecting the safety of operation and disturbing passengers.
