特朗普“蓄意拆除邮箱干预大选”? 泰勒·斯威夫特：公然作弊！

在J.K.罗琳的经典小说《哈利·波特与魔法石》中，弗农姨夫为阻止哈利·波特收到来自魔法学校霍格沃茨的信件，把家里的邮箱都钉死了。

“如果他们没法投送，他们自然也就放弃了。”

万万没想到，这个“没有邮箱就没有信件”的策略，被“套用”到了美国总统大选中。

“为了大选?”

美国多地邮箱遭拆除

据外媒报道，美国邮政（USPS）上周至少在四个州移除了部分邮箱，包括纽约州、俄勒冈州、蒙大拿州和印第安纳州。

在社交平台推特上，美国网友们纷纷晒出当地邮箱被拆除以及被运走的照片：

由于特朗普此前曾多次公开表示反对邮寄选票，不少网友认为他是邮箱被拆的”幕后黑手”。

然而，美国邮政发言人表示拆除邮箱只是“常规做法”。为了节省成本，工作人员会将“使用率低的邮箱转移到业务繁忙的地区”。

据悉，美国邮政的新任局长路易斯·德乔伊（ Louis DeJoy）是特朗普的支持者，曾经为特朗普和共和党捐赠两百多万美元。BBC称，德乔伊是近20多年来第一位从邮政体系外任命的局长，此前他并没有该体系内的工作经验。

为了解决美国邮政长期以来的财务困境，德乔伊采取了一些改革措施，包括缩短营业时间，停发夜间邮递，以及拆除邮箱等。

U.S. Democrats stepped up pressure on Sunday against a cost-cutting campaign by President Donald Trump's appointed Postal Service chief that they fear will hold up mail-in ballots in November's election, with House Speaker Nancy Pelosi calling lawmakers back and several states considering legal action.

Top Democrats in Congress called on Postmaster General Louis DeJoy and another senior postal official to testify this month at a hearing on a wave of cuts that have slowed mail delivery across the country, alarming lawmakers ahead of the November 3 election when up to half of U.S. voters could cast ballots by mail. 

然而，他的这些举措受到了各方的批评，不少人认为这些调整会拖延邮政服务，影响邮寄选票，有很强的“政治意图”。

为此，网友们在推特上发起了#SaveThePostOffice（拯救邮局）的话题，还有人做海报讽刺德乔伊，甚至有民众聚集在他的住所前进行抗议，要求他辞职。

另外，美国国会民主党领袖已向德乔伊发送公开信，要求他解释对美国邮政所做的改革。一些立场较为激进的民主党议员甚至以“涉嫌干涉选举”为由，要求对他启动刑事调查。

虽然美国邮政已深陷财务危机，特朗普仍坚定地拒绝为其处理邮寄选票提供资金支持。并且，他很直白地表示自己这么做的原因是“反对邮寄选票”。

“没有钱的话他们就无法在所有地方实施邮寄选票了”，特朗普说道。

The president's moves against the USPS follow in a long trend of trying desperately to salvage an election that may quickly be slipping out of grasp due to a failed coronavirus response and a failure to address the economic fallout. 

“助长舞弊？”

特朗普“嫌弃”邮寄选票 

当前，美国国内新冠阴霾仍未退散。根据美国约翰斯·霍普金斯大学的数据，目前美国新冠确诊病例超过535万例，死亡病例超过16.9万例。

受保持社交距离、避免聚集等疫情防控措施的影响，今年11月的总统大选预计将有一半美国选民选择邮寄选票 。

特朗普此前却频频在采访中和社交媒体上喊话，称“邮寄投票将助长选举舞弊”。

不过邮寄投票引发的选举舞弊鲜有发生。根据美国传统基金会的统计数据，过去20年中，美国确认了1285起选举舞弊案，涉及到邮寄投票的选举舞弊仅204起。

Trump has long claimed that voting by mail is open to fraud, despite there being minimal evidence of malfeasance. According to data from the Heritage Foundation, there have been 1,285 proven cases of voter fraud over the past two decades. Of these, 204 involved the fraudulent use of mail-in ballots. 

为何邮寄选票这一方式遭特朗普“嫌弃”？CGTN记者John Goodrich认为主要这是出于投票率和选举结果两方面的考虑。

首先，尽管邮寄投票不会给任何一党带来明显优势，但特朗普却担心它会让自己所在的共和党“占下风”。邮寄投票会让投票变得更简单，从而增加选举投票率。通常情况下，高投票率的选举对民主党有帮助，共和党却正好相反。

其次，特朗普目前的民调支持率低于民主党候选人乔·拜登。一旦最终特朗普败选，特朗普和共和党人士就能以“邮寄投票造成选举舞弊”为理由质疑选举结果的合法性。

So why is Trump making such a big deal of it now? His reasoning looks to be two-fold. Firstly, though there is little evidence it particularly benefits either party, he fears Democrats are more likely to vote by mail than Republicans (some party strategists fear Trump's rhetoric risks creating such a reality and have urged him to change tone). Mail-in voting is easier, and high turnout is typically seen to favor Democrats and low turnout Republicans. Secondly, Trump is down in the polls to Joe Biden and laying the ground to delegitimize the result if the Democrat wins. Remember, the 74-year-old still claims the 2016 election was rigged against him — even though he won the White House.

特朗普施压美国邮政遭批评

8月15日，美国知名女歌手泰勒·斯威夫特在推特上批评特朗普“蓄意破坏美国邮政”，试图通过此举在选举中“公然作弊”。

“特朗普对美国邮政的蓄意破坏清楚地证明了一件事：他很清楚我们不希望他担任总统。为了连任，他选择公然作弊，并将数百万美国人的性命置于危险之中。”

“正是特朗普糟糕的领导加剧了危机，使我们深陷‘泥淖’。现在他又利用危机来颠覆和破坏我们的投票权。尽早投票！”

8月14日，美国前总统奥巴马表达了对特朗普言行的不满。他说，“在现代政治史上，我们从没见过哪位总统会明目张胆地试图阻止人们投票。”

8月16日，美国众议院议长佩洛西则表示，她将在本周召回全体众议员就一项修订法案进行表决，以拯救美国邮政局。此前，美国邮政总局此前已向46个州和华盛顿哥伦比亚特区发出警告，称无法保证大选的所有邮寄选票都能按时送达。

U.S. House Speaker Nancy Pelosi on Sunday said she was calling the Democratic-controlled House back to Washington later this week to vote on legislation to protect the Postal Service.
