学术午餐会 第十七期 高翔：中国数字化转型中的数据安全和公私合作

学术午餐会（Brown Bag）指研究学者利用午餐时间进行学术演讲和交流，是欧美国家盛行的一种学术交流形式。Brown bag（棕色袋子）代表参与者自带或者主办方提供的午餐，由于美国午餐盒饭多半都装在棕色纸袋里而得名。

浙江大学公共管理学院教授、博士生导师

高翔，浙江大学公共管理学院教授、博士生导师。主要从事比较政府体制研究，关注纵向政府间关系、地方治理和数字政府等。专著《放权与发展：市场化进程中的地方政府》、合著《“最多跑一次”改革：浙江经验、中国方案》获第二十一届浙江省哲学社会科学优秀成果一等奖。合著《从行政推动到内源发展：中国农业农村再出发》入选国家社会科学成果文库，获第七届教育部高等学校科学研究优秀成果一等奖（2015年）。在《中国社会科学》《政治学研究》《管理世界》，以及Daedalus：the Journal of the American Academy of Arts and Sciences、China Information、the China Review, Journal of Chinese Governance等专业期刊发表多篇研究论文，成果曾获浙江省第十六届、第十七届哲学社会科学优秀成果一等奖。

内容提要

Reinventing the Wheels: Data Security and Public-Private Partnership in China’s Digital Transformation

As big data technologies penetrate in public administration continually, governments around the world find them trapped in the dilemma of outsourcing for digital capacity and internalizing for the growing concern of private sectors’ misuse of public data. We present government’s new strategy of “reinventing the wheels”, that is, developing state-own special purpose vehicles (SO-SPVs), in digital transformation. In particular, we locate governments’ precaution of private contractor by arguing that there exist significant variations in adoption of developing strategies for different digital applications due to the differential risks associated with data types. Using a representative survey experiment of 1, 585 government officials in Zhejiang, a Chinese province that has been a leading pioneer in digital government, we show that government officials are more likely to develop state-own SPVs for smart city governance, which is vital for public security, as compared to digital projects of e-government, and online civic services. These findings demonstrate the shrinking public-private partnership in governments’ digital transformation and shed lights on domestic data politics regarding what force may reconstitute government-business relations at the sub-national level.
