特朗普称美国死亡率最低，福奇：这是虚假的自满！

据美国约翰斯·霍普金斯大学发布的最新数据显示，截至北京时间7月9日18时，全球新冠肺炎确诊病例已突破1200万，达12,060,772例，死亡逾55万。

7月7日，巴西总统博索纳罗宣布自己的新冠病毒检测结果呈阳性，至此，已有两位政府领导感染了新冠肺炎。世界卫生组织总干事谭德塞在新闻发布会上再次强调，当前疫情仍未达到峰值，不容轻视。

The U.S. hit a grim milestone on Wednesday when it reached over 3 million confirmed coronavirus cases, according to Johns Hopkins University. Over 132,000 Americans have died as a result of the pandemic. The situation is particularly alarming in the states of Arizona, California, Florida and Texas.

全球疫情增幅始终高居不下，美国疫情也在急速反弹。据《华盛顿邮报》7月6日报道，目前全美新冠确诊人数已超300万，至少37个州单日新增确诊病例数量在增加，其中16个州的日新增病例再创新高。

而美国总统特朗普却仍坚持“带疫解封”，他在多个场合公开表示美国当前“处境很好”，同时向各州持续施压，要求全面复工复产。

此外，他在推特上接连发帖，扬言美国的新冠病毒死亡率全球最低，并多次强调死亡率的下降正表明了政府所采取的应对措施成效显著。为转移民众质疑，他更“故技重施”，多次将新冠病毒表述为“中国病毒”。

针对特朗普的这一说法，福奇直言用低死亡率来自我安慰并不可取，并提醒特朗普“不要让自己陷入虚假的自满”。

不仅本国民众不买账，美国媒体也看不下去了。CNN用约翰斯·霍普金斯大学的数据“打脸”特朗普，证明有14个国家新冠死亡率比美国低。

当前，多个州已宣布暂停或放缓重启经济计划，重新收紧限制措施。眼见短期内全美的复工复产无望，特朗普转移焦点，向各高校喊话，要求“必须在秋季复课”，并点名美国疾控中心（CDC），批评其针对开放学校设定的指导方针“严格且昂贵”，非常“不切实际”。

他甚至在周三扬言，将对不考虑重新开放的学校切断联邦拨款。

对此，CDC表示，尚不清楚总统谴责哪项具体指导方针。但将继续以最佳做法更新其网站，包括学校风险清单。副总统彭斯则表示，CDC将在下周发布五份关于如何重新开放学校的新文件。

As the coronavirus crisis expands in the U.S., President Donald Trump threatened on Wednesday to hold back federal money if school districts don't bring their students back for the beginning of the coming school year. 

Vice President Mike Pence announced that the Centers for Disease Control and Prevention would be issuing new guidance next week "that will give all new tools to U.S. schools."

Among those pushing for a fall reopening was the chief of the CDC. But Trump on Wednesday complained the agency's school opening guidelines were too tough and costly. The CDC's director, Dr. Robert Redfield, has emphasized that his agency's guidelines are only recommendations.

尽管特朗普想要院校复课的愿望迫切，但 “威胁”能否奏效，恐怕不是他一个人说了算。

众议院拨款委员会发言人埃文·霍兰德（Evan Hollander）针对特朗普的推文作出明确回应，称拨款的权力在于国会，而不是总统。他强调，国会为年轻人提供联邦教育资金，“总统无权切断为这些学生提供的资金” 。

当前各州均削减了教育预算，公立学校正面临金融危机，但联邦政府迄今为止几乎没有采取任何措施来帮助学校承担经费空缺后为应对疫情所产生的额外负担。

美国纽约州州长科莫更直言，各州有权自行决定学校何时复课，宪法规定总统无权干涉。

With millions of the nation's parents anxious about their children's safety in the fall - and their own work interruptions if they must stay home - Trump continued to inject politics into public health. He accused Democrats, yet again, of wanting to keep schools closed for election-year reasons rather than health concerns. 

Trump made his threat a day after launching an all-out effort pressing state and local officials to reopen the nation's schools and colleges this fall. At a White House event Tuesday, health and education officials argued that keeping students out for the fall semester would pose greater health risks than any tied to the coronavirus.

In response to Trump's pressure, New York Gov. Andrew Cuomo said on Wednesday that school reopening is a decision that falls to the state government, not to the president.

讽刺的是，特朗普一边呼吁及早复课，一边却将国际学生拒之门外。

他颁发的留学生签证紧缩令正迫使国际学生陷入两难境地：如果接受面授课程，可能会有健康风险；如果纯上网课，将被驱逐出境。

这种拿留学生来开刀的做法引起了不少美国高校的强烈不满。7月8日，哈佛大学和麻省理工学院分别针对美国政府的政策提起诉讼，称其忽视了大学为确保留学生、教师等群体健康所做的努力。

哈佛大学校长巴科批评该政策 “毫无征兆，冷酷且鲁莽”，麻省理工学院院长则表示，政府在多数高校已确定秋季学期安排后出台这一政策，而执行部门甚至无法就政策解读和执行方面的问题给出最基本的回答。

Recently, U.S. colleges and universities have begun to announce plans for the fall 2020 semester amid the coronavirus pandemic. Trump's administration has imposed a number of new restrictions to legal and illegal immigration in recent months as a result of the pandemic, many international students have to remake their academic plans if they have to leave the country given their classes might be taught online this fall. 

In June, the administration suspended work visas for a wide swath of non-immigrant workers that it argued compete with U.S. citizens for jobs. The administration has also effectively suspended the admission of asylum seekers at the southern border with Mexico, citing health risks as justification.
