中国美国商会于9月6日举办了中美卫生健康系列研讨会，致力于促进中美两国在医疗卫生领域的合作与交流。研讨会围绕"以支付方式改革与创新推动 '三医联动' "这一主题展开。

On September 6th, AmCham China hosted the Healthcare Forum, a platform dedicated to fostering collaboration and exchange between the United States and China in the field of healthcare. The forum revolved around the theme of "Reform and Innovation in Medical Insurance Payment for Three Medical Linkages."

中国美国商会总裁何迈可（Michael Hart）致开幕辞，并对所有与会者表示欢迎。他在致辞中表达了对研讨会召开的美好祝愿，强调了活动对推动塑造中美医疗合作美好未来的重要意义。

AmCham China President Michael Hart opened the forum by extending a warm welcome to all the participants. In his remarks, he expressed his best wishes for the forum and emphasized its significance in shaping the future of US-China healthcare collaboration.

国家卫生健康委人才交流服务中心书记王江红强调，自 1979 年中美建交以来，中美两国的医学交流日益增多。目前已有100多家中国机构和200多家美国机构展开合作交流，结果富有成效。这类发展合作也将扩展到医学教育以及其他领域，商会在努力促进双方合作中发挥着至关重要的作用。

Wang Jianghong, Secretary at the Health Human Resources Development Center and National Health Commission highlighted the growing medical exchanges between China and the United States since the establishment of diplomatic relations in 1979. More than 100 institutions in China and 200 in the United States have engaged in productive exchanges. This evolving collaboration extends to medical education, institutions, and beyond, with the Chamber playing a vital role in supporting and facilitating these endeavors.

国家医保研究院副院长应亚珍深入探讨了以支付方式深化医保改革对促进公立医院高质量发展的重要意义。她概述了新的医疗保险支付机制与提高公立医院质量目标的一致性。此外，应亚珍还谈到了在改革中遇到的挑战，包括与 DIP 支付标准和相关技术框架有关的问题。

Ying Yazhen, Vice President of the National Medical Insurance Research Institute, delved into the importance of deepening the reform of medical insurance payment methods to promote the high-quality development of public hospitals. She outlined the alignment of the new medical insurance payment mechanism with the goals of enhancing public hospital quality. Additionally, Ying addressed the challenges encountered during these reforms, including issues with DIP payment methods and the associated technical framework.

国家卫生健康委卫生发展研究中心医保研究室主任顾雪非全面介绍了中国目前的医疗支付机制和新技术的整合情况。他总结了《“十四五”全民医疗保障规划》的要点，并比较DIP支付标准和DRG付费，强调了其实施的重要性，并通过案例分析了不同的医疗支付系统。

Gu Xuefei, Director of the Medical Insurance Research Department at the Health Development Research Center, National Health Commission, provided a comprehensive overview of China's current medical payment mechanism and the integration of new technologies. He highlighted key points from the "14th Five-Year Plan for National Medical Insurance" and drew comparisons between DIP and DRG, emphasizing the importance of their implementation and the exploration of different medical payment systems through case studies.

首都医科大学宣武医院医疗保险管理办公室主任焦卫平解析了医保改革对公立医院成本结构和经济运行的影响。焦卫平简述了公立医院收入结构、医疗收入构成，以及医保政策在医院经济运行中的关键作用。他还谈到了门诊服务的变化、成本控制措施以及 DRG 付费对医院运营的影响。焦卫平指出了当前面临的挑战，涉及调整成本结构和跨部门合作等方面。

Jiao Weiping, Director of the Medical Insurance Management Office of Xuanwu Hospital, Capital Medical University, examined the impact of medical insurance reform on the cost structure and economic operation of public hospitals. Jiao outlined the structure of public hospital revenue, medical revenue composition, and the crucial role of medical insurance policies in the economic operation of hospitals. He also addressed the changes in outpatient services, cost control measures, and the impact of DRG on hospital operations. Jiao pointed out key challenges, including the need for cost structure adjustments and improved cross-department cooperation.

北京大学药学院药事管理与临床药学系副教授江滨在演讲中谈及了药品消费与定量采购的进展和趋势。江滨强调了批量采购的创新机制和定位，并阐述了多方协作和有效实施的重要性。

Jiang Bin, Associate Professor in the Department of Pharmaceutical Management and Clinical Pharmacy at Peking University's School of Pharmacy, discussed the progress and trends in drug consumption with quantity procurement. She highlighted the innovative mechanism and positioning of volume purchase and emphasized the importance of multiparty collaboration and effective implementation.

活动前，中国美国商会与国家卫健委、国家卫健委人才交流服务中心举行了闭门会议。会议期间，双方回顾了合作历史，探讨了未来发展机遇。商会会员企业代表也出席了会议，并分享了宝贵见解。

In addition to the forum sessions, a closed-door meeting was held between AmCham China and the Health Human Resources Development Center and National Health Commission. During this meeting, both parties reviewed their history of cooperation and explored future opportunities. Representatives from AmCham China member companies also actively participated, sharing valuable insights.
