Solicitation for the Urban Design Proposals of Guangdong-Macao In-depth Cooperation Zone in Hengqin

横琴粤澳深度合作区经济发展局作为主办单位，横琴粤澳深度合作区城市规划和建设局作为协办单位，北京科技园拍卖招标有限公司作为征集组织机构，现举办“横琴粤澳深度合作区城市设计方案征集”活动。本次方案征集活动将公开邀请具有相关规划设计经验的设计机构前来申请应征，提交资格预审申请文件（以下简称“申请文件”）。通过资格预审选取3个应征人参加征集活动，并提交应征设计成果。

Economic Development Bureau of Guangdong-Macao In-depth Cooperation Zone in Hengqin (as the Sponsor), Urban Planning and Construction Bureau of Guangdong-Macao In-depth Cooperation Zone in Hengqin（as the Co-sponsor）, Beijing Science Park Auction & Tender Co., Ltd.(as Organizer of Solicitation) are currently holding the “Solicitation for the Urban Design Proposals of Guangdong-Macao In-depth Cooperation Zone in Hengqin” Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Prequalification Application Documents. The Sponsor will select three final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

1.项目概况

项目名称：横琴粤澳深度合作区城市设计方案征集

Project name: Solicitation for the Urban Design Proposals of Guangdong-Macao In-depth Cooperation Zone in Hengqin

项目位置：横琴粤澳深度合作区（以下简称“合作区”），地处珠海南端, 与澳门仅一水之隔，是建设粤港澳大湾区澳珠极点的核心区。

Project location: The Guangdong-Macao In-depth Cooperation Zone in Hengqin (hereinafter referred to as the “Cooperation Zone”), located in the southern part of Zhuhai and separated by only one river from Macao, is the core area for the construction of the Macao and Zhuhai pole in the Guangdong-Hong Kong-Macao Greater Bay Area.

规划范围和设计任务：

Planning scope and design tasks:

本次征集的工作任务包括三个层次城市设计。

The tasks of this solicitation include the urban design at three levels.

（1）总体城市设计。总面积约106平方公里，其陆域面积约86平方公里、海域面积约20平方公里。重点描绘横琴未来发展愿景、优化城市空间结构、促进产城融合、梳理综合交通系统、地下空间综合利用。

（1）Overall urban design, covering a total area of approximately 106 square kilometers, including a land area of approximately 86 square kilometers and a sea area of approximately 20 square kilometers, and focusing on describing the future development of Hengqin, optimizing the urban spatial structure, promoting the industry-city integration, and sorting out the comprehensive transportation system and the comprehensive utilization of underground space.

（2）重点片区城市设计。设计范围为陆域86平方公里，其中尚未开发建设用地约为16平方公里。重点锚固横琴未来发展蓝图，设计深度为控制性详细规划深度。

（2）Urban design of key areas, covering a land area of 86 square kilometers, including approximately 16 square kilometers of undeveloped land for construction, focusing on strengthening the future development blueprint of Hengqin, and formulating a regulatory detailed plan.

（3）重要节点城市设计。在重点片区内选择若干重要节点，如城市公共服务中心、城市创新中心（生产性服务）、标准产业单元、标准居住单元等，对其建筑形态、建筑风貌、街道空间、园林景观、地下空间等开展详细设计。

（3）Urban design of important nodes, selecting some important nodes in key areas, such as the urban public service center, urban innovation center (productive services), standard property unit, and standard residential unit, and carrying out detailed design of their architectural form, architectural style, street space, landscape, underground space, etc.

征集方式：公开征集。

Method of Solicitation: Open Solicitation.

征集设计周期：约90天。

Period of Solicitation and Design: Around 90 days.

4.应征申请人的资格

4.Eligibility and Qualifications of Applicants

4.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。

4.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

4.2申请人应具有承担本征集项目规划设计的专业技术能力，且具有城乡规划（城市规划）或建筑设计的相关资质或资格。

4.2 Applicants should have the professional and technical ability to undertake the planning and design of the Solicitation, and have the relevant qualifications for urban and rural planning (urban planning) or architectural design.

4.2.1中华人民共和国境内的申请人应具有城乡规划编制甲级或建筑行业（建筑工程）设计甲级及以上资质。

4.2.1 Applicants within the People's Republic of China should have Class A qualifications for the formulation of urban and rural planning or Class A qualifications for the architectural industry (architectural engineering) design or higher.

