世卫组织对美国“撤资”表示遗憾，《柳叶刀》主编称美国此举是“对全人类的犯罪”

世界卫生组织总干事谭德塞4月15日称，对美国决定暂停资助世界卫生组织表示遗憾。他同时重申，新冠病毒是全人类共同的敌人，只有全球团结才能击败病毒。

谭德塞还表示，世界卫生组织正在评估美国暂停资助可能会对该组织工作造成的影响，并将与合作伙伴共同努力填补面临的财政缺口，以确保工作得以继续。

Director-General of the World Health Organization (WHO) Tedros Adhanom Ghebreyesus said on Wednesday he regrets U.S. President Donald Trump's decision to pull funding for the agency, stressing that now is the time for the world to unite in its fight against the new coronavirus.

"WHO is reviewing the impact on our work of any withdrawal of U.S. funding and we will work with partners to fill any gaps and ensure our work continues uninterrupted," Tedros added.

“撤资”遭各方批评

4月14日，美国总统特朗普宣布美国暂停资助世界卫生组织。特朗普称，美国每年向世界卫生组织缴纳超过4亿美元会费，作为世界卫生组织的主要赞助方，美国有责任对世界卫生组织在疫情中的行为问责。特朗普此举遭到了各界人士的批评。

美国疾控中心“打脸”：将继续与世界卫生组织合作

美国疾控中心主任罗伯特·雷德菲尔德4月15日在接受采访时称，美国疾控中心将继续与世界卫生组织合作，共同抗击新冠肺炎疫情。

雷德菲尔德表示，世界卫生组织长期以来一直是美国疾控中心的重要合作伙伴，双方在全球范围内合作抗击许多的公共卫生危机。“我们将继续与世卫组织并肩合作，努力遏制疫情，保护美国人民，” 雷德菲尔德说道。

Robert Redfield, the director of the Centers for Disease Control and Prevention (CDC), on Wednesday said his agency will continue to work with the WHO despite Trump's decision to freeze funding. 

"The WHO has been a long-term and still is a great partner for us," Redfield said during an interview with CBS, adding that "we're continuing to work side by side to do the best that we can to limit the spread of disease and to protect the American people."

《柳叶刀》主编：“这是对全人类的犯罪”

英国知名医学刊物《柳叶刀》杂志主编理查德·霍顿发推批评了特朗普“撤资”的做法。霍顿认为美国政府的这一做法“简直就是对全人类的犯罪”，他呼吁每一位科学家、医务工作者和普通人士共同抵制和反对这种不利于全球团结的背叛行为。

霍顿还在推特上向美国国家过敏和传染病研究所所长安东尼·福奇喊话，“美国总统指责世界卫生组织的说法都是不真实的，请纠正你们的总统，站在真理的一边。”

Trump's decision is a "crime against humanity," tweeted Richard Horton, editor-in-chief of the UK medical journal The Lancet.

"Every scientist, every health worker, every citizen must resist and rebel against this appalling betrayal of global solidarity," Horton said in the tweet.

He also called for Anthony Fauci, the top infectious disease expert in the U.S. government, to "be on the side of truth" and "correct your President."

比尔·盖茨：“这很危险”

微软联合创始人比尔·盖茨也在推特上表示：“在全球面临健康危机时暂停资助世界卫生组织，听起来就很危险。世界卫生组织正在努力遏制新冠肺炎的传播蔓延，如果这项工作停止了，没有其他组织可以替代。现在，世界比以往任何时候都更需要世界卫生组织。”

Bill Gates, the co-founder of Microsoft, also criticized Trump on Twitter over the decision to cut WHO funding. 

"Halting funding for the World Health Organization during a world health crisis is as dangerous as it sounds," Bill Gates tweeted, "Their work is slowing the spread of COVID-19 and if that work is stopped no other organization can replace them. The world needs @WHO now more than ever."

美媒：特朗普此前就打算削减费用

早在2月10日，美国《外交政策》就曾刊文指出，特朗普政府提交2021财政预算案时，提议把向世界卫生组织提供的资金，从上一年度的1.23亿美元锐减至5800万美元。

According to an article issued by Foreign Policy on February 10, the Trump administration has planned to cut global health funds in its 2021 budget proposal, including the country's annual WHO funding. 

U.S. Congress authorized about 123 million U.S. dollars in funding for the WHO in the fiscal year 2020. The Trump administration proposed that the U.S. WHO commitment be reduced to just under 58 million U.S. dollars for fiscal year 2021. 

目前，世界卫生组织的经费主要由两部分组成：一部分是根据成员国财政和人口情况评定的会费，另一部分是成员国或其它方面的自愿捐款。

世界卫生组织发布的关于美国会费缴纳情况

根据世界卫生组织的数据显示，截至今年3月31日，美国还有约1.98亿美元的费用没有缴纳。这笔费用也包括了之前未到账的部分会费。

The WHO's funding mainly falls into two categories: membership dues and voluntary contributions.

As of March 31, the U.S. is behind in its assessed fee payments. It currently owes about 198 million U.S. dollars in membership dues, including some amounts owed for previous years, according to the WHO.

特朗普称美国新增病例峰值已过

特朗普4月15日在白宫发布会上称，美国新增新冠肺炎确诊病例已过峰值。他还表示，一些州可能在5月1日前提前开放。

Trump said at Wednesday's White House news briefing that data suggested the country had passed the peak on new coronavirus infections.

"While we must remain vigilant, it is clear that our aggressive strategy is working and very strongly working, I might add," Trump said.

At Wednesday's briefing, he said again that some states will be reopened soon, even before the May 1 deadline.

Deborah Birx, one of the top public-health experts on the White House coronavirus task force, also said that practices like "social distancing" have helped contain the virus and "the country is improving". But she stressed caution and requires the American people to maintain social distancing. 

但有部分公共卫生专家并不认同疫情已过峰值的说法。约翰斯·霍普金斯大学流行病学专家丽莎·马拉加基斯表示，尽管对美国疫情可能趋于平缓持乐观态度，但不认为疫情已过峰值，因为有太多因素可能导致病毒再次传播。

However, some public health experts warned that it's still too early to say that the U.S. has passed the peak. "While I feel cautiously optimistic that it may be plateauing, I wouldn't count on the fact that we have seen the worst of this," said Lisa Maragakis, an epidemiology expert from Johns Hopkins University. "I don't think we can say yet that we are past the peak because there are so many factors that could rekindle transmission and resurgence."

A total of 639,664 COVID-19 cases have been reported in the U.S. as of 3:13 EST Thursday and the death toll from COVID-19 in the country has climbed to 30,985, according to the statistics from Johns Hopkins University.
