China to Introduce a New Foreign Resident Identification Card

The National Immigration Administration of China(NIA) holds a news conference in Beijing on Sept 15 on which it announces that a new version of the Foreign Permanent Resident ID Card of the People’s Republic of China will be officially issued and put into use from Dec 1 2023.
The conference releases the new card sample at the same time. After the launch of the new card, the current version is still valid within the expiration date.Holders can apply for a new ID card according to individual needs.

Three key areas are the emphasis of the updated card design and technical improvements:
1. Modifying chip storage technology to strengthen the protection and security of personal data with cutting-edge anti-counterfeiting technology.
2. Increasing the card number from 15 to 18 digits, which contains nationality codes, foreigner identity codes, and issuance area codes, will guarantee that each person has a special number that won’t change over their lifetime.
Given that the Chinese ID card has 18 numbers, perhaps this will enable it to be utilised similarly.
3. Enhancing the design, including a new Great Wall pattern and five-star symbols that reflect the nation, successfully representing China to the outside world.
For qualifying foreigners whose applications for permanent residency have been approved, NIA issues the Foreign Permanent Resident ID Card, a legal identity card. It can serve as a person’s sole form of identification.
The card can be used as a legal document by the holders to register for accommodations, pay for train, ship, or airline tickets, and for other purposes requiring personal identity without having to provide their passports.
The new card enhances the layout and adds five-starred features that represent the national logo while retaining the basic design of the current edition.
The upgraded information storage and application management service access are additional features of the new card, which also uses more sophisticated anti-counterfeiting technology.
After the new card is formally implemented, holders can manage private matters like as transportation, consumption, and finances on the web service platform, further enhancing their ability to work, study, and live in China. This card has upgraded technology and reinforced functionality.
The introduction of the new Foreign Permanent Resident ID Card, according to the NIA, is a specific measure to support the nation’s high standard of opening up and improve information technology application in foreigners’ management and services, which aids in improving immigration administration and services, provides better services for foreign talents working, researching, and living in China, and implements the strategy of strengthening the nation through human resources In order to achieve the functional objectives of the updated document, NIA will collaborate with the appropriate departments to expand the application range, improve the pleasant experience, and speed matching with information systems and facilities in many industries.
