真相放大镜|新冠肺炎疫情下的隔离侵犯人权吗?

经过近一个月的努力,中国的疫情形势有了明显的好转,特别是湖北省外已经连续16天呈现新增确诊人数下降,出院人数超过新增人数的趋势。在中国人民正奋力打赢新冠肺炎疫情防控阻击战的同时,令人遗憾的是,西方个别媒体对此视而不见,反倒借机指责中国“侵犯人权”。


比如说,美国的《纽约时报》在讨论中国应对疫情的措施时,就猛烈抨击中国武汉“封城”的做法是“侵犯人权”“反应过度”。而实际上中国为控制此次疫情而采取的行动获得了包括世界卫生组织在内的专业机构的高度赞扬。


那么到底居家隔离是否侵犯了人权,其他国家在面临疫情时采取什么样的方式?让我们一一来为你说明。


Those who closely follow international affairs have probably noticed that China has long been labeled a "human rights violator," especially in recent years as the country has gradually started making its voice heard on the global stage. 


Whether it's about traffic surveillance cameras or much-politicized issues in China's Xinjiang region, the Asian powerhouse has often been scrutinized.  


Not surprisingly, Western criticism has followed the outbreak of the novel coronavirus.

 
在疫情暴发后,许多城市像北京、上海同时启动了“一级公共卫生安全”应急响应,这意味着人们应该呆在家里隔离,尤其是那些从湖北省回来的人; 住宅区应在入口处设置检查站,并记录所有进入社区居民的体温,从而最大限度地减少病毒进一步传播的可能。

When the Chinese government announced a lockdown of Wuhan, the epicenter of the epidemic, three weeks after the outbreak began, cities like Beijing, Shanghai and Shenzhen simultaneously activated their "primary public health safety" alerts, meaning that people should remain under home quarantine, especially those who had returned from Hubei Province; residential compounds should set up checkpoints at entrance gates and record the body temperature of all residents entering and leaving the community, thereby minimizing the chance of further transmission.

在武汉,政府在10天内建成了两座能容纳数千名重症患者的临时医院。同时,一大批公共场所被改建成方舱医院,为更多的轻症患者提供治疗和隔离场所。

In Wuhan, two (temporary) hospitals were built within 10 days to accommodate more than two thousand of severe cases. A number of public venues were also converted into medical facilities to care for thousands of mild cases. 

每隔一天,每个家庭的一名代表可以去超市,以确保他们有充足的日用品。此外,还实施了临时交通限制,以减少整个城市的人员流动。这是牺牲吗?是的。但它会有助于遏制致命的疫情继续扩散吗??会的。

One representative from each household is allowed to go out for groceries every other day to make sure they are fully stocked with daily necessities. Also, temporary traffic restrictions are in place to reduce movement throughout the city. Is this a sacrifice? Yes. But will it help stem the deadly outbreak? Yes.

And the World Health Organization (WHO) offered their supporting voices...

当钻石公主号邮轮上的3700名乘客和船员中有500人被诊断出感染了新型冠状病毒时,日本政府下令采取了类似的隔离措施,尽管一些专家对邮轮上的情况提出了批评,担心它已经成为病毒的温床。然而,唯一可行的方法是对每个人进行隔离,以避免给社会带来进一步的风险。

The Japanese government ordered similar quarantine methods when 500 of 3,700 passengers and crew aboard the Diamond Princess cruise ship were diagnosed with coronavirus, despite some experts criticizing the conditions on the ship, fearing that it had become an incubator for the virus. However, the only viable method was to put everyone under quarantine to avoid further risks to the rest of society. 

自2月3日以来,钻石公主号上的数百名美国人已被送回美国,并将面同样的隔离措施。

Hundreds of Americans aboard the Diamond Princess, where travelers have been mostly confined to their cabins since February 3, have been flown back to the U.S. and will face similar quarantine methods there. 

对于大多数不得不呆在家里以避免感染的中国人来说,这是艰难的几周,但他们中的许多人已经证明,有不止一种方法可以保持“静止”。

The fact is, the past few weeks have been tough for most Chinese, they had to stay home to avoid infection, but many of them have demonstrated that there is more than one way to stay "still."  

As I scanned through TikTok, one of the most popular video-sharing platforms in China, this is what I found.

Even during such difficult times, Chinese people are upholding the positive and happy image of China.

我相信每个政府都在尽最大努力为本国人民提供最好的服务。当中国在以举国之力控制疫情之时,这种精神值得我们赞许。

I believe each government is trying its best to offer the best to its own people.When the entire nation is trying its best to fight the virus, this, I believe, is the right spirit.
