About the Fund

为进一步完善科学基金人才资助体系，充分发挥科学基金引进和培养人才的功能，吸引海外优秀青年人才回国（来华）工作，国家自然科学基金委员会自2021年起，设立国家自然科学基金优秀青年科学基金项目（海外）。The National Natural Science Foundation of Excellent Young Science Fund (Overseas), which was established by the National Natural Science Foundation of China (NSFC) in 2021, aims at further improving the talent funding system, giving full play to the function of introducing and nurturing talents and attracting outstanding young talents from overseas to (return to) work in China.
优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。Excellent Young Science Fund (Oversea) is conducted to attract and encourage outstanding young overseas scholars (including non-Chinese expatriates) who have achieved good accomplishment in natural science and engineering technology, etc., to return (come) and work in China. NSFC encourages the young overseas scholars to choose research directions independently and carry out innovative research, which promotes the rapid growth of young scientific and technological talents, cultivates a group of outstanding key scholars who are expected to rank the forefront of science and technology in the world, and provides powerful support for building China’s strength in science and technology.

申请条件

Eligibility

1. 遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；Complying with the laws and regulations of the People's Republic of China, have good scientific ethics, consciously practice the spirit of scientists of the new era;
2. 出生日期在1980年9月1日以后；Born after September 1, 1980;
3. 具有博士学位；Having a doctorate degree;
4. 研究方向主要为自然科学、工程技术等；The research mainly focuses on natural sciences, engineering technology, etc.;
5. 在2021年4月30日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；Generally obtaining formal teaching or scientific research positions in overseas universities, scientific research institutions, or corporate R&D institutions, and having worked for more than 36 consecutive months; for those who have obtained a doctorate degree overseas with outstanding performance, the requirements for working years can be lowered appropriately;
6. 取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；Having obtained scientific research or technical achievements recognized by peer experts, and having the potential to become academic leaders or outstanding talents in corresponding field;
7. 申请人尚未全职回国（来华）工作，或者2019年9月1日以后回国（来华）工作。获资助通知后须辞去海外工作或在海外无工作，全职回国（来华）工作不少于3年。The applicant who has not yet returned (or come) to work in China full-time, or returned (or came) to work in China after September 1, 2019. must resign from work abroad upon notification of funding or have no job overseas and guarantee no less than 3 years of full-time work in China.

相关待遇

Awards

入选海外优青，除享受国家待遇外，提供以下待遇：In addition to the national award, HEU provides the following benefits:
1. 直评为教授或研究员；授予博士生导师资格，保证博士研究生招生指标；Directly being promoted as a professor or researcher; granted as doctoral supervisor with guarantee of the doctoral candidate enrollment quota;
2. 提供年薪不低于55万元人民币，提供社会保险及住房公积金；Being provided an annual salary of no less than 550,000 CNY and Social Insurance and the Housing Provident Fund;
3. 提供租购房补贴不低于150万元人民币；Being provided rent-and-purchase subsidies of no less than 1.5 million CNY;
4. 提供一次性生活补贴不低于30万元人民币；Being provided one-time extra allowance for living expenses of no less than 300,000 CNY;
5. 提供与国家1：1配套的学科建设经费；Discipline construction funds equal with the national funding;
6. 提供不少于100平方米的办公室及独立实验室；Offices and independent laboratories of no less than 100 m²;
7. 支持组建学术团队；Being supported of the formation of academic teams;
8. 提供周转住房；Being provided turnover housing;
9. 提供“黑龙江省高层次人才服务卡”，在落户、出入境、医疗、出行等12方面享有优待政策；Being provided “Heilongjiang Province high-level Talent Service Card”, and enjoying favorable policies in 12 aspects such as accommodation, Exit-Entry, medical care, travel etc.;
10. 为子女提供自幼儿园到初中的优质教育资源；Children will be provided with high quality education resources from kindergarden to junior high school;
11. 工作地点可在哈尔滨、青岛、烟台、海南四地任选，四地都享受地方高层次人才引进特殊待遇：黑龙江可享受“头雁”团队相关政策待遇，烟台最高可享受不超过200万元的奖励、青岛最高可享受不超过300万元的奖励、海南最高可享受不超过300万元的奖励；Work location can be selected in Harbin, Qingdao, Yantai, and Hainan all with special treatment for local high-level talent introduction, where“Tou Yan” team-related policy treatment can be enjoyed in Heilongjiang; award of no more than 2 million CNY in Yantai; award of no more than 3 million CNY in Qingdao and in Hainan;
12. 对于特别优秀的人才，政策待遇采取一人一议。For particularly outstanding talents, policies and treatments will be varied accordingly.

