Dr. Gal Luft is co-director of the Institute for the Analysis of Global Security (IAGS) a Washington based think tank focused on energy, security, and economic trends. He is a senior adviser to the United States Energy Security Council, a cabinet level extra governmental advisory committee, and a fellow at the Middle East Forum. He specializes in geopolitics, geo-economics, energy security, Middle East and US-China relations. Newsweek Magazine called him a "tireless and independent advocate of energy security" and Esquire Magazine included him in its list of America's Best and Brightest. Dr. Luft has published numerous studies and articles in various newspapers and publications. He is co-author of Energy Security Challenges for the 21st Century (2009,) Turning Oil into Salt: Energy Independence Through Fuel Choice (2009) and Petropoly: The Collapse of America's Energy Security Paradigm (2012). He is author of Beer, Bacon and Bullets: Culture in Coalition Warfare from Gallipoli to Iraq (2010), and Silk Road 2.0: US Strategy toward China's Belt and Road Initiative (2017). He appears frequently in the media and advisees various think tanks and corporations worldwide. He holds a doctorate in strategic studies from the Paul H. Nitze School of Advanced International Studies (SAIS,) Johns Hopkins University.

Anne Korin is co-director of the Institute for the Analysis of Global Security (IAGS) and senior adviser to the United States Energy Security Council. She chairs the Set America Free Coalition, a strange bedfellow alliance focused on reducing oil's strategic importance and the Mobility Choice for a Secure America Coalition, an alliance promoting fiscally responsible, free market oriented approach to expanding competition among transportation modes. She appears in the media frequently and has written articles for Foreign Affairs, The American Interest, The National Review, The Wall Street Journal, Commentary Magazine, and the Journal of International Security Affairs. She is co-author of Energy Security Challenges for the 21st Century (2009,) Turning Oil into Salt: Energy Independence through Fuel Choice (2009) and Petropoly: The Collapse of America's Energy Security Paradigm (2012). Ms. Korin appears frequently on Capitol Hill and her advice is sought by members of Congress. Her education includes engineering degree in computer science from Johns Hopkins University and work towards a doctorate at Stanford University.

The revolt against the dollar and the rise of a new financial world orderBy Gal Luft and Anne KorinSince the Second World War the U.S. dollar has been the key element of America’s preeminence by virtue of its special status as the world’s reserve currency. Central banks of all countries have held much of their foreign exchange reserves in dollar assets, and the growing demand for dollars has allowed the U.S. government to cheaply borrow trillions of dollars from foreign governments, resulting in its current$22 trillion debt mountain. But the world’s attitude toward the dollar is changing. Today, the dollar is facing a challenge to its hegemony by a growing coalition of states and non-state actors who are fed up with what they believe to be America’s overuse of sanctions, its extraterritorial legal outreach and its treatment of the global financial system as its fiefdom. What Americans call the “rule of law” is viewed in some parts of the world as a new form of imperialism. Through a variety of tactics members of this coalition, which includes Russia, China, Europe, India, Turkey and Pakistan, are moving their trades to non-dollar currencies and are developing mechanisms and technologies to erode the U.S. dominated financial system all this at a time U.S. huge budget deficits force it to borrow more and more money from the rest of the world. The recent deterioration in U.S.-China relations is causing China, the top holder of America’s foreign debt, to rethink its relations with the dollar. As the two economies decouple from each other China is on the path of de-dollarizing not only its own economic system but that of its entire sphere of influence, starting with the Belt and Road territories, where RMB use is already on the rise.As the world drifts from a unipolar system dominated by the U.S. to a multi-polar system in which several powers vie for influence, a new financial world order is emerging. Backed by new technologies like Blockchain and 5G the new system is poised to compete with the dollar bloc, forcing all other nations and multinational organizations, including some of America’s closest allies, to make difficult choices. Luft and Korin argue that this slow moving challenge to the dollar’s status as reserve currency is the single most important factor determining America’s superpower status. Yet, most Americans are paying little attention to it. They should. In the past six centuries, six currencies held global reserve status. Each occupied the throne for roughly 80-100 years only to lose their status once the geopolitical environment changed. As the dollar reaches the same life expectancy of erstwhile reserve currencies, will it face a similar fate?

The book describes the de-dollarization movement, the motivations of its members and the tactics they use to get off the dollar. It offers unorthodox views about the future of the debt-hungry U.S. economy and US-China relations. It also offers recommendations on how the U.S. can slow down the trend and preserve the U.S. currency’s special status.
