真相放大镜 | 流感与新冠肺炎:哪一个对世界的威胁更大?

在美国各大媒体连篇累牍报道中国新型冠状病毒肺炎疫情之时,美国疾控中心(CDC)提醒人民不要放松对流感的警惕。


根据美国疾病预防控制中心(CDC)的最新数据,从2019年9月29日开始至今,也就是2019~2020年的流感季期间,已经有2600多万美国民众感染流感病毒,超过25万人住院治疗,病亡人数超过1.4万人,其中还包括92名儿童。


同样,中国卫健委实时更新数据显示,截至目前,7.6万例确诊新冠肺炎病例中,已有超过2万人康复,其中1.5万多人来自湖北。这意味着,湖北省内的新冠肺炎治愈率达到了24%,湖北省外的治愈率上升到了59%。


当然,仅从数据上将这两种疫情进行比较是不恰当的,有意义的是两国政府在应对疫情时的处理方式。


新型冠状病毒疫情在中国暴发后,全国人民都投入到了抗击疫情的战斗中,付出的努力逐渐得到了回报。此前,在疫情中心湖北省以外的地区,已经出现了确诊病例数量连续16天逐步下降的趋势。中国政府采取的控制和预防措施也受到多方的赞扬和支持,包括世界卫生组织在内。而美国却忙着抨击中国。


Nearly a month after the novel coronavirus outbreak began in China, the entire nation is devoted to fighting against the virus. And the dedicated efforts are paying off: The number of confirmed cases had gradually declined for 16 consecutive days outside central China’s Hubei Province, the epicenter of the epidemic. While the control and prevention measures taken by the Chinese government are being praised and supported by many, including the World Health Organization, the United States is busy bashing China.


首先,我们来看一下实时数据。截至目前,7.6万例确诊病例中已超过2万人康复,其中1.5万余人来自湖北。也就是说,湖北省内的新冠肺炎治愈率达到了24%,湖北省外的治愈率上升到了59%。


First, let’s take a look at the real-time data. So far, out of 76,000 confirmed cases, over 20,000 patients have recovered, among which 15,000 are from Hubei, meaning the cure rate of the pneumonia in Hubei Province has reached 24 percent and the cure rate outside of Hubei has surged to 59 percent.


The numbers speak for themselves – and the turning point might be on the horizon.


毫无疑问,新冠肺炎病毒一直是大多数国际媒体,尤其是美国的媒体关注的头条新闻。尽管美国在国内正面临着流感季节,但媒体对此事的报道似乎比对新型冠状病毒的报道少得多。


Undoubtedly, the coronavirus has been the most sensational headline for most international media outlets, especially those headquartered in the U.S. Although the American government is facing a deadly flu season at home, the media coverage on that matter seems much lighter than what has been delivered on the novel coronavirus.


根据美国疾病控制与预防中心(CDC)的初步估计,到目前为止,2019-2020年流感季期间,已有1.4万人死亡,25万人住院。


The CDC estimates that 14,000 people have died and 250,000 people have been hospitalized so far during the 2019-2020 flu season.


有些人可能会说,流感比较常见,每年都会发生,而且疫情通常会广泛传播,没有暴发中心点,而新型冠状病毒是全新的,在短时间内感染人群高度集中。是的,我同意,我不认为将新型冠状病毒与流感进行比较是合适的,但两国政府在应对疫情时的方式值得注意。


Some might argue that the flu is a familiar story that reoccurs every year and the cases are geographically widespread. There’s no epicenter or hot spot, whereas the coronavirus is brand new, with a high concentration of infected people in a short period of time. Yes, I agree. I don’t think it is appropriate to compare the coronavirus with influenza, yet the way both governments are handling the challenge is worth noting. 


中国和美国是两个世界领先的大国,目前都面临着一项艰巨的任务: 如何保护自己的公民,以及全世界,这不关乎贸易摩擦,也不关乎其在5G技术方面的领先地位,而关乎人道主义。


China and the U.S are two leading world powers, and both are facing a tough task at the moment. It's not about trade and it's not about the race to 5G supremacy. It's about something humanitarian – how to protect your citizens, even the world, from a deadly disease. 


美国是第一个命令其驻武汉领事馆工作人员撤离、并对中国公民实施入境限制的国家。


The United States was the first country to order the evacuation of its staff in Wuhan and put restrictions on the entry of Chinese nationals into the country.


我想美国政府做了他们不得不做的事,中国政府也是。


疫情暴发后,中国政府下令封锁了武汉,并用创纪录的速度修建了两所临时医院,这些医院目前收治了2000多名重症患者。


I guess the American government did what it had to, but so did the Chinese government.


Three weeks after the outbreak, the Chinese government ordered a lockdown in Wuhan, a city of 11 million, and constructed two special hospitals in a record speed of 10 days. These hospitals are currently home to more than 2,000 patients in critical condition.


来自全国各地的3万多名医疗工作人员也纷纷驰援武汉。


Over 30,000 doctors and nurses from across the country are being dispatched to treat the patients in Hubei.


政府要求居民区在入口处设立检查点,并记录每个进出者的体温,以尽量减少病毒进一步传播的可能性。


Residential compounds were made to set up checkpoints at entrance gates and record the body temperature of each entrant to minimize the chance of further transmission.  


同时,政府呼吁公民们取消出境旅游计划,以防止疾病传播到其他国家,并与世卫组织共享了病毒基因序列。


Meanwhile, the government canceled outbound tourism to prevent the disease from reaching other countries. Also, the virus's gene sequence was shared with the WHO.


现在,让我们回到2009年,当时,美国正在抗击H1N1病毒,疫情暴发六个月后,美国政府才宣布进入国家卫生应急状态。


世界卫生组织宣布 H1N1为“国际关注的突发公共卫生事件”。从2009年4月疫情开始到2010年4月底甲型H1N1流感疫情结束,世界各国政府有告知他们的公民离开美国吗?他们对美国公民关上大门了吗?完全没有。


Now, let’s circle back to 2009. At this time, the U.S. was battling the H1N1 outbreak. It took six months for the U.S. to declare a national health emergency.


The WHO declared H1N1 a "public health emergency of international concern." But from the onset of the outbreak in April 2009 to its end in April 2010, did governments around the world tell their citizens to leave the country? Did they close their doors to American travelers? Nope, not at all.


今天,中国和美国都在面对一种大规模传播的疾病,美国人做了自己的决定,中国人也是如此。此时此刻,没有人应当承受指责,尤其是中国正在打一场未知的,全新的“战役”。


Today, China and the United States are facing a disease on a large scale. Americans have made their own decisions, so have Chinese. No one deserves criticism at this moment, especially as China fights a new battle with an unfamiliar foe.


当我们在全球舞台上为共同的使命而奋斗时,病毒不会基于不同的社会制度或意识形态而选择立场,我们也不会。


As we fight for a community with a shared future on the global stage, the virus will not pick sides based on different social systems or ideologies, and neither should we.