学校简介

About HEU

学校前身是创建于1953年的中国人民解放军军事工程学院（“哈军工”）。1970年，以海军工程系全建制为基础，组建哈尔滨船舶工程学院，1994年更名为哈尔滨工程大学。Harbin Engineering University(HEU) was founded in 1953 and called the PLA Military Engineering Institute. In 1970 its name changed to Harbin Shipbuilding Engineering Institute and then in 1994 to Harbin Engineering University.
学校设有17个学院（系、部），40多个科研机构以及150多个科研和教学实验室，其中国家级学科创新引智基地5个，国家级电工电子教学基地1个，国家级实验教学示范中心7个，国家大学生文化素质教育基地1个。HEU has 17 colleges (departments and divisions), more than 40 scientific research institutions and more than 150 scientific research and teaching laboratories. There are 5 national science innovative personnel bases, 1 national electrical and electronic teaching base, 7 provincial experimental teaching demonstration centers, and 1 national college students' cultural quality education base. 

学校具有“三海一核”领域特色学科专业体系，现有一级学科博士点14个，一级学科硕士点32个，本科招生专业63个，博士后科研流动站（工作站）12个。一级学科国家重点学科1个、二级学科国家重点学科1个，教育部“十二五”专业综合改革试点4个，“十二五”黑龙江省重点学科群1个、一级学科11个。HEU has a degree program system with distinctive academic disciplines in the fields of the shipbuilding industry, ocean equipment and nuclear application. There are 14 Doctoral disciplines (first class), 32 Master degree disciplines (first class), 63 Bachelor degree disciplines, 12 Postdoctoral scientific research stations (work station). 1 national key discipline (first class), 1 national key discipline (second class), 4 comprehensive reform trials under the China Ministry of Education “12.5 Plan”, 1 key discipline group and 11 first class disciplines under Heilongjiang Provinces “12.5 Plan”.
学校在船海核领域保持着很强的技术储备，水下机器人、船舶减摇、船舶动力、组合导航、水声定位、核动力仿真、大型船舶仿真验证等技术居国内领先或国际先进地位，现已成为我国船舶领域科学技术基础和应用研究的主力军之一、我国发展海洋高技术的重要依托力量。In the field of shipbuilding, ocean and nuclear engineering, HEU has significant advanced technology and technical background including in underwater robots, ship anti-rolling, marine power, integrated navigation, underwater acoustic positioning, nuclear power simulation and large ship simulation ranking highly both domestically and abroad. It has become one of main basic and applied research bases for Chinese shipbuilding science and technology, marine equipment technology and development. 
学校坚持国际化、开放式办学，与英国爱丁堡大学、英国南安普顿大学、澳大利亚悉尼大学、俄罗斯鲍曼国立技术大学、韩国首尔大学、日本京都大学以及国际原子能机构、世界五大船级社等25个国家100多单位建立了稳定的合作关系。学校是“中国政府奖学金”、“国家建设高水平大学公派研究生”、“优秀本科生国际交流”项目实施高校，与乌克兰南方师范大学联合成立“孔子学院”。Based upon its focus on the development of internationalized, open education, HEU has established cooperative relationships with many universities and institutions including the University of Southampton, the University of Sydney, Bowman State Technical University, Seoul National University, Kyoto University, the International Atomic Energy Agency, and 5 global giants of shipping classification society, a total of more than 100 institutions from 25 countries. HEU is also approved for the “Chinese Government Scholarship”, “Nation-building High Level Graduate Students”, and “Outstanding Undergraduate International Exchange" programs. It has jointly established a “Confucius Institute” with the South Ukrainian National Pedagogical University.