4.2.2中华人民共和国境外的申请人须依所在国或所在地区的管理规定具有城市规划或建筑设计的执业许可或经营许可。

4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations.

4.3 中华人民共和国境外的应征申请人须与境内的申请人组成联合体应征。

4.3 Any applicant outside the People's Republic of China shall form a Consortium with an applicant inside the People's Republic of China before participating.

4.4香港、澳门特别行政区和台湾地区的规划设计机构的资格要求参照境外设计机构资格要求的规定。

4.4 The qualification requirements for planning and design entities in Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province should refer to the provisions on the qualification requirements for overseas design entities.

4.5 本项目接受联合体应征。

4.5 This Project accepts applications from Consortia.

4.6 除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。

4.6 Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

The Prequalification Documents for this project can be downloaded from the website of Beijing Science Park Auction &Tender Co., Ltd.

有意向参加应征的申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本E-mail至征集指定邮箱[e-mail]或递交至北京科技园拍卖招标有限公司，征集组织机构收到登记表后，再将资格预审文件的下载密码发送给申请人。

Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com). After completing the registration form, applicants should email the Word version to [e-mail] or submit it to Beijing Science Park Auction & Tender Co., Ltd. After receiving the registration form, the Organizer of Solicitation will send the download password of the Prequalification Documents to the applicants.

获取资格预审文件的时间为2021年12月9日至2021年12月21日17:00 （中国北京时间，下同）。北京科技园拍卖招标有限公司网站将于2021年12月9日上午9:00开通。

The date for obtaining Prequalification Documents is from Dec 9th, 2021 to 17:00 on Dec 21st, 2021 (Beijing Time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. will be open from 9:00 a.m. on Dec 9th, 2021.

6.申请文件的递交

6.Submission of Application Documents

申请文件递交的截止时间为2021年12月28日中午12时00分，申请人应在递交截止时间之前将申请文件递交至征集组织机构。主办单位和征集组织机构将拒绝接收逾期送达的申请文件。

The deadline for submission of application documents is 12:00 noon on Dec 28th, 2021. Applicants shall submit such documents to the Organizer of Solicitation. The Sponsor and the Organizer of Solicitation will reject any such documents that arrive after the specified deadline.

7.资格预审公告发布媒体

7.Media Releasing Announcement on Prequalification

本公告在中国招标投标公共服务平台（www.cebpubservice.com）、中国政府采购网（www.ccgp.gov.cn）、横琴粤澳深度合作区官网（www.hengqin.gov.cn）、北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布。本公告的修改、补充以在以上网站发布的内容为准。

This announcement will be published on the China Tendering and Bidding Public Service Platform (www.cebpubservice.com), China Government Procurement Network (www.ccgp.gov.cn), the website of Guangdong-Macao In-depth Cooperation Zone in Hengqin (www.hengqin.gov.cn) and the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com) at the same time. The amendment and supplement of the Announcement shall be subject to the contents released via the websites aforementioned.

8.Miscellaneous

8.2应征设计补偿金

8.2 Compensations for Designs Proposals

主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币680万元（含税）。当应征人出现下列情况时，主办单位不予支付补偿金：

The Sponsor will pay compensations for Designs Proposals to Participants who have submitted valid application documents in accordance with the solicitation document requirements. The amount is RMB 6.8 million (including tax). The Sponsor will not pay any compensation when Participants are under the following circumstances:

(1) 应征人未按规定时间提交应征文件；

(1) Participants fail to submit the application documents within the specified time;

(2) 应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

(2) The application documents submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;

(3) 应征人被取消应征资格。

(3) Participants are disqualified.

8.3奖项和奖金的设置

8.3 Awards and prize settings

本次方案征集设优胜奖1名，奖金为人民币120万元（含税）。

There will be one winner in this solicitation, with a prize of RMB 1.2 million (tax included).

8.4征集后续工作：获得优胜奖的应征人应配合主办单位/协办单位完成后续的方案深化工作。

8.4 Follow-up work for the solicitation: The winning Participant shall cooperate with the Sponsor/Co-sponsor to complete the subsequent deepen of the Design Proposals.
