No more BLACK CODE Mandatory Health Declarations for Entry&Exit!

In a significant development, the Chinese mainland has decided to eliminate the health declarations procedure for entry and exit starting from Wednesday, according to the customs authority. This move aims to simplify the travel process and restore pre-COVID procedures, with only those showing symptoms of infectious diseases required to make a voluntary declaration.


The Chinese General Administration of Customs (GAC) announced on Tuesday that it will abolish the requirement for border-crossing personnel to fill in the health declaration card, commonly known as the "black code." This decision aligns with the relevant provisions of the Frontier Health and Quarantine Law.


While travelers diagnosed with or displaying symptoms of infectious diseases are still expected to declare their condition to customs officers at the border, they must also cooperate with health inspections, epidemiological investigations, medical examinations, and sample testing. The GAC emphasized that any concealment or evasion of quarantine would result in legal consequences.

The removal of the "black code" marks the final COVID-related restriction measure for entering or exiting the Chinese mainland, following the previous elimination of the requirement for negative COVID test results in August.


Since January 2020, the Chinese mainland implemented a quarantine declaration system due to the COVID-19 pandemic. Travelers were required to complete a health declaration on their smartphones, providing information about symptoms, recent travel history, and transportation details. Upon completion, a QR code was generated, which became mandatory for entry or exit. However, starting from Wednesday, this declaration will be canceled, and the entry or exit process will revert to pre-pandemic procedures.


This decision by the Chinese mainland reflects a step towards normalizing travel procedures while maintaining necessary precautions for public health. It is expected to streamline the entry and exit process, making it more convenient for travelers while ensuring the continued safety of all individuals.
